        Control of Industrial Safety Based on Dynamic Characteristics of a Safety Budget-Industrial Accident Rate Model in Republic of Korea

        Background Despite the recent efforts to prevent industrial accidents in the Republic of Korea, the industrial accident rate has not improved much. Industrial safety policies and safety management are also known to be inefficient. This study focused on dynamic characteristics of industrial safety systems and their effects on safety performance in the Republic of Korea. Such dynamic characteristics are particularly important for restructuring of the industrial safety system. Methods The effects of damping and elastic characteristics of the industrial safety system model on safety performance were examined and feedback control performance was explained in view of cost and benefit. The implications on safety policies of restructuring the industrial safety system were also explored. Results A strong correlation between the safety budget and the industrial accident rate enabled modeling of an industrial safety system with these variables as the input and the output, respectively. A more effective and efficient industrial safety system could be realized by having weaker elastic characteristics and stronger damping characteristics in it. A substantial decrease in total social cost is expected as the industrial safety system is restructured accordingly. Conclusion A simple feedback control with proportional–integral action is effective in prevention of industrial accidents. Securing a lower level of elastic industrial accident-driving energy appears to have dominant effects on the control performance compared with the damping effort to dissipate such energy. More attention needs to be directed towards physical and social feedbacks that have prolonged cumulative effects. Suggestions for further improvement of the safety system including physical and social feedbacks are also made.

        Effectiveness of Direct Safety Regulations on Manufacturers and Users of Industrial Machines: Its Implications on Industrial Safety Policies in Republic of Korea

        Background: Despite considerable efforts made in recent years, the industrial accident rate and the fatality rate in the Republic of Korea are much higher than those in most developed countries in Europe and North America. Industrial safety policies and safety regulations are also known to be ineffective and inefficient in some cases. Methods: This study focuses on the quantitative evaluation of the effectiveness of direct safety regulations such as safety certification, self-declaration of conformity, and safety inspection of industrial machines in the Republic of Korea. Implications on safety policies to restructure the industrial safety system associated with industrial machines are also explored. Results: Analysis of causes in industrial accidents associated with industrial machines confirms that technical causes need to be resolved to reduce both the frequency and the severity of such industrial accidents. Statistical analysis also confirms that the indirect effects of safety device regulation on users are limited for a variety of reasons. Safety device regulation needs to be shifted to complement safety certification and self-declaration of conformity for more balanced direct regulations on manufacturers and users. An example of cost-benefit analysis on conveyor justifies such a transition. Conclusion: Industrial safety policies and regulations associated with industrial machines must be directed towards eliminating the sources of danger at the stage of danger creation, thereby securing the safe industrial machines. Safety inspection further secures the safety of workers at the stage of danger use. The overall balance between such safety regulations is achieved by proper distribution of industrial machines subject to such regulations and the intensity of each regulation. Rearrangement of industrial machines subject to safety certification and self-declaration of conformity to include more movable industrial machines and other industrial machines with a high level of danger is also suggested.

        산업용 기계 제조자와 사용자 대상 직접규제의 균형과 실효성 분석

        This study first addresses the ineffectiveness of indirect regulation on industrial machines. Analysis of causes of industrialaccidents associated with industrial machines further reveals the fact that technical causes need to be resolved at the manufacturingstage to reduce the frequency and strength of industrial accidents. Balanced safety certification on manufacturers and safety inspectionon users of industrial machines are then suggested to effectively resolve such technical causes. The effectiveness of such safetycertification and safety inspection can be justified by cost-benefit analysis. Particularly, balance in expected benefits of safetycertification and safety inspection is a key issue for validity of such analysis. The accumulated benefit-costs for press brake andportable sawing machine confirm the effectiveness of such safety system

        농작업 편이장비 안전인증의 비용-편익 분석

        This study focuses on the benefit-cost analysis of certification of more than eight hundred devices and equipments used primarily in farm work. Specifically, EPA-suggested averting behavior approach was used for the analysis. Cost-benefit analysis indicates that there will be a net cost of 30 billion won for the first year since the introduction of the certification system. It is expected, however, that net benefit of 568 billion won after 11 years and the accumulated net benefit will reach to 3,867 billion won. These results validate the introduction of safety certification systems for devices and equipments used in farm work sites

        The dynamic characteristics of industrial processes frequently cause an abnormal situation which is undesirable in terms of the productivity and the safety of workers. The goal of fault-tolerance is to continue performing certain activities even after the failure of some system cononents. A fault-tolerant intelligent monitoring and control system which is robust under disturbances is proposed in this paper. Specifically, the fault-tolerant monitoring scheme proposed consists of two process models and the inference module to preserve such a robustness. The results of turning experiments demonstrate the effectiveness of the fault-tolerant scheme in the presence of built-up edge.

      • 자기추진 로타리 공구를 사용한 절삭에서 천이칩 형성에 관한 연구 - 실험에 의한 증명

        An experimental study to investigate the unconventional chip formation called triangulation of chip in cutting with a SPRT (self-propelled rotary tool) is performed using acoustic emission (AE) signal analysis. In doing that, a quantitative model of the AE RMS signal in triangulation with a SPRT is first developed. The predicted results from this model show good correlation between the AE RMS signal and the general characteristics of triangular chip formation. Then, effects of various process parameters such as cutting conditions (cutting speed, depth of cut, oblique angle and normal rake angle) and the work material properties on the chip formation in cutting with a SPRT are explored. Special attention is paid to the work material properties which are found to have significant effects on triangulation.

        A theoretical model to predict the triangular chip formation in cutting with a self-propelled rotary tool is developed. The model is based on the model of transient chip formation in two dimensional orthogonal cutting. The predicted results are found to be in good agreement with the experimental observations and suggest that transient charcteristics of work material, which depend on both cutting conditions and material properties, have the significant influence on triangulation.

        산업용 기계 및 기구 관련 산업재해 원인분석

        Cause analysis of accidents associated with industrial machines and devices is essential to improve the effectiveness and the efficiency of industrial safety system in Korea. This study focuses on cause analysis of accidents associated with industrial machines and devices. In particular, analysis of abstracts of accidents which are written in descriptive format and, therefore, inherently unstructured and exhibits characteristics of big data is suggested and tested. Automatic analysis of such big data performed in this study reveals the consistent results with the manual analysis results in previous studies. Analysis results also suggest that incorporating transition from the current user-oriented indirect regulations to more manufacturer and user balanced direct regulations will guarantee more effective prevention of industrial accidents at the early stage of generation of danger.
