        Recently, the order methods in construction are getting diversified and new innovations are being made in the area of construction management and project management. These changes have stimulated a line of studies on the management system in construction work and related laws and regulations. These studies are very valuable in that they portrait the current level of technology in construction and provide a chance to improve the technology. The workers employed in the construction sector constitute 13% of the total labor force, and the production in the sector 17% of GDP. But, the level of construction technology comes to only 67% of that of developed countries. The reason the construction technology in Korea stays backward is because the legal and institutional systems in Korea fails to effectively support the technological development of established construction companies. This gap in construction technology is even larger in the field of construction supervision, which is a relatively young area in Korea. This study concerns how to improve the technology in the field construction supervision in Korea. The technological backwardness in the field of construction supervision is closely related to the ways the government select the Construction supervision companies. So far, the government has placed an oder to construction supervision companies based on the price they bid, and not by the quality of the technology they can offer. In particular, construction-related regulations such as the pre-qualification regulation need to be improved. This study suggests that in oder to improve the technology in the filed of construction supervision, we need to amend the regulations such as the current pre-qualification regulation, and change the bidding method from the current price-based criteria to quality based criteria. Also, more importantly, the civil engineers in construction companies and the officials in the related government offices need to change their old mind, focusing on what is to be done to do their job right.

      • 저전력 소모를 위한 H.264/AVC CAVLC Decoder 연구

        In this paper, we propose the VLSI architecture of H.264/AVC CAVLC decoder which is able to reduce power consumption by using area-efficient method. In the proposed architecture, we use three kinds of methods to reduce power consumption. First, we use modified lookup table when we decode any parameters which are decoded in CAVLD Decoder. In almost all progress, lookup tables are used. So, if we can reduce the size of the lookup tables, we can reduce the power consumption when we use lookup table. Since power consumption is proportional to the size of lookup tables. So, we reduce the lookup table area by rearranging the entries of lookup tables. Second, we can save the bus area and processing cycles consumed decoding T1s. In previous works, T1s is decoded in T1s Decoder. But it needs a processing cycle to decode it. Thus, we propose the method of reducing the processing cycle by decoding T1s value at the final reordering step which is performed in output buffer. Last of all, we can find out overlapped logics between the controller and barrel shifter. In both blocks, they use similar combinational logic circuits to process the decoded bits and bitstream. In order to remove the overlapped logics, barrel shifter is merged into the controller to remove the overlapped combinational logic circuits. By adapting these proposed methods, we can reduce the area and power consumption by about 30% and 15% separately compared with previous works. Plus, our design uses the maximum size of gate counts compared to previous all works. We design the proposed decoder using Verilog HDL and synthesize it using 0.35μm standard cell library. We verify the proposed architecture by simulation that the designed decoder can run at the frequency of 50MHz.

        The influence of the rheological properties of aqueous polyacrylamide solution on CO_(2) gas absorption rate was investigated by experimental measurments as well as theoretical analysis. The aqueous polyacrylamide solution were made by viscoelastic aqueous solution of PAA. The absorption rates of CO_(2) in a flat, stirred vessel were measured at 25℃ and 0.101 MPa. Absorption experiments were carried out at 0.1∼100 g/L of PAA with impeller size of 0.034, 0.05 and 0.07 m and agitation speed of 0∼400 rev/min. The rheological properties aqueous polyacrylamide solution were determined from the relation between the normal stress difference and shear rate, and between the shear stress and shear rate. The viscoelasticity of aqueous solution increased with increasing PAA concentration. The mass transfer coefficient and rate of physical absorption were increased due to non-Newtonian elasticity compared with that of Newtonian viscosity. The volumetric mass transfer coefficient containing the elastic properties such as Deborah number was used to estimate the enhancement factor for the chemical absorption. An empirical correlation of volumetric mass transfer coefficient for the aqueous polyacrylamide solution were proposed as follows: k_(L)ad^(2)/D_(A) = 2.0082Re^(1.17)(η/ηw)^(0.68)(1+54.7De)^(-0.45)

        In this thesis, I tried to manifest the stage of the generation and transformation of argot in the language community of newspaper and broadcasting workers. In of my research, I found there are four major type of argot generation in this language community, such as independent argot generation in a closed community, the one resulted from the langudge contact with other special langudge group, the one resulted from the expension of meaning, and the one resulted from the syntactic and phonological omission or clipping. It was also found that once the argot generated in this community, it undergoes seperated process of sementic change and phonological transformation.

        기-액간 반응을 수반한 물질전달에서 기체를 흡수하는 흡수액의 수력학적 거동은 흡수속도에 영향을 미치기 때문에 기체흡수 메커니즘 해석에 이들의 특성을 고려해야 한다. 또한 기-액간 불균일계 반응에서 기상에서 액상으로 전달되는 CO2와 같은 경우, 용질의 확산속도가 반응속도에 영향을 미치기 때문에 이들 용질의 확산현상이 결부된 반응메커니즘 해석이 필요하다. 본 연구는 반응물이 용해된 액체에 흡수된 CO2의 화학흡수속도를 측정하여 (i) 점탄성 Xanthan gum(XG) 수용액에서 MEA와 CO2의 화학흡수, (ii) 이온성액체2-hydroxyethyl- ammonium lactate(HEL)와 CO2의 화학흡수, (iii) 이온성 액체 1,1,3,3-tetramethylguanidinium trifluoroacetate(TMGA) 촉매에 의한 CO2와 glycidyl methacrylate (GMA)의 화학흡수 등 크게 3가지의 반응을 수반한 물질전달 메커니즘을 해석하여 흡수액의 특성과 용질의 확산현상이 흡수속도와 반응 메커니즘에 미치는 영향에 대해 다음과 같이 고찰하였다. 1. 반응물 MEA가 포함된 XG 수용액에 CO2가 흡수될 때, 경막설에 준해 CO2의 흡수메커니즘을 해석하였으며, XG의 농도가 증가함에 따라 물질전달계수는 감소하는 경향을 보였으나 이는 뉴튼유체의 점도증가만을 고려한 액체보다 높은 값을 가짐을 알 수 있었고, 이를 점탄성을 나타내는 De를 관계식에 결부시켜 해석하였다. 이러한 결과는 XG 수용액의 탄성특성에 기인한 것으로 판단되며 CO2와 MEA의 화학반응에서도 촉진계수 β를 증가시키는 요인으로 작용한다는 것을 알 수 있었다. 2. 기-액간 불균일계에서 용질의 확산효과가 반응메커니즘에 미치는 영향을 알아보기 위해 HEL과 CO2, 그리고 TMGA촉매에 의한 CO2와 GMA의 화학흡수 실험을 통해 CO2의 반응속도론을 고찰해 보았다. 각각의 연구에서 CO2와 반응물간의 반응메커니즘을 규명하기 위해 경막설에 준한 흡수해석을 행하였으며, 준 1차 반응속도상수의 해석으로부터 단일단계 반응속도상수를 도출하였다. 본 연구를 통해 기-액간 불균일계 반응에서 액상에 존재하는 CO2의 농도구배는 균일하지 않음을 확인할 수 있었으며, 이를 통해 용질의 확산속도가 반응속도에 영향을 미치기 때문에 이들 용질의 확산현상이 결부된 반응메커니즘 해석이 필요함을 확인할 수 있었다. 각각의 반응온도에 대한 반응속도상수와의 관계를 Arrhenius 플롯의 관계직선으로부터 단일단계반응의 활성화에너지와 반응열을 산출하였으며, 사용된 용제의 물성에 따른 반응속도상수의 관계를 용해도 매개변수를 사용하여 나타내었다. To investigate the effect of the rheological behavior of non-Newtonian liquid on the gas absorption, Xanthan gum(XG) was used as a viscoelastic material in this study. The absorption rates of CO2 were measured in aqueous XG solution containing monoethanolamine(MEA) and they were compared with those estimated by the mass transfer with chemical reaction based on the film theory. The aqueous XG solution was an elastic non-Newtonian liquid, and kLa was correlated with an empirical formula having the rheological behavior of XG solution such as Deborah number as follow: The chemical absorption rate was estimated from the mass balance accompanied by chemical reaction based on the film theory using the value of kLa, and increase of kLa by the elastic properties of the aqueous XG solution causes increase of chemical absorption rate of CO2 at a given MEA concentration. The effect of the 2-hydroxy ethylammonium lactate(HEL) ionic liquid on the absorption rates of CO2 in non-aqueous solutions such as N,N- dimethylacetamide, N-methyl-2-pyrrolidinone, dimethyl sulfoxide, and N,N-dimethylformamide, using the film theory accompanied by the zwitterion mechanisms of the reaction between CO2 and 2-hydroxy ethylammonium lactate was experiment. Absorption data of CO2 were used to obtain pseudo-first-order reaction rate constant, from which the elementary reaction rate constants were evaluated. It was found that the dependence of the logarithms of the reaction constants on the solubility parameter of the solvent was close to linear. Lastly, the reaction was performed using ionic liquid catalyst such as 1, 1, 3, 3-tetramethylguanidinum trifluoroacetate(TMGA) to obtain the reaction rate constants as a combined form by measuring the absorption rate of CO2. We prepared TMGA and determined the reaction rate constants using the measured initial absorption rate of CO2 and the mass transfer mechanism of CO2 accompanied by chemical reactions based on the film theory. Effect of solvents such as toluene, N-methyl-2-pyrrolidinone(NMP), and dimethyl sulfoxide(DMSO) on the catalytic activities was observed. Solubility parameter of solvent influenced on the reaction rate constants. The heat of reaction between GMA and TMGA and the activation energy of the irreversible reaction of CO2 could be obtained.

Candidate selection which is suitable in idea realization of resident autonomy escape from spontaneous electing participation of the resident and voting behavior in the political party center.$$a$$a 지방선거에서의 정당참여문제에 관한 헌법적 접근을 통해 지방선거의 본질과 지방선거에서의 정당참여에 관한 헌법이론, 정당참여 여부에 관한 외국의 제도 및 국내학계의 찬반양론의 입장과 이에 관련한 헌법재판소의 판례를 분석하고 지방선거제도의 개선방안을 제시하였다.$$a$$a1987년 헌법개정과 이듬해의 지방자치법 전면개정에 따라 1991년에 지방의회의원선거가 실시됨으로써, 지방선거에서도 국가선거와 마찬가지로 정당공천을 인정해야 한다는 정당참여론과 정당공천이 배제되어야 한다는 정당배제론이 첨예하게 대립되었다.$$a$$a헌법재판소 2001헌가4 위헌결정(2003.1.30.)이 지방선거에서의 정당표방금지를 지방자치제보장과 정치적 기본권 보장 사이의 헌법적 가치판단의 문제로 보고 후보자의 정치적 자유의 법익을 강조하고 있다.$$a$$a‘공직선거및선거부정방지법’상 논란이 되었던 기초의회의원선거의 정당표방금지는 2004년 3월 개정으로 삭제되었고, 정당공천 배제규정은 금년 6월 개정을 통해 삭제되었다.$$a$$a그러나 앞으로 우리 사회의 지방분권확립과 바람직한 지방자치제의 정착을 위하여 지방선거와 관련한 지방자치의 발전방향과 대안을 모색하여야 한다. 우리의 지방선거의 개선방안으로 생각할 수 있는 것은 첫째 지방선거에 있어서 정당공천절차의 민주화를 제도적으로 확립하는 것이 요청된다. 둘째, 지방선거에의 정당참여는 기성의 전국정당이 아니라 특정한 지방선거에의 참여만을 목적으로 하는 독자적인 ‘지방정당’의 출현이 요구된다고 하겠다. 끝으로 지방선거의 개혁은 제도개혁의 문제에 그치는 것이 아니라 주민의 의식개혁이 병행되어야 한다. 주민의 능동적 선거참여와 아울러 정당중심의 투표형태를 탈피하여 주민자치의 이념 실현에 적합한 후보자선택이 이루어져야 할 것이다.$$a$$a
