지방자치단체 재정확충 방안에 관한 연구 : 성남시를 중심으로

This Study is to examine the fiscal situations of Seongnam City and to search the expansion methods of its fiscal basis. Seongnam City was founded as satellite city of Seoul and has growned to a big city which has been close to a population of 1 million. But Seongnam City requires a new development programs to reach ideal city. To prepare these programs, it is necessary to secure a sufficient financial power. I have examined the characteristics and problems of fiscal situations in Seongnam City by comparing it with other big cities which population size are similar to Sung Nam city. And I have analysed the possibility of a financial crunch in Seongnam City in reference to Seongnan’s long term vision. My analysis results are as follows: Seongnan City shows a higher level than other big cities in financial independence rate and financial autonomy rate, but these two indicators in Seongnam City moved downward recently; this characteristics was caused by the fact that non-tax revenue has greatly diminished and local grant tax revenue has greatly increased; in annual expenditures, Seongnam City is not significantly different from other big cities and its social welfare expenditures go on increasing rapidly just like other cities; But Seongnam City is scheduled to redevelope old towns according tp Seongnan’s long term vision, this project is apt to put a big financial burden on Seongnam City in considering the recent trends of real estate market. Based on these analysis results, I seek for expansion methods of tax revenue and the rationalization methods of tax expenditure in Seongnam City. I examine the discourses on the tax sharing systems as a new trend and rational cooperation method between central and local government. To expand the Seongnam City own revenue, I suggest that it make an effort to amend the local tax system by building a cooperative relationship with other local authorities and try to expand non-tax revenue. Social welfare expenditures in Seongnam City cannot help increasing from now on. Seongnam City belong to non-grant authorities of general subsidy as key area in exchequer equalization grants and cannot expect to benefit from these grants. To copy with increasing the social welfare expenditures, I suggest that Seongnam City make an effort to amend the exchequer equalization grants or the national subsidies, and revert the decentralized national subsidy programs to the central government by constructing a cooperative relationship with other local authorities. Also, I suggest that Seongnam City seek for fiscal expansion method by using Local Fiscal Compensation System(LFCS). The existing LFCS apply the same distribution criteria to big cities like a Seongnam City which is close to a population of 1 million and to cities which the size of population is 500 thousands. And this system is a very unfare judging that collection expense is proportional to population size.
RFID와 QR-코드를 활용한 건설현장 통합노무정보관리 효율화 체계 구축

노동집약적 산업인 건설 산업에서 정확한 노무정보 수집과 관리는 매우 중요하다. 효율적인 노무정보 관리를 위한 방안으로 RFID를 활용한 연구 및 적용사례가 증가하고 있다. 하지만 RFID리더기의 경제적 부담, 동선방해 등의 이유로 현장출입구라는 한정적인 장소에 설치함으로써 출역관리라는 극소정보에 국한되어 관리되고 있다. 출역관리 외의 노무정보 및 안전정보는 현재 현장수첩에 수기 후 PC를 통한 웹 입력의 2중 작업이 이루어지고 있으며 이를 효율적으로 기록 및 관리하기 위한 방안이 필요하다. 이에 본 논문에서는 기존의 RFID출역관리 기반시스템에 스마트폰 어플리케이션으로 인식이 가능한 QR-코드를 부착하여 하나의 카드로 통합노무정보를 관리하는 프로토타입 어플리케이션을 개발하여 현장 적용테스트 및 기존 방식과 비교를 통하여 효과를 검증하고자 한다. It is very important to collect and manage labor information in the construction industry that is labor-intensive. Although research and cases that utilize RFID are increasing for more effective labor management, labor management is limited to the checking-in and -out information management at the entrance of a construction site due to high expense of an RFID reader. Labor and safety information is still managed based on the redundant process that is hand-written in a book and re-input of information by using a personnel-computer. Therefore, the objective of this paper is to develop more effective and efficient process for labor information record and management. This paper presents a prototype application that supports integrated labor information management by incorporating QR-code into RFID-based labor management system and verifies the application through a pilot test and comparison with the existing labor management syste.
미세조직 제어에 의한 고강도강의 강도 개선에 관한 연구
Effects of coiling temperature, alloying elements i.e., C and Cr, and annealing conditions on the spheroidization of cementite have been examined in high strength Fe-(0∼1.45%)Cr-(0.38∼0.43%)C steels. In addition, resultant microstructure and mechanical property of those steels after austenitizing and quenching were investigated in connection with the spheroidization of cementite. The results obtained are as follows: (1) Spheroidization of cementite of the hot-rolled sheet depended upon coiling temperature; lamellar cementite in coarser pearlite colony was observed by raising coiling temperature but globular cementite was shown by lowering coiling temperature. (2) Lamellar cementite was sperodized by annealing above 640℃×10hr but the rate of spheroidization became lower with increasing Cr contents, though same annealing condition. (3) Banded structure was revealed owing to dendrite segregation in the sheet annealed above 640℃×5hr and thed quenched at 900℃×5min. The unfavorable structure leaded to the mixture of lath martensite and lower bainite due to inhomogeneity of solute atoms even at same cooling rate. (4) Comparing Vickers hardness values of the cold-rolled sheet after annealing and quenching with alloying elements(C or Cr), Vickers hardness values largely increased with increasing C content but those values were not altered even though Cr content increased. (5) When cold-rolled Fe-0.43%C-1.45%Cr alloy sheet was annealed at 640℃×5hr and then quenched at 900℃×5min, the maximum hardness of HV=740 was obtained while the microstructure revealed lath martensite and insoluble carbide.
텍스트데이터 기반 네트워크분석을 통한 선진 건설회사의 안전경영 특성 분석

기업의 최고경영자인 CEO 는 회사의 비전과 전략 수립, 리더십을 통해 지속가능경영을 이어간다. 하지만 CEO 혼자만의 의지로는 거대한 조직을 움직일 수 없기에 이해관계자들과의 소통이 중요한데 이러한 소통의 수단으로써 CEO메시지가 주목 받고 있으며 사회과학분야에서 중요한 연구주제로 언급되고 있다. 기존 CEO 메시지 연구들은 주로 재무측면 위주의 분석이었다. 최근 재무성과와 더불어 회사의 지속성장에 영향을 주는 안전성과의 중요성이 대두되었지만 그 동안 안전측면의 CEO 메시지 연구는 미흡하였다. 회사의 전반적인 경영의 방향을 확인할 수 있는 CEO 메시지에서 안전과 관련하여 CEO 의 성향이나 의지, 강조하는 의미에 대한 해석이 필요하다. 이에 본 연구는 첫째, 선진 건설회사들의 CEO 메시지에서 강조하는 안전관련 단어들을 추출하고 둘째, 연구문헌을 통해 강조되고 있는 안전관련 키워드와 실제 경영상황을 반영하여 CEO 가 강조하는 단어들의 성향을 비교하며 셋째, 단어들이 내포하고 있는 내적 의미와 구조적 해석을 통해 안전경영특징을 분석하고자 한다. 이를 위해 ENR (Engineering News Record) 랭킹의 회사를 대상으로 100 대 선진회사를 선정하였고 각 회사에서 발행되었던 연차 보고서와 지속가능경영 보고서의 핵심이며 결론에 해당하는 CEO 메시지를 분석하였다. CEO 메시지의 길이, 단어의 형태, 단어의 단순빈도 등을 분석했던 과거 연구와는 다르게 키워드의 도출을 위해 언어네트워크분석을 실시하였다. 위세중심성, 인접중심성, 매개중심성의 정량적 수치에 의한 단어리스트 40 개를 추출하였으며 추출된 단어에 가중치를 부여하여 안전경영 특성을 확인할 수 있는 안전성과인자와 매핑을 통한 분류 작업을 진행하였다. 분류된 안전성과인자 간 관계를 네트워크로 시각화 화여 선진회사의 CEO 가 생각하는 안전경영 특징을 분석하였다. 결과를 요약해보면 키워드는 “management”, “value”, “employee”, “system”, “project”, “culture”, “new”, “occupational”, “practice”, “basis”의 총 10 개이다. “management”, “employee”, “culture”의 세 가지 단어가 연구문헌에서 중요하게 강조하는 키워드와 CEO 가 생각하는 키워드의 공통 단어임을 발견하였다. 키워드간 비교는 유의어를 감안하였을 때 중요시하는 단어는 비슷한 성향을 보인다. 안전경영특징은 Motivation, Rules and Regulation, Resource and Equipment 인자가 가장 중심성이 높았으며 Culture and Climate 인자가 구조적으로 위의 인자들과 연결력이 높게 나타났다. 반대로 Safety Investment and Costs 인자는 중심성이 가장 낮았다. 마지막으로 연구결과를 토대로 작업자들의 공감대를 형성하기 위한 단어의 선택, 중심성이 낮았던 안전투자 관련 인자의 보완, 직접적인 Safety 라는 단어 외 연관성 있는 단어들의 사용을 제언하였다. A chief executive officer (CEO), the head of a company, pursues sustainable management by establishing the company’s vision and strategies while demonstrating leadership. The will of a CEO, however, is not sufficient to shift a large organization to a certain direction, and so the CEO’s communication with interested parties becomes ever more important. Accordingly, the CEO’s message is gaining attention as a vital mean of communication and as a critical research topic in social science fields. Previous studies on CEO messages have focused on the financial aspects of business. However, even as the importance of the company’s safety performance has been on the rise, along with financial performance (as it affects the sustainable growth of a company), there has been a dearth of research on CEO messaging which examines a company’s safety record. The inclination and will of a CEO and the increasing significance of safety needs to be analyzed, as it conveys the general management trends of the company. In this study, therefore, the researchers first extracted words related to safety that were highlighted in the CEO messages of leading companies. Subsequently, the keywords related to safety highlighted in literature reviews and the words emphasized by CEOs to reflect the actual status of their management and operations were compared. Then, the characteristics of safety management were analyzed through structural interpretation and examination of the underlying meaning of the words. The top 100 companies on the Engineering News Record (ENR) rankings were selected as the leading companies. The CEO messages, including the core as well as the conclusion, introduced in annual reports and sustainability reports published by each company were analyzed. Language network analysis was performed to deduce the keywords, unlike previous studies that simply examined the length of a CEO’s message, word format, and the frequency of appearance of words. A list of 40 words was extracted based on the quantitative values of eigenvector centrality, closeness centrality, and betweenness centrality. A weight was given to the extracted words in order to perform classification through mapping against safety performance factors in order to examine the characteristics of safety management. Their relationship with the classified safety performance factors was visualized as a network in order to analyze the characteristics of safety management pursued by the CEOs of the leading companies. When the results were summarized, 10 keywords including “management,” “value,” “employee,” “system,” “project,” “culture,” “new,” “occupational,” “practice,” and “basis” were deduced. The words “management,” “employee,” and “culture” were the common keywords that were considered important by CEOs and highlighted in literature reviews as significant words. The deduced keywords and the important words have similar inclinations, considering their synonyms. Lastly, the factors Motivation, Rules and Regulation, and Resource and Equipment exhibited the highest centrality among the characteristics of safety management, while the factor Culture and Climate had a structurally high connection with those factors. By contrast, the factor Safety Investment and Costs had the lowest centrality. Based on the study results, we suggest selecting appropriate words to form a degree of consensus with workers, supplementing the factors related to safety investment with low centrality, and using direct “safety” words and other relevant words.
