This study aims to analyse the actual conditions of Korean fishing boot being seized in Japan’s EEZ and to provide the countermeasures against that problem. According to the analysis of that actual conditions, Korean fishermen are trespassing Japan’s EEZ in which fishery resources are abundant because of exhaustion of fishery resources and polluted water in Korean coastal seas. In the past, that behavior was not illegal. Now however, it became illegal with the effectuation of the United Nations Conventions on the Law of the Sea(1994) and the Korean-Japanese Fisheries Agreement (1999). In order to resolve that problem on a long-term basis, it is necessary to turn over national fishery policy, to provide fishing people with other means of living, and to establish the Korean-Japanese cooperation system of fishery management. Most of all, it is urgent to mitigate and remit a penalty which was executed in Japan, to amplify personal and material resources need to guide and control fishery, and to construct a close cooperation system between the National Maritime Police Agency and the Ministry of Maritime and Fisheries Affairs.

It is possible to do not use the Image Plate for a long time in the clinic. for the acquisition of reliable images the decommissioning process is very important. In this study, we would like to look at complex noises that may occur during Image Plate use depending on the frequency and time of day. first, we got the image from computer radiography. second, We calculate the noise changes using Peak Signal to Noise Ratio(PSNR) and Noise Power Spectrum(NPS). finally, we suggest that remove the noise from the IP for more than 4 hours. and It turned out to be better to remove the noise more than once. this study will be a quantitative reference for Image Plate management and use in the clinical trial.

Die vorliegende Arbeit handelt sich uber die Rechtsprechung in Zusammenhang mit der Adaquanz und sozialethischen Einschrankung der Notwehr. Unter dem inzwischen gebrauchlichen Stichwort der sozialethischen Notwehreinschrankungen werden eine Reihe von Fallgruppen (unerheblicher Angriff, Angriffe von schuldlose Handelnden und Irrenden, Angriffe im Rahmen von engen personlichen Beziehungen, Notwehrprovokation) abgehandelt, in denen das Ergebnis: das Verhaten des fraglichen Tater ist durch Notwehr gerechtfertgt, mehr oder weniger offensichtlich Bedenken auslost. In der Fallgruppe der Angriffe im Rahmen von engen personlichen Beziehungen wird die Berechtigung sozialethischer Einschrankungen bestritten. Aber darin stimmen die Meinungen uberein, daß die sozialethische Einschrankung der Notwehr trifft nicht auf die Falle fortdauernder Mißhandlung oder einer drohenden schweren Beeintrachtigung zu. Außerdem in Korea ist das Stichwort der sozialethischen Notwehreinschrankungen uberflussig. Deshalb ist die Rechtsprechung unangemessen.

This study addresses a precedent of the Supreme Court, which is related to Annulment of Bail and Forfeiture of Bail Money(Criminal Procedure Law § 102 ②). The core ideas of this study are that the interpretation of criminal law has to conform to ordinary words common use of the words in the law due to the principle of nulla poena[nullum, crimen] sine loge, and that the Principle of analogy Prohibition has to apply not only to Criminal Law but also to Criminal Procedure Law in order to agree with the idea of human rights guarantee of constitutionalism. The results of this study are as follow. First, The determinations on Annulment of Bail and Forfeiture of Bail Money need not to be simultaneously fixed. The reasons of this conclusion are that Criminal Procedure Law § 102 ② following the interpretation to conform to ordinary words common use of the words in the law doesn`t prohibit to seize bail money after the annulment of bail, and that the bail money has to cover the custody after the annulment of bail from the viewpoint of the functions of bail money. Second, The interpretation of Criminal Procedure Law § 102 ② conforming to the intent of Criminal Procedure Law § 103 comes under prohibited analogy, Because in order to agree with the idea of human rights guarantee of constitutionalism, the Principle of analogy Prohibition has to apply not only to Criminal Law but also to Criminal Procedure Law. In conclusion, there are some weak points in the precedent of the Supreme Court. Because the Supreme Court doesn`t properly prove the decision, and maintains undesirable authoritative attitude about the relation-ship between criminal Procedure law and analogy Prohibition. Consequently, it is desirable that the Supreme Court has a Progressive and developmental point of view about the relationship between criminal procedure law and analogy prohibition.

Maritime terrorism at sea is the form of violent interference with shipping. Their global reach and negative impact on sea transportation, safety of navigation and marine environment, as well as the threat they poses to human lives and property, call for effective countermeasures at the international and national level at the same time. Amongst such countermeasures, those directed at strengthening the legal protection of shipping become of paramount importance. Accordingly, this thesis covers the regulation of maritime international law that is related to maritime terrorism, which is issued in the problems of maritime international law and the countermeasures. Also, it shows some ideas of the national and the international criminal law, concerned with the terrorism. This article suggests countermeasures of the maritime terrorism, some plans for indemnity of the loss that Ship-owners or Cargo-owners may get from the terrorism to their ship or cargo loaded, and legal liability for the injured, dead or missing seamen on board as well as lost personal effects by maritime terrorism.

흉부 CR영상에 대한 위너필터의 적용

Chest examinations and mass chest examinations using the CR(computed radiography) System are frequently used clinically. a factor that degrades image quality in the acquisition process is the use of unused IPs long times. this paper addresses the estimation of winer filter and improved wiener filter to restoration of Chest CR images Experimental results show that the proposed method can reduce noise. in low noise variation image wiener method was excellent than improved method and the result was the opposite at high noise varience. the application of algorithms to chest CR images effectively eliminates noise. the classic Wiener filter was better than the improved method. Multiple patients examined during the process without any erase IP(image plate) process, The proposed algorithm determines that the images can be restored to a good quality and will help to read the images.

국내 흉부 X-선 검사에 따른 유효선량 계산

Research on effective dose analysis of actual conditions of use based on large data is scarce. In this study, the exposure conditions of Chest X-Ray examinations used by 324 medical institutions in Korea were calculated and evaluated using computer simulations. As a result of the experiment, the effective dose in the low energy parameter bands was 0.024 mSv, followed by spleen, adrenal glands, and lung. The effective dose in the high-energy exposure parameter band was 0.123 mSv, followed by height, spleen and adrenal glands. The effective dose was 0.017 mSv when the optimal conditions considered the quality and exposure proposed in Park's study were used. The results of the study will be a reference for chest X-rays and will help reduce patient exposure.
