교정간호란 수용자의 간호와 관련 의료행위를 담당하는 간호로 교육형주의이념에서 나왔다. 교정이념이 교정복지형이념으로 이행되면서 교정간호의 이념도 의료복지적 재사회화에 기여하는 교정간호복지로 이행되어야 하며 교정간호사의 채용도 교정간호복지 친화적 채용으로 되어야 한다는 것이 필자의 교정간호복지이론이다. 그런데 교정현실에서 교정간호사와 보안 공무원은 추구하는 가치와 행태가 달라 업무적인 충돌이 생길 수 있다. 특히 신입 교정간호사는 보안상징이 강력하게 하부구조로 작용하는 교정환경의 특성을 알지 못한 상태에서 입직하게 되면 윤리적 딜레마가 항존하며 이는 교정간호의 생산성과 재사회화를 저하시킨다. 따라서 교정친화적인 성향과 자질을 가진 간호사를 입직시키는 것이 중요하다. 이를 위해서는 교정환경측면과 인사행정측면에서 접근해야 한다. 현재 인사측면에서는 현재 사복간호사와 제복간호사(교정직 특채)로된 2원화된 교정간호사의 채용방식을 하고 있다. 그러나 이원적 채용방식은 인사행정의 통일성을 저해하며 제복간호사제도는 사회심리학적 측면에서 여러 문제점을 낳고 있다. 따라서 개혁방안으로는 근본적으로는 수직적인 교정관료레짐의 타파와 일반교정공무원채용제도의 개혁이 필요하다. 따라서 교정친화적인시험의 타당도를 저해하는 현재의 교양과목 암기위주의 채용제도를 완전 폐지하고 교정복지대학의 설립을 통한 채용 등 철저한 교정개혁이 필요하나 보안레짐에 철저한 한국에서는 당장 기대하기 어렵다. 따라서 우선 교정간호사채용시험의 타당도를 제고하는 정밀한 채용이 되어야 하며 그런 논리에서 현재 2원화된 교정간호사의 채용방식을 일원화시키되 교정친화적인 간호사가 채용되도록 시험방법을 쇄신해야 한다. 다만 현제도를 유지한다면 필기시험 등의 채용제도를 시험의 타당도와 교정친화적인 채용이념과 인권적 이념이 되도록 개혁해야 한다. 따라서 본 논문은 다학제적인 접근방법으로 교정간호사채용의 문제점과 발전방안을 연구대상으로 하여 학제적인 접근법으로 독창적인 관점으로 서술하였다. Correctional nursing is nursing that which is related medical practices for inmate and it comes from the educational ideology. The ideology of correctional nursing should be transferred to correctional nursing welfare that contributes to resocialization as it is transferred to the correctional welfare ideology and It is my correctional nursing welfare theory that the recruitment of correctional nurses should be a friendly recruitment of correctional nursing welfare. In the reality, correctional nurses and security officers may have business conflicts due to different values and behaviors pursued. A new nurse will have an ethical dilemma if he / she is employed without knowing the characteristics of the correction environment in which the security symbol acts strongly as a substructure. This reduces the productivity and resocialization of correctional care. Therefore, it is important to recruit a nurse with corrective motivation, propensity and qualities. In order to do this, it is necessary to approach from the perspective of correctional environment and personnel administration. At present, in terms of personnel, there is a recruitment method of a dualized correctional nurse consisting of a plain clothes nurse and a uniform nurse. But, the dual recruitment method hinders the unity of personnel administration and the uniform nurse system has many problems in terms of social psychology. Therefore, as a reform plan, fundamentally, it is necessary to reform the general correctional officer recruitment system. Thorough correction reforms such as abolishing the memorization-oriented recruitment system that hinders the validity of the test and hiring through the establishment of a correctional welfare university are necessary, but it is difficult to expect a thorough security regime in Korea. Therefore, it should be precisely employed to enhance the validity of the correctional nurse recruitment test. In this logic, we need to unify the recruitment method of the currently dualized nurses or testing methods should be revamped to ensure that correctional-friendly nurses are employed. However, if the current system is maintained, the recruitment system such as the written test should be reformed to make the test valid, the correction-friendly recruitment ideology and the human rights ideology. In terms of personnel environment, institutional measures should be sought to include correctional facilities in clinical practice institutions such as nursing departments. Until the first half of 2023, there were no papers suggesting the problems of recruitment of orthodontic nurses. Therefore, this paper describes the problems and development plans in a multidisciplinary approach from a unique point of view.

교정복지학은 아직 국내에서는 태동기에 있어 교정복지의 개념이나 교정복지학의 범위 등 여러 면에서 아직은 통일된 견해는 없고 다양한 견해가 있지만 적어도 교정복지의 개념에 대해서는 기존 교정복지학자들 사이에는 어느 정도 공통된 개념규정이 보인다, 따라서 여기에서는 교정복지의 개념에 대한 기존학자들의 견해를 살펴보고 그런 견해들의 문제점을 주관적으로 모색하여 교정복지개념의 정체성과 당위적 방향등을 시론적으로 추론해 보았다. 그 다음에는 기존학자들의 견해에는 교정복지의 종류에 대한 언급이 없는데 이에 필자는 주관적으로 교정복지의 종류를 운론함으로써 교정복지개념의 성격을 명확히 하고자 하였다. 그리고 교정복지서비스의 생산이념에 대해 기존 교정복지학자들은 효율성, 몰가치적, 단편성, 무차별적 이념에 가까운 태도를 보이나 필자는 교정복지서비스의 생산이념은 가치관계적, 차별적 생산이념, 거시적, 종합적 이념이 되어야 함을 주관적으로 운론하여 교정복지개념의 나아가야할 방향을 나름대로 제시해 보았다.

저자는“교정간호사의 복장(복식)”을 실물적 복장과 이념적 복장으로 나누며 여기서복식은 간호사의 실물 복식과 교정레짐의 이념적 복식이란 중의적 양가성(重義的 兩價 性)을 의미한다. 간호사는 공무원으로 교정레짐의 대리자이기 때문이다. 논문에서는실물복식을 논하며 결론에서 중의적 의미를 논한다. 복식에는 휘장,문양,견장도 포함되며 이들도 이데올르기적 언어로 제복착용자를 규격화,동질화,의식화시키며 상대방과 제3자는 굴복할 수 밖에 없는 심리적 권력으로 작용한다. 복식(服飾)은 집단 정체성을 표현하는 시각적 언어이면서 정치사회적, 문화적, 심리적 의미를 표상하는 부언어(副言語)이다. 계급질서복식은 가시적 거시권력 표상이나착용자와 상대방에게는 미시권력이 여러 강도로 작용하는 제복효과도 발생한다. 복식(服飾)과 인간관계는 문장학(紋章學, heraldry), 이데올르기, 의류학, 정치사회학 등에서 접근되어 왔고 경찰복식 문헌연구도 있으나 교정간호사복식에 관한 선행연구는 세계적으로 전무하다. 한국은 과거에는 사복교정간호사제도였으나 2012년부터 제복간호사인 교정직간호사특채도 생겨 순환보직케하나 이는 간호정체성을 침해하는 제도폭력이다. 교도관과똑같은 제복간호사 복장에는 계급장과 호전적 권력성의 상징인 해동청 문양이 있다. 높이 달린 계급견장과 해동청 문양은 파놉티콘이란 비인간적인-불철주야로 행동과 인간의 (무)의식까지 감시하는_ 원형감시망의 메타포우((隱喩)이다. 제복화는 수용자와착용자에는 미시권력으로 제3자에겐 대리학습적인 자기검열을 하게 하는 위하(威嚇)) 효과가 발생한다. 이는 군사주의 잔재로 수용자와 간호사 사이에 놓인 철문보다 강한 심리적 벽으로사회유사화원칙과 간호이념과 교정이념에 위배되며 형집행법 목적에 반하는 문화지체적인 패션파시즘이다. 수용자들은 제복간호사에 대해 간호사와 클라이언트의 관계가아닌 “ 위계 관료적”인 교도관과 수용자의 관계로 이미지화될 수 있어 수평적 치료동맹을 저해하며 필자가 개념화시킨 “의료적 재사회화”에도 저해가 된다. 정치사회학적으로는 일제시대의 응보적인 행형이 깊이 웅크린 잔존속에 군사정권과권위주의 정권하에서 진행된 “교정의 경찰화”와 “교정의 군사화”의 배경에서 보안가외성(加外性:redundacy)이 정밀하게 확대재생산되어 오다가 2009년 경찰국가시대에와서 역사속에서 고이 잠들고 있는“해동청”을 갑자기 소환해 교화 상징으로 활물화((活物化)하고 빅브라더(big brother)로 절대권력화시킨 복식정책은 상징폭력이다. 잔인성과 호전성과 제국주의적 권력성의 상징인“매”는 교화나 간호의 이념적 상징이 될수 없다. 교정에서 보안은 중요하나 이는 수단이념이며 목적이념인 교화나 간호에 우선할 수 없다는 점에 착안해 “매”가 부착된 제복교정간호사 복식의 문제점과 개선안을제시했으며 이념적 복장으로서의 교정간호사복식의 중의적 의미도 언급하였다. 연구방법은 복식(服飾)사회심리학 등의 학제적 관점이며 범위는 경찰국가시대에 나온 제복간호사의 복식에 한정하였다. 다만 설문조사에 의한 과학화가 부족한 것이 본 논문의한계이다. But, uniforms contrary to the identity of the work can undermine the ideology of organizational purposes. The relationship between costume and human beings has been studied in various aspects such as heraldry, ideology, clothing, political sociology, design. The literature on police uniforms and nurses’ uniforms is presented in various aspects. But, There are no studies on correctional nurses’ costumes. The purpose of the organization is represented by the costume representation, so the correctional nurse costume should symbolize the correctional nursing welfare ideology. To this end. In the aspect of costume, it is necessary to represent correctional nursing-friendly costume because fashion and insignia have a psychological effect on the inmate in an ideological language. Until 2012, nurses in plain clothes were employed in correctional facilities. But, since 2012, the recruitment method of correctional nurses has been dualized and the establishment of a special recruitment system for correctional nurses armed with the same uniformed nurse as the security guard since 2012 to rotate them to general prison officers is institutional violence that violates the identity of nurse. Furthermore, The uniform nurse’s uniform, which is the same as the security guards, has a thawing pattern symbolizing the rank and warlike power. The high-rung rank pad and thawing blue patterns are metaphor of an inhumane circular surveillance network-monitors human consciousness as well as behavior day and night-called panopticon. This uniformization allows self-censorship by micro-power to the wearer as well as the patient, and psychologically frightening power over the third party by proxy learning. This is a remnant of militarism, which is a stronger psychological barrier than the iron gate placed between the prisoner and the nurse, and violates the principle of social similarity, nursing ideology and correctional ideology. It shows a fashion fascist cultural retardation against the purpose of the criminal Execution Act, which stipulates the resocialization of citizenship. The prisoners can be imaged not as the relationship between the nurse and the client but as the relationship between the bureaucratic guards and the prisoners, which hinders the horizontal therapeutic alliance and medical socialization conceptualized by the author.
