주택관리사보의 자질향상을 위하여 한국ㆍ일본ㆍ영국의 자격시험제도와 운영 실태를 비교분석하고 한국의 시험제도를 자체적으로 분석하여 개선방안을 제시하였다. 첫째, 시험과목을 주정한다. 1차 시험에는 민법에는 민사소송과 강제집행절차를, 회계원리에 경제기초이론을 추가하고, 공동주택시설개론에는 첨단주택의 새로운 설비관리를 지속적으로 포함한다. 2차 시험인 공동주택관리 실무에는 조경전문지식을 포함하고, 행정관리론 과목을 추가한다. 둘째, 시험절차와 방법을 개선한다. 1차 시험은 절대평가, 2차 시험은 상대평가를 하여 합격인원을 조정하여야 한다. 장기적으로 2차 시험은 주관식 논술형식으로 전환하고, 또한, 세계화시대에 맞도록 외국어 능력도 측정한다. 셋째, 주택관리사의 양성선발제도는 장기적으로 도입하여야 할 과제이다. 이 방안은 일반대학에 공동주택관리학과를 신설하여 학문적인 영역으로 접근하여야 한다. It was presented improvement methods of the Korean"s housing manager"s a qualifying examination system that make a comparative study between Korea and Japan, England"s housing manager"s a qualifying examination system and operation, to self the Korean"s housing manager"s a qualifying examination for to upgrade the quality of the housing managers. Firstly, it is regulate the examination subjects. The first examination subjects make an addition to civil suit process and the execution proceeding in the civil law subjects, the basic economic theory in the accounting principle subjects, and an introduction of an apartment housing equipment make an addition to constantly about a new equipment management. The Second examination subjects make an addition to the expert knowledge of the landscape architecture, and make an addition to the administration management subjects. Secondly, it make the improve to the examination process and the examination method. It must be regulate the number of persons success in a examination as the first a qualifying examination take the absoluteness, the second a qualifying examination make on the curve valuation. The second examination make a change of direction a subjective question type in the long time, too, take valuate about a foreign languages capability to consider globalization. Thirdly, the housing manager"s education starting system is subject to introduce in the long time. This method must be approach scientific ranges that to establish an apartment housing management subjects in university.

한국의 주택 중 공동주택이 차지하는 비율은 66%로서 주거수단 대부분을 차지하는 중요한 국가자산이다. 따라서 공동주택을 효율적으로 관리할 수 있도록 제도를 개선하고자 한국과 일본지방정부의 공동주택관리 제도와 운영 실태를 비교분석하여 개선할 사항을 도출하고 정책과제를 제시하였다. 첫째, 공동주택 관리공단을 시ㆍ도별로 설립하여 공동주택을 관리하는 시스템이 필요하다. 둘째, 공동주택관리 분쟁조정위원회의 권한과 책임을 강화한다. 셋째, 관리사무소에서 간단한 행정서비스업무도 병행하는 하는 것을 포함하여 공동주택관리를 위한 로컬 거버넌스 시스템 구축이 필요하다. 넷째, 공동주택관리에 관계된 요원들의 직무교육시스템을 개선한다. 다섯째, 주택관리사의 전문성을 강화하여 공동주택관리의 효율성을 높이는 것이다. An apartment housing makes up 66 percent of the total housing, it holds the foremost position among the residing methods in Korea. In this point of view, this paper presents the policy subjects that has comparatived different points for an apartment housing management system of Korea and Japan local government. First, an apartment housing management public corporation must be founded in every a wide self-government corps. Second, it has need to introduction of the housing quality guaranteed tools. Third, it must be reinforced that the authority and duty of "an apartment housing conflict settle board". Fourth, it requires the local governance system for an apartment housing management and the control office requires a good administrative service system. Fifth, it has to be improved staff training program for an employee related an apartment housing management. Sixth, the Housing Manager's executive ability need to professionalism to better manage for an apartment housing.
