지역사회복지 실천모델로서의 협동조합운동

이 연구의 목적은 지역사회복지 실천방법의 고전인 로스만의 지역사회조직화 모델 재해석을 통해 협동조합운동을 분석함으로써 협동조합운동에 내재되어 있는 지역사회복지 실천모델로서의 가능성을 확인하고, 한국의 지역사회복지 실천전략을 제시하는 것이다. 로스만의 지역사회조직화 모델 재해석을 통해 도출한 분석틀은 지역사회조직화의 추진 주체와 접근 방식, 추진 체계를 기준으로 ‘진보적 지역사회복지형’, ‘보수적 지역사회복지형’, ‘진보적 시장경제형’, ‘보수적 시장경제형’의 네 가지로 유형화하였다. 이 분석틀을 활용하여 분석한 결과 첫째, 지역사회조직화의 추진 주체와 접근 방식에서 협동조합운동은 지역중심의 상향식 접근 방식으로 전개되고 있다. 이런 점에서 협동조합운동은 ‘진보적 지역사회복지형’의 성격이 강하지만, 사례에 따라 ‘진보적 시장경제형’, ‘보수적 지역사회복지형’의 특성도 일정정도 갖고 있는 것으로 나타났다. 둘째, 지역사회조직화의 추진 체계에서 협동조합은 신뢰를 바탕으로 하는 호혜적 관계를 중시한다는 점에서 ‘진보적 지역사회복지형’에 가깝다고 할 수 있다. 이상의 내용을 바탕으로 지역사회복지 실천전략을 추진주체 및 접근방식과 추진체계의 두 가지 측면에서 제시하였다. The purpose of this study was to determine the potential as a community welfare practice model that is inherent in the cooperative movement by analyzing the cooperative movement through community organizing model reinterpretation of the classics only Rothman of community welfare practices, and South Korea suggests a community welfare practice strategies. Community organizing model analytical framework derived from the re-interpretation of the subject and the promotion of community organizing approach only Rothman, based on the propulsion system, ‘progressive community welfare type’, ‘conservative community welfare type’, ‘liberal market budget’ was typed into four ‘conservative budget market’. This analytical framework to utilize the results of the first analysis, subjects and approaches in promoting community organizing cooperative movement has been developed in a bottom-up approach of regional centers. In this regard, cooperative movement is strong but the nature of the ‘progressive community welfare type’, on a case-by-case ‘progressive market Economy’, the characteristics of the road ‘conservative community welfare type’ was found to have some degree. Second, the propulsion system of community organizing cooperatives can be enjoyed in that it emphasizes the reciprocal relationship of trust, based on ‘progressive community welfare type’. The local social work strategies based on the above information, presented in two principal aspects of the promotion subject and implementation system approach.

자활사업 정책변동과정의 거버넌스 변화에 관한 연구

이 연구의 목적은 자활사업의 정책변동과정에 거버넌스가 어떻게 적용되고, 변화되었는지를 분석하는 것이다. 이를 위해 심층면접과 내용분석을 위주로 하는 질적 연구방법을 사용하였다. 자활사업 거버넌스의 현장과 배후에 숨겨진 의미를 주목하여 이것을 재구성할 필요가 있었기 때문이다. 분석 결과는 다음과 같다. 첫째, 자활사업 추진과정에서 각 시기별로 거버넌스의 구조와 내용이 달라졌다. 1990년대 사회운동기에는 주민주도형 거버넌스, 2000년대 초반 제도화기에는 민관협력형 거버넌스, 그리고 2008년 이후의 대안모색기에는 정부주도형 거버넌스가 주도적으로 나타났다. 둘째, 거버넌스의 변화에 영향을 미치는 요인들도 각 시기별로 다르게 나타났다. 결과적으로 자활사업의 형성과 변동과정에서 작동되는 거버넌스 유형이 초기의 주민주도형에서 시간의 흐름에 따라 정부주도의 독점적이고 폐쇄적인 형태로 변화하였다는 사실을 확인할 수 있었다. 이상의 연구결과를 바탕으로 자활사업이 지역사회복지의 유용한 실천모델로 자리 잡기 위해서 필요한 거버넌스의 형성 조건을 다음과 같이 제안하였다. 첫째, 정부와 수행기관 간의 역할분담에 대한 인식전환과 합의가 필요하다. 둘째, 자활사업 운영의 자율성을 부여할 수 있는 자치형 거버넌스의 특성을 강화할 필요가 있다. 셋째, 자활사업 수행주체가 정책결정과정에 적극적으로 참여할 수 있도록 권한부여와 역량강화를 통해 협력적 거버넌스를 구현해야 한다. The purpose of this study is to analyze how governance is applied and changed in the process of policy changes for self-sufficiency program. To this end, a qualitative research method centering on in-depth interview and content analysis was used. This was because it was necessary to pay attention to the meaning hidden in the background and field of self-sufficiency program governance and reconstruct this. The results of analysis are as follows. First, in the process of pushing forward with self-sufficiency program, the structure and content of governance changed according to time. Citizen-led governance was dominantly shown in social movement period in the 1990s, and public-private cooperative governance in systematization period in the early 2000s, and government-led governance in the period of seeking an alternative plan after 2008. Second, factors having an effect on the change of governance were shown to be different according to time. As a result, it was possible to verify the fact that governance type working in the process of formation and change of self-sufficiency program changed from citizen-led type in the early stages to government-led exclusive and closed type over time. On the basis of the above-mentioned study results, the following conditions to build governance necessary for self-sufficiency program to take root as useful practical model of community welfare were suggested. First, paradigm shift and cooperation is required regarding who does what between government and executing agency. Second, it is necessary to strengthen the characteristics of autonomous governance that can give autonomy in the operation of self-sufficiency program. Third, cooperative governance should be implemented through empowerment and capacity-building so that the main body which executes the self-sufficiency program can actively participate in the process of policy decision.

자활사업 참여자의 조직동일시가 조직시민행동에 미치는 영향

전라북도 경제민주화의 쟁점과 과제 - 전북도민 경제민주화 의식 실태조사를 중심으로 -

이 연구의 목적은 전라북도 도민의 경제민주화에 대한 의식 실태조사를 바탕으로 전라북도 경제민주화의 쟁점과 과제를 도출해 내는 것이다. 실태조사 분석 결과를 바탕으로 경제민주화 실현을 위한 선결과제를 여덟 가지로 제시하였다. 첫째, 전라북도가 주도적으로 경제민주화 교육 프로그램을 운영할 필요가 있다. 둘째, 경제민주화의 정책 효과를 높이기 위해서는 ‘전라북도 경제민주화 지표’를 개발해야 한다. 셋째, 전라북도의 공정하고 공평한 경제활동 실현을 위해 ‘하도급 공정 관리시스템’을 마련해야 한다. 넷째, 도내 기업들의 도 내외거래관계에 동반성장위원회 상생결제시스템 등의 직불 시스템 도입을 확대할 필요가 있다. 다섯째, 최저임금과 주휴수당에 대한 정기·비정기 실태조사 실시 및 보고회 개최가 필요하다. 여섯째, 전라북도 공공부문 비정규직의 정규직화 정책을 정교하게 집행할 필요가 있다. 일곱째, 「전라북도 생활임금 조례」개정을 통해 생활임금제 적용 대상과 범위를 확대해야 한다. 마지막으로 「전라북도 경제민주화 지원 등에 관한 조례」에 설치하도록 명시하고 있는 ‘경제민주화위원회’의 위상과 역할을 강화할 필요가 있다. 이 연구를 통해 전라북도 경제민주화 실행을 위한 밑그림을 제공했다는 점에 연구의 의의가 있다고 할 수 있다. The purpose of this study is to deduce an issue and task regarding economic democratization in Jeollabuk-do, based on fact-finding survey of awareness of economic democratization in inhabitants of Jeollabuk-do. This study presented 8 prerequisites for effectuating the economic democratization, based on the results of analyzing the fact-finding survey. First, it is necessary for Jeollabuk-do to lead economic democratization education program. Second, in oder to increase the effect of economic democratization policy, a ‘Jeollabuk-do economic democratization index’ should be developed. Third, in order to make fair economic activity actually happen in Jeollabuk-do, ‘fair subcontract management system’ should be prepared. Fourth, it is necessary to more introduce direct payment system such as win-win pay system, win-win growth commission to inter-provincial and intra-provincial business relations of companies inside the province. Fifth, it is necessary to conduct a regular·irregular fact-finding survey and hold a briefing session regarding minimum wage and extra pay for working on holiday. Sixth, it is necessary to elaborately implement a policy of hiring temporary employee as regular employee in public sector of Jeollabuk-do. Seventh, the number of people to which living wage system is applied and its scope should be increased through revision of 「municipal ordinance on living wage in Jeollabuk-do」. Finally, it is necessary to strengthen the status and role of ‘economic democratization committee’ of which the formation is specified in 「municipal ordinance on economic democratization support etc. in Jeollabuk-do」. This study has significance in that it provided a sketch for the implementation of economic democratization in Jeollabuk-do.
