특수경비원 교육훈련의 개선방안에 관한 연구

현재 우리나라는 국가중요시설에 대한 경비업무는 청원경찰법상 청원경찰과 경비업법상 특수경비원에 의하여 수행되고 있다. 1960년대 국가보안상 경비업무의 중요성 때문에 청원경찰제도를 도입하였지만 제정 당시만 해도 우리나라는 용역경비가 활성화 되지 않았던 상황에서 일본의 청원순사제도를 보고 급조한 것이었다. 그러나 1976년 경비업법이 제정되고 2001년 4월 경비업법 개정으로 특수경비업무를 도입함에 따라 특수경비원은 청원경찰의 활동영역까지를 포함하여 보다 광범위한 경비서비스를 제공할 수 있게 되었을 뿐만 아니라 2001년 미국에서 일어난 911테러 이후 국가중요시설에 대한 특수경비원들의 기대와 관심은 증폭되기에 이르렀다.오늘날 특수경비원의 교육훈련제도를 살펴보면 특수경비원의 특수성을 살리지 못한 교과목의 구성, 시간의 비효과적인 배분, 전문화되지 못한 교재 등 이러한 교육훈련제도의 현실로 수요자의 사회적 요구에 응답하기란 무리가 있어 보인다. 특수경비원은 일반경비원과 달리 국가중요시설이라는 특수한 환경에 근무하기 때문에 여러 가지 특성을 가지고 있다. 따라서 국가중요시설을 방호하기 위한 전문화된 교육훈련의 재정비는 특수경비원뿐 아니라 질적으로 향상된 경비업무서비스 제공케 함으로서 민간경비 전반의 긍정적 시너지효과를 기대할 수 있을 것이다. Currently, the security operations in nation's key foundations in Korea are performed by private police and special security guard in accordance with the Private Police Act and Security Business Act, respectively. In 1960s, The Korean Government introduced the private police system in terms of the national security issues, but it was just a hurriedly-set plan on the basis of Japanese Sunsa system as by that time there was no such system revitalized. However, the special security guards could offer wider range of security services including those of the private police with the enactment and revision of the Security Business Act 1976 and April 2001, respectively. Moreover, the expectations and interests rose over the special security guards in nation's key foundations after 9.11Terror Event in the U. S. 2001. However, as we investigated the current education/training system for the special security guard, we found that such education/training which is not activating the specialty of special security guard will not respond to the social demands. Special security guard owns its own characteristics other than those of general security guard as they are in service in nation's key foundations. Thus, the effcient management and training for the special security guard is the most important matter for the safety and security of nation's key foundations. Therefore, the well-educated special security guard through the reorganized and specialized education/training for the protection of nation's key foundations is expected to offer qualitatively improved security services.

Thus in order to have a better understanding about the KSA(Korean Security association) and to express opinions on its role and security, this paper introduces and discusses about All Japan Security Service Association(AJSSA), which is the prototype of the KSA. There are several positive aspects to consider the introduction of, when these two associations are compared: the traffic security, a supporting member, ex-high-ranking police executive directors practically run AJSSA. These are to enhance financial ability and to promote better relationship with police. KSA needs to improve such relationship and to diversify activities as well. In addition, not just dismissing their duty by giving them the license, AJSSA provides several educations to revitalize the related people so that they can deal in effective and productive services. In another words, JSA perceives it is indispensable to educate the relevant people in the business. In contrast, it is reality that KSA has not put much emphasis on educations. Concisely, the most prompt issue is it should be more beneficial to its members by strengthening itself. Not simply following the example of foreign cases, but putting diverse efforts, KSA can make it substantial and stabilize future private security market in a long term. 본 연구는 한국경비협회의 실태를 파악하고 협회의 역할과 보완에 관한 제언을 하고자 일본전국경비업협회를 소개하고 비교 고찰하였다. 일본의 전국경비업협회와 우리의 한국경비협회 간의 비교를 통해 그 도입을 긍정적으로 고려해 볼만한 것으로서는 여러 가지가 있지만, 무엇보다도 일본 전국경비업협회에서 특이할만한 사항으로 교통유도경비원제도와 찬조회원제도, 전 경찰고위직 출신의 전무이사와 상무이사가 실질적 운영을 한다는 것을 들 수 있는데, 이는 재정의 충원과 경찰과의 관계증진 효과의 제고를 높이기 위한 것이다. 우리도 이러한 경찰과의 관계증진과 더불어 다양화된 활동의 범위를 모색할 필요가 있다. 그리고 일본 전국경비업협회는 자격증 취득 후에도 기타 여러 가지 교육으로 업무의 효과적 대응을 위한 재충전을 해주고 있다. 즉 관련자들에 대한 교육을 중요한 업무로서 수행하고 있는 것이다. 결국 한국경비협회에 가장 시급한 문제는 자체 역량강화를 통하여 회원업체에게 유익한 존재가 되어야 한다는 점이다. 단지 외국의 경비협회제도를 모방하자는 것이 아니라 내실화의 다양한 노력이 미래 민간경비시장의 지속적 안정을 도모할 수 있다는 것이다.

제주지역 외국인범죄에 관한 연구 : 외국인범죄율, 무사증 제도, 불법체류 외국인과의 관계를 중심으로

The shadow called ‘Free Crime City’ is cast over Jeju Free International City that 3 millions of foreigners visit a year recently. The trend of urbanization in Jeju region along the population increase becomes the basis as the main reason of that, but there is the argument that the rapid increase of illegal foreign workers and foreign tourists also becomes the main reason as Jeju executes visa waiver program. That is because the number of foreigners’ crime in Jeju region is few comparing to total number of crime and foreigners’ crime of entire Korea, but the meaning of such change never be small due to its symbolism called ‘crime-free region’ as the free international city. So, this study investigates Ⅱ. The status and cause of foreigners’ crime and reviews the relation between foreigners’ crime in Jeju region and crime, visa waiver program and illegal stay and foreigners’ crime in Ⅲ. main characteristics of foreigners’ crime in Jeju region regarding the followings. ⅰ) Does the increase of tourists in Jeju Island contribute to the increase of crime especially? ⅱ) Does visa waiver program contribute the increase of crime especially? ⅲ) Do illegal foreigners contribute the increase of crime especially? This study drew the conclusion that the increase rate of visa waiver visitors has no correlation with that of foreign criminals in Jeju region and the action for illegal foreign workers played the role as the prevention measure in Jeju region 최근 한 해 300만 명의 외국인이 찾는 제주국제자유도시에 ‘범죄자유도시’라는 그림자가 드리우고 있다. 이러한 주원인으로서는 인구증가에 따른 제주지역의 도시화의 경향도 그 기초가 되고 있지만, 무엇보다도 제주도가 무사증 입국지역이 되면서 불법체류자와 외국인 관광객이 급증하고 있기 때문이 아닌가 하는 논란이 일고 있다. 왜냐하면 제주지역의 외국인범죄건수는 우리나라의 전체 범죄건수와 외국인범죄건수에 비하여 그 숫자는 적지만 국제자유도시로서 ‘범죄청정지역’이라는 상징성으로 인하여 그 변화의 의미는 결코 작지 않기 때문이다. 본 연구에서는 ⅰ)제주도에서 관광객의 증가가특히 범죄의 증가에 기여하고 있는가? ⅱ) 제주도의 무사증제도가 특히 범죄의 증가에 기여하고 있는가? ⅲ)제주도에서 불법체류 외국인이 특히 범죄의 증가에 기여하고 있는가? 하는 3가지의 관점에서 Ⅱ.외국인범죄의 실태와 원인을 고찰하고, Ⅲ.제주지역 외국인범죄의 주요 특성에서는 제주지역의 외국인관광객과 범죄, 무사증제도와 범죄, 불법체류자와 외국인범죄와의 관계를 검토하였다. 이를 통해 본 연구에서는 제주지역에 있어서 무사증입국자와 외국인범죄자의 증가비율은 상관관계가 없으며, 제주지역에서 외국인범죄의 방지책은 불법체류 외국인에 대한 대책과 그 맥을 같이 한다는 결론을 도출하였다.

Effects of the Educational Leadership of Nursing Unit Managers on Team Effectiveness: Mediating Effects of Organizational Communication

Purpose : This study identifies the effects of the educational leadership of nursing unit managers on team effectiveness and the mediating effects of organizational communication satisfaction; it highlights the importance of educational leadership and organizational communication and provides the data needed to enhance the education capacity of managers. Methods : The participants were 216 nurses working at unit with nursing unit managers of staff nurses at a tertiary hospital located in Cheongju city, South Korea, and nurses who had worked for more than 6 months at the same unit. This study was conducted using questionnaires on educational leadership, team effectiveness, and organizational communication satisfaction. Data analysis was performed with a t test, analysis of variance, Scheffé test, Pearson's correlation coefficient, and simple and multiple regression analyses using SPSS, version 23.0. Mediation analysis was tested using Baron and Kenny's regression analysis and a Sobel test. Results : The mean score for the educational leadership of nursing unit managers was 3.74 (±0.68); for organizational communication satisfaction, 3.14 (±0.51); and for team effectiveness, 3.52 (±0.49). Educational leadership was significantly positively correlated with team effectiveness and organizational communication satisfaction. Organizational communication satisfaction demonstrated a complete mediating effect on the relationship between educational leadership and team effectiveness (β = .61, p < .001) and was significant (Sobel test; Z = 7.40, p < .001). Conclusion : The results indicate that the educational leadership of nursing unit managers increases communication satisfaction among nurses; this supports the idea that educational leadership can contribute to team effectiveness. This suggests that the educational leadership and communication capacity of nursing unit managers must be improved to enhance the performance of nursing organizations.

비행과 범죄피해를 경험한 청소년의 심리적 특성에 관한 연구

본 연구는 청소년의 문제를 가해 또는 피해경험이라는 이분적 구조에서만 접근하고 이해하던 기존의 연구들과는 달리, 가해-피해의 중첩성에 의미를 두고 그 심리적 특성을 알아보고자 하였다. 이러한 분석결과는 첫째, 일반비행의 경우, 시설청소년이 일반청소년보다 증오와 복수심을 더욱 느끼는 것으로 나타났다. 둘째, 필요비행의 경우, 일반청소년이 시설청소년보다 증오와 복수심을 더욱 느끼는 것으로 나타났다. 셋째, 자해비행의 경우, 일반청소년과 시설청소년 모두 자책과 대인기피와 증오와 복수심을 느끼는 것으로 나타났다. 넷째, 충동비행의 경우, 일반청소년과 시설청소년 모두 증오와 복수심을 더욱 느끼는 나타났다. 이와 같은 연구결과는 기존 선행연구에서 청소년의 범죄피해경험에 있어서 부정적인 심리적 특성이 요인으로 작용한다는 결과와 맥락을 같이 한다.

Community of Equals: made by intelligence and imagination

This essay dialogues with Jacques Rancière’s On the Shores of Politics and Jorge Luis Borges’s short story, “El Congreso”. Though employing different genres, Jorge Luis Borges and Jacques Rancière discuss a series of common themes: political community, equality and the role that intelligence (for Rancière) and literary fiction (for Borges) play in imagining the contours of possibility of a “community of equals” of an unfixed definition. I argue that according to both thinkers, fiction and political essays create the space for the discursive exposition of such a community as one always imminently to come, or as always already a catachresis. Discursively situating the “community of equals” is a practice of artifice that is constituted in the community’s ability and need to enact it.
