The Vision and Challenge of Government Toward the Smart Society: Lessons from Korea

본 연구는 정보기술과 데이터 기반 지능화 등 기술혁신으로 빠르게 변화하는 사회변화에 능동적으로 대응 할 수 있는 정부의 역할과 기능이 무엇인지를 분석하고 도출하는데 그 목적이 있다. 이에 따라 본 연구는 제4산업 혁명 기술, 특히, 지능정보기술을 활용한 사회문제 해결을 위한 정부의 역할변화를 설명하고 정부의 일하는 방식 등의 변화 방향을 제시하였다. 이를 도출해 내기 위해 본 연구는 지능정보화 기술을 활용한 한국의 정부 역량 강화 사례를 분석하였다. 구체적으로 보면, 한국에서 이루어진 급속한 사회변화에 따라 등장 하게 된 스마트 사회의 발달과정을 설명하고 이 과정에서 정부의 역할과 기능의 변화과정을 설명 하였다. 그리고 본 연구에서 분석한 한국의 사례를 통해 데이터 4차산업혁명기술이 사용화되는 스마트 사회에 접어든 정부들의 역할 및 기능 변화를 위해 지능정보 기술을 활용해 나갈 수 있는 방안과 전략 등에 대한 방향성을 제시하였다는 점에서 연구의 의의가 있다. This study conducted an analysis on the roles and functions of the government, which is changing according to the change in society due to technological innovation such as the Information Technology Revolution and the 4th industrial revolution. In particular, he explained the development of smart society through intelligent information technology based on Korea’s rapid social change. And I wanted to present the role of government in implementing smart society and the direction of change in its functions. This study explained the change of roles that the government should take in solving social problems using the 4th industrial revolution technology and intelligent information technology and suggested the direction of change in the way the government works. To achieve this, this study analyzed Korea’s cases of government capacity building using intelligent information technology. Specifically, it explained the development process of smart society that has emerged following rapid social changes made in Korea and the process of changing the role and function of the government. In addition, by generalizing the cases of Korea analyzed in this study, the government’s direction for utilizing intelligent information technology and strategies for changing the role and function of smart society where data-based fourth industrial revolution technology is used was presented. These research processes and results will show the significance of this paper.

The main purpose of this study is to find the way to redesign the audit system of local government. In the pursuit of this purpose. we conducted case study and comparative institutional analysis about the audit system of local government in USA, France and Japan. From the comparative analysis, we can draw some implications. First. we can extract the 4 core values of local government audit: independency, professionalism. cooperation, economic feasibility. And then, through the AHP(Analytic Hierarchy Process), we can suggest the local government audit office type is the best model for realizing the audit core values in an external audit perspective. Otherwise, in an internal audit perspective, the independent audit board system is better than other alternatives to realize the audit values in future Korean local government.

In accordance with the enforcement of the Mechanical Equipment Act (enforcement date 2020.04.18), the need for an information system for the development of future policies and industrial development of the mechanical equipment industry emerged. In accordance with the informatization strategy plan, the information system construction project for the machinery and equipment industry is being carried out in 2022, and the information system will be officially operated in June 2023. Therefore, in this study, we would like to present an overview of the information system that will soon be disclosed to users in various fields and a plan to activate the information system to users.
기계설비법 제정에 따른 설비 정보체계 구축에 관한 연구

Reducing greenhouse gas emissions has become a global issue, and the corresponding response should also be made regarding building energy, which accounts for a large portion of total energy consumption. Thus, this study defines the ‘Facility Information Construction’ based on the Mechanical Facilities Act, which became effective April 18, 2020, and proposes the establishment of a technology information sharing platform for developing technologies for low carbon energy efficiency of existing buildings. First, data classification is conducted on the definition of facilities and the establishment of an information system according to the enactment of the Mechanical Facilities Act, and the information system of the machinery and facility industry is established based on the classified data. The newly established information system can be efficiently used in the business system according to the Enforcement of the Mechanical Facilities Act in connection with the business process under the Mechanical Facilities Act.
