CdZnS 蓮膜을 利用한 PEC Cell製作과 電氣的 特性에 관한 硏究
Cadmium zinc sulfide (CdZnS) thin films were prepared by the chemical bath deposition method. The CdZnS thin films deposited by this method have many of the advantages of those made by the vacuum deposition and spray deposit-ion methods, such as the ease of coating large areas and simplicity of the process. Polycrystalline semi conductor such as CdZnS thin films have been studied in the photoelectrochemical (PEC) cell to determine the open-circuit voltage (Voc), the short-circuit current(I□) and the power conversion efficiency(□). For the PEC cell (CdZnS/lM NaOH-0.5M Na_(2)S/Pt), V,,, I,, and □ were found to be 0.4 volt, 0.1 mA/㎠ and 0.042% respectively. This PEC cell was illuminated with 21.9mW/㎠ photoexciation and the fill factor(f) was 0.23 for the PEC cell.

지방자치시대 소방조직 발전 방안 : 전라남도를 중심으로

지방화시대를 맞이하여 재난을 담당하고 있는 행정기관의 역할이 날로 증대하고 있다. 그처럼 각종 재난에서 중추적인 역할을 수행하는 전남의 소방행정체제에 대하여 문헌연구 및 분석을 통하여 문제점을 알아보고, 이것을 토대로 그동안 제기한 행정체제가 달성해야 할 비전(목표), 이 비전을 실현하기 위한 전략 및 전략의 성공적 수행을 위한 현실적 조건으로 구성하였다. 또한 선진국의 소방조직 체제를 통하여 시사점을 얻도록 하겠다. 전라남도는 전국에서 노인들의 수가 증가하여 고령 사회로 접어들었다. 고령사회에서 노인들의 복지 및 안전이 무엇보다도 중요하다. 교통 산불 화재 수난사고 등 각종 재난발생시 안전을 담당하고 있는 소방은 전국에서 소방관서가 부족할 뿐만 아니라 인원 및 장비도 매우 부족한 실정이다. 이것은 지방자치단체의 부족한 예산만을 탓할 수 없다. 전국의 평균 소방서 설치율에 훨씬 못미칠 뿐만 아니라 직원 근무조건도 매우 열악하다. 선진국으로 도약하는 이즈음 소방의 역할은 매우 다양하다. 그러나 이러한 역량을 발휘할 수 있도록 하는 것은 지방자치단체장의 사명이자 의무이다. 대구 지하철 및 성수대교 사건, 삼풍백화점 붕괴사고, 강원도 산불사고 및 동남아의 쓰나미 등 크고 작은 재난이 우리 주위에서 매일 발생하고 있다. 이와 같은 재난현장에서 불사조처럼 활약하고 있는 사람이 바로 소방관이라는 것을 우리국민은 누구나 잘 알고 있을 것이다. 우리 소방관들은 우리의 다정한 벗이자 이웃이요, 구세주인 것이다. 이러한 역할을 하는 소방공무원이 있는 데에도 재난관리를 전문직이 아닌 일반 행정직에서 맡아서 한다는 것은 부처 이기주의의 발로라 하겠다. 지금은 지방자치시대이다 지방자치를 이룩하기 위해서는 필요한 조직은 늘리고 불필요한 조직은 줄이는 것이 타당하다고 생각한다. 주민의 혈세를 함부로 낭비하는 일이 없도록 하여야 한다. 우리는 불요불급한 조직은 도려내는 등 과감한 혁신을 단행해야 한다. 어느 조직이 필요 하는가 하는 것은 주민들이 판단할 몫이다. 우리나라도 명실상부한 지방자치를 이룩하기 위해서는 기초자치단체마다 소방서를 설치하여야 하고 시·도는 『지방소방방재청』 으로 조직 및 직제를 개편해야 한다. 아울러 유사한 조직은 서로 통폐합하여 재난에 효율적으로 대처할 수 있도록 하여야 하며, 기초자치단체마다 소방서를 전부 설치하고, 면지역은 소방파출소를 신설하여야 한다. 또한 소방사무는 국가사무이기 이전에 자치단체의 고유한 사무이므로 기초자치단체로 이관하여야 한다. 아울려 소방공무원은 별도정원으로 하고, 인원 및 장비를 보강하여야 한다. 소방서 및 지방소방방재청의 보조기관을 현 실정에 맞게 대응기관 중심으로 개편하고 소방파출소의 명칭도 『119안전 센타』 또는 『119 생활안전 센타』 등으로 변경하여야 한다. 국가는 국토의 균형발전을 위해 전남처럼 낙후된 지역은 지방교부세 등 지방양여금 등 예산을 대폭적으로 지원하여 명실상부한 지방자치를 이룩할 수 있도록 노력 하여야 한다. 진정한 지방자치를 이룩하기 위하여 자치단체마다 소방서를 국비로 전부 설치하여 각종 재난에서 주민의 생명과 재산보호에 소방이 중추적인 역할을 수행할 수 있도록 하여야 하겠다. In the era of local government, the administrative organ played more important role in disaster. This study examined problems of fire fighting administrative system of Jeollanam-do that played key role in various kinds of disasters by using literature research and analysis, and suggested the vision (objectives) that the administrative system should accomplish, the strategies realizing the vision, the strategies for realization of the vision and actual conditions for successful performance of the strategies, etc. And, the study attained suggestion through fire fighting organization system of advanced countries. Jeollanam-do entered aged society because of the increase of old men. In aged society, welfare and safety of old men were important above all. The fire station that was in charge of safety at occurrence of traffic accident, mountain fire accident and others was in short supply throughout the nation, and it was very much short of human resources and equipment as well. This was not because of only insufficient budget of local government. The number of fire station in Jeollanam-do was much less than that of fire station in the nation in average, and working conditions of the employees were very much bad. At the time of take-off toward advanced countries, fire station had very much various roles. The chief of local governments had obligation to play such a role, A lot of disasters occurred around the people every day, for instance, Daegu subway fire accident, the collapse of the Seongsu Bridge at Seoul, the collapse of Sampoong Department Store at Seoul, mountain fire in Gangwon-do and tsunami in South East Asia. All of the Korean people knew well that the fire fighter played an active part in the disaster site like the Phoenix. The fire fighters were not only warm-hearted friends and neighbors of the people but also the savior of the world. Despite of such an important role of fire officer, the disasters were managed not by expert officer but by general administrative officer because of self-seeking of each post. The era of local autonomous government was opened. To attain local autonomous, necessary organizations should be expanded, while unnecessary organizations should be reduced. Nobody was permitted to waste the residents' tax. A resolute innovation should be taken to remove unnecessary organizations. The residents should decide on what organizations were necessary. To attain local autonomous in Korea, each low grade local government such as gu and gun was required to establish fire station, while city government as well as provincial government was done to reorganize organizations and office regulations and to establish 'National Emergency Management Agency'. And, similar organizations should be integrated and closed to take effective actions against disasters, and each low grade local government should establish fire station, and myon should open fire fighting police box. And, the fire fighting affairs belonged not to central government but to local autonomous government so that they should be transferred to low grade local government. And, the number limit of fire officer should be separated to reinforce human resources and equipment. The auxiliary offices of fire station an local fire office should be reorganized based on corresponding offices in accordance with current situation, and the fire fighting police box should be renamed to call either '119 Safety Center' or '119 Life Safety Center'. The central government was demanded to greatly support budgets such as local subsidy tax and local transfer at underdeveloped regions such as Jeollanam-do to develop the national land in balanced way and to realize local autonomous well. To realize true and genuine local autonomous, each local government was required to open fire station by national expenditure to let the fire station play key roles in protection of life and properties of the residents at occurrence of various kinds of disasters.
