Bitgaon elementary school located in Gwangmyeong city has safety issues in student’s commute to the school. The fundamental safety problems have been originated from its location decision when Gwangmyeong Rail Area Development was designed. Because this elementary school was decided to located in the far periphery area of the development, students now have to walk across long distance including crossing large main road, on which the heaviest traffic volume flows every day in this area. Besides the problem of crossing a large road, the only access to the elementary school is located in a small 2 lane way, which is the main gate of the school. Thus all the walking students and pickup vehicles, buses from private learning institute after school gather in one spot at a similar time of the day. This generate serious transportation safety issues, especially pedestrian safety problem of elementary school children. In order to solve the problem, an alternative access only for vehicles is proposed. The alternative access to the school for the vehicles is completely separated from the pedestrian route so that walking route for the students can be protected from the vehicle movement. In order to enhance crossing safety, road diet is proposed for the short term solution and a pedestrian deck is proposed in association with the redevelopment plan of parking lot B for the long term.

‘Way to Sorae-San’ is a typical community road, which locates at an old section of Siheung-si. Typical community road at an old part of city implies inferior and dangerous pedestrian environment due to mixed use with vehicles and prevailing illegal parkings. In order to enhance pedestrian environment for the ‘Way to Sorae-San, traffic calming strategies are decided to apply by the city government. To find out the most suitable and possible improvement plan, face to face survey for the residents has been executed. During the process of survey, the purpose and effect of this plan are explained for the resident to understand fully and to induce higher consent rate for this project. The most highly consented plan by the resident is as follows; keeping two way traffic system as present, mixed use with vehicles as present, no sidewalks, and many parking lots as possible. The plan requested by the significant proposition of the resident is the one with the least change from the present condition. Only one conspicuous change is the stamp pavement instead of asphalt. This plan is a bit unsatisfactory but the realization of the plan is far easy and smooth because the consent rate of resident is the highest. In spite of the plan which the most residents want, the best solution for ‘Way to Sorae-San is still proposed with the hope that the city government persistently persuade and discuss with the resident for the best design in this neighborhood. The best solution suggests one way street with sidewalks. This is mainly because ’Way to Sorea-San’ is a part of school zone walkway which needs exclusive pedestrian space for elementary school students. Furthermore another community road connecting to the ’Way to Sorae-San is already one way street with sidewalks.

While much attention has been given to pedestrian environments recently, methods to evaluate their service level have not been fully developed yet. Although many kinds of pedestrian environment-related surveys and field studies are conducted, data are not systematically collected and accumulated due to the lack of consistent evaluation tools and methods. In this regard, it is necessary to develop reasonable evaluation methods for pedestrian environments. This paper suggests technical indices to evaluate pedestrian environments for a city. These indices provide useful ways to determine priorities to enhance pedestrian streets and also provide ways to compare cross sectional and time series changes of pedestrian environments. These indices therefore can be used as criteria for pedestrian environment planning and policy. 근래에 보행환경에 대한 관심이 높아지고 있지만 보행환경의 수준에 대한 평가를 위한 기법이 통일되지 않아 도시간 비교 또는 도시 내 시계열적 비교를 할 수 있는 방법이 제한되어 있다. 또한 보행환경에 대한 각종 조사는 시행되고 있지만 조사기법이 다양하여 자료의 축적이 되고 있지 못하기 때문에 보행환경에 대한 평가기법과 조사방법을 통일하여 보행환경계획의 체계를 갖출 필요성이 높다. 이러한 목적을 위하여 이 연구에서는 보행환경수준을 평가할 수 있는 지표를 개발하였으며 더불어 이동편의지수 산정방안을 제시하였다. 개발된 지표와 이동편이지수는 사례지역 조사를 통하여 산정방안과 활용방안을 검증하였다. 이들 지표와 이동편의 지수는 상호 연계되어 도시 내 보행환경수준의 평가를 통하여 보행환경개선 우선가로를 선정하는데 유효한 방법이 된다. 또한 전국 도시간 비교와 도시별 시계열 비교가 가능한 수치를 제공함으로써 보행환경관련 도시 및 교통 계획의 목표치의 설정을 위한 주요 지표 역할을 할 수 있다.
