경찰공무원 채용제도에 관한 연구

경찰채용은 경찰공무원으로서의 자격과 능력을 갖춘 사람에게 균등하게 기회를 제공하여 동일한 조건에서 공정한 선발과정의 절차를 거쳐 적재적소에 배치하는 것이다. 경찰공무원의 채용시험은 신체검사, 체력검사, 필기시험, 종합적성검사, 면접시험에 의한다. 경찰공무원 채용과정에서의 소극적 모집활동과 입직경로의 다원화로 조직 내 위화감 조성 및 문제해결 능력 등을 검증할 수 없는 객관식 필기시험 문제출제, 경 찰업무에 필요한 체력 테스트의 현실화, 짧은 시간에 경찰직에 적합한 사람인지를 평가하기에는 부족한 면접시험방법, 응시자들의 범죄경력을 조사해 보는 수준의 형식적인 신원조사 등의 문제점이 지적되었다. 경찰의 모집활동에 있어 언론매체를 통한 홍보활동 강화와 동시에 인력수급의 체계화가 필요하며, 입직경로를 단순화시켜 조직의 응집력을 강화해야 한다. 또한 필기시험 문제의 객관식에서 탈피하고 논술시험을 도입하여 표현력과 논리성 등 을 평가해야 하며, 경찰업무에 필요한 체력 테스트의 현실화가 필요하다. 면접시 험은 실질성이 확보된 면접기법 개발에의 노력과 전문성을 갖춘 평가위원 위촉하 여 극단적인 지원자를 선별해내어야 하며, 신원조사에서 배경조사를 확대 개선하 여 지원자의 인성과 자질을 정확하게 평가하여 경찰관으로서의 자질을 갖춘 우수 한 인재를 채용하여야 한다. 경찰은 다른 공무원보다 높은 직업윤리와 업무의 전문성, 그리고 윤리성과 봉사 정신 등이 강하게 요구되기 때문에 경찰공무원의 채용에 있어 엄격하고 세심한 기 준과 절차가 필요하다. 이 연구는 경찰공무원 채용제도의 실태를 분석하고 나아가 채용제도에서의 문 제점과 개선방안을 제시하고자 한다. 경찰관의 인성교육 필요성에 관한 연구

지금 우리가 살아가는 시대는 유래를 찾아보기 어려울 만큼 급격하고 광범위한 발달로 여러 분야에서 위협을 받고 있는 실정이다. 다양한 사회갈등과 이념 사이의 충돌, 물질만 능주의 등 여러 가지 현상으로 사람들은 정신적, 심리적, 육체적으로 조화를 이루지 못하 고 있다. 본 논문은 경찰관의 청렴·인성 교육의 필요성은 어느 정도이고, 체계적인 인성교육을 진행하기 위하여 경찰 개개인의 윤리성 아울러 경찰의 전문성 향상의 필요성으로 인해 국민으로부터 신뢰 받는 무장된 경찰활동, 문제 지향적 경찰활동을 요구하는 시대적 환경 에 노여 있는 다양한 사회갈등과 이념 간의 충돌 대내적(본인, 직장상사 동료, 가족), 갈 등적 요소와 대외적(국민, 피해자, 피의자 각종 사건 관련) 대민서비스 관련 고충처리 등 을 해결하기 위해 경찰공무원으로 시작하는 신임순경교육기관에서 체계적인 인성교육을 실시하기 위하여 교육프로그램 시스템의 장점을 활용하는 것이 가치 있는 일이라 볼 수 있다. 또한 인성교육은 특정한 사람을 위한 한정된 교육이 아니라 모든 국민을 대상으로 사 회활동, 가정교육 등을 통해 종합적으로 자질을 함양하는 교육이 되어야 하며, 이를 위해 다양한 방법과 물적·인적 자원을 활용해야 한다. 이 연구는, 물질지향주의 등의 여러 가지 현상으로 인해 경찰공무원으로 시작하는 신 임순경 청렴·인성수업을 통해 자기존중에서 기인하는 경찰관 개개인의 올바른 선택을 위 해 지속적이고 체계적인 청렴, 인성교육과 공직에 대한 가치와 소명의식 함양을 위한 인 성이 바로 선 경찰교육훈련 선진화 방안에 관한 경찰관 청렴, 인성교육훈련 강화를 위한 교육프로그램과 교과목 특화설계로 경찰의 전환기로 삼아 국가 사회의 공공질서와 안녕 을 보장하고 국민의 안전과 생명․재산을 보호 하는 경찰 위상과 인권 경찰로 거듭나기 위 한 인력 증원, 처우개선 향상, 직무 스트레스 감소 등에 대한 생각과 미래 경찰관에 대한 인성교육이 일상적으로 이루어지는 포괄적인 방향의 교육이어야 한다. 교육내용 또한 자 신의 이해에서 타인에 대한 관심과 배려, 환경 등 문제의 창의적인 해결 노력까지 포괄적 인 개념이 되어야 한다. 나아가 경찰공무원, 특히 신임경찰공무원을 대상으로 한 인성교육 프로그램의 개발과 경찰 직무에 영향력을 미치는 합리적인 방안으로 1. 인성교육의 내실화, 2. 개인별 특성 에 맞는 다양한 수업방법 도입, 3. 봉사활동 참여 등 인성교육 체험활동 확대, 4. 인성교 육을 위한 교수 및 지원 인력 확보를 정책제언으로 제시하고자 한다. 국제범죄에 대한 인터폴과 유로폴의 대응 및 역할에 관한 연구

오늘날 국제사회는 테러 및 대량살상무기의 확산, 무기밀매, 마약밀매, 조직범죄, 사이버 범죄 등 초국가적 범죄에 대한 위협을 받고 있다. 범죄의 피해발생, 범죄자 의 도주, 범죄수익의 은닉 등‘범죄’를 구성하는 여러 요소들이 쉽게 국경을 넘나드 는 점에 비추어 보면 범죄에 대응하는 세계 각국의 형사사법기관 협력의 필요성은 더욱더 강조된다. 이러한 문제에 입각하여 초국가적 범죄의 대응강화를 위한 인터 폴의 효율적 방안을 구축하기 위해 인터폴 및 유로폴의 국제협력 및 문제점에 대한 논의와 대응책에 대해 검토해 보겠다. 현재 인터폴 및 유로폴은 정보수집 및 분석활동을 전형적인 직무로 여기고 있으 며 이외에 공동수사팀의 일원으로 개입활동을 통하여 활동하고 있다. 마약범죄, 조직범죄, 사이버범죄 등의 초국가적인 범죄의 증가에 따른 국내·외 상황을 반영하여 초국가적 범죄의 대응강화를 위한 효율적인 인터폴 활용에 대한 기초자료를 제공하 기 위해 연구를 수행하였으며 연구의 결과를 통한 대응책을 종합해 보면 다음과 같 이 요약할 수 있다. 인터폴과 유로폴의 실질적인 네트워크 형성을 통한 각 국가 간의 정보와 기술을 공유할 수 있는 국제협력체체를 구축하는 것이 필요하다. 다음으로 자국 내 외국의 파견인터폴과 주재관을 활용한 인터폴 조직의 활성화 방안이 마련되어져야 한다. 또한 인터폴의 적극적이고 신속한 범죄수사를 진행하기 위한 범죄인인도 등의 구체 적이고 실질적인 법적, 제도적 정비가 마련되어져야 하며. 초국가적인 범죄에 대응 하기 위해서는 무엇보다 전문성을 가진 수사요원으로의 인력확보 및 인터폴 조직을 지원하기 위한 정부의 예산편성 확대가 이루어져야 한다. 따라서 인터폴과 유로폴은 협력을 보다 내실화하여 운영하여야 한다. 보다 다양 한 협력 사안에 대해 사안별·기능별 협력이 이루어져서 인터폴 회의의 강도를 높여 공동 대응할 수 있는 협력의 강도를 높이도록 협력의 내실화를 기하여야 한다. 현재 전 세계적으로 이루어지는 인터폴 협력의 약점을 보완할 수 있는 회원국 간 조약체 결과 국내법적 근거를 마련하는 것이 중요하다. 이 연구는 국제사회의 다양한 국제범죄에 대한 실태분석을 통하여 국제형사경찰 기구(인터폴)과 유럽형사경찰기구(유로폴)의 대응 및 역할에 대한 방안을 제시하 고자 한다. In order to provide basic data on the effective use of Interpol to enhance the response of transnational crimes, reflecting the domestic and foreign situations due to the increase of transnational crimes such as drug, organized, and cyber crimes, A summary of the responses through the results can be summarized as follows. It is necessary to establish an international cooperation body that can share information and technology between countries through the formation of a substantial network of Interpol and Europe. Secondly, there should be a plan to revitalize the Interpol organization that utilizes the dispatched Interpol and the resident in foreign countries. In addition, concrete and substantial legal and institutional arrangements such as extradition for the purpose of conducting an active and prompt investigation of criminal offenses should be provided. 세계 각국의 치안드론 활용 실태에 관한 연구

군사용 목적으로 개발된 드론은 소형화, 대중화되면서 다양한 분야에 상용화되기 시작하였다. 최근에는 상업용, 레저용으로 그 활용이 확대되고 있으며, 기술이 집약 적으로 발전되고 있는 추세이다. 기술의 발달과 사회의 발전, 사회를 지도하고 규제 하는 법규범이 정밀하게 체계화 되고 조화를 이루기는 어렵다고 하겠다. 그렇더라 도 새롭게 발전하는 기술의 활용이 제도의 뒷받침 부족으로 지체되거나 하는 것은 바람직하지 않다. 바로 드론이 이 같은 고민의 대상이다. 급속히 발전하는 드론을 활용할 수 있는 분야는 공공분야와 민간분야를 가리지 않고 광범위할 것이라는 일반적 전망을 바탕 으로 이 기술이 사회에서 순기능적 효용은 높고 역기능은 최소화 되는 제도 마련해야 할 시기이다. 드론 개념의 체계적 정립, 조종자에게 요구되는 기술적 윤리적 기 준, 사용사업범위의 합리적 규정과 안전을 확보하기 위한 법적 제도적 준비가 필요 한 시점이다. 한편 경찰활동에서도 드론의 적극적인 활용을 시도하고 있다. 특히 실종자 수색 현장과 같은 업무에서 드론을 투입하는 경우가 많아지고 있다. 결국, 경찰은 드론의 경찰활동에 있어서 드론의 활동에 의해 나타날 것으로 예상되는 법적 쟁점들에 대 한 검토를 파악해야 한다. 따라서 이 연구에서는 주요 선진 사례들을 통하여 경찰이 드론을 활용하여 범죄예방 대책을 마련하는데 도움이 되고자 한다. 첫째, 경찰의 드 론 활용실태 파악 및 그 타당성, 활용 분야를 연구하고자 한다. 둘째, 경찰의 드론 활용에 대한 선진 외국들의 사례 및 입법 실태 등을 연구하여 경찰활동에 드론을 적극 활용하고자 한다. 셋째, 경찰활동에서 드론 활용이 본격화됨에 따라 각 치안 분야별 드론 활용 방안에 대하여 제시하고자 한다. 아울러, 이 연구는 연구목적에 따라 치안활동에 드론을 활용하기 위한 향후 추가 연구에서는 경찰의 임무를 중심 으로 한 위험방지 등 법적 연구의 진행이 필요하다. It is time for the systematic establishment of the drone concept, the technical ethical standards required by the pilot, and the legal and institutional arrangements for ensuring the safety of the scope of use. Meanwhile, police are also trying to use drones actively. In particular, drones are being used for tasks such as searching for missing persons. After all, the police should identify the legal issues that are expected to emerge from the drone's activities in the police force. Therefore, through major advanced cases in this study, the police want to use the drone to help prevent crime. First, we will investigate the use of drones by police and their validity and use. Second, we intend to actively utilize the drone in police activities by studying the cases and legislative status of advanced countries on the use of police drones. Third, as the use of drones in police activities is in full swing, we will propose ways to utilize drones in each security area.
