비영리조직의 사회적 연결망이 정치적 주창활동에 미치는 영향에 관한 연구 : 환경단체를 중심으로

비영리조직의 정치적 주창활동은 공공의 이익 증대라는 비영리분야의 미션을 구현하기 위해 수행하는 비영리단체의 활동이다. 하지만 비영리 정치적 주창활동의 긍정적 측 면에도 불구하고 모든 비영리조직이 정치적 주창활동에 적극적인 것은 아니다. 본 연구에서는 이러한 비영리조직의 정치적 주창활동의 편차를 설명하고자 한다. 본 연구는 국내 환경NGO에 대한 사회연결망분석을 통하여 조직의 정당성 추구가 비영리조직의 정 치적 주창활동과 밀접한 관련이 있음에 주목하고자 한다. 이러한 측면에서 본 연구는 이론적 측면에서 기존의 신제도주의이론과 사회연결망 이론을 접목하여 새로운 이론적 관점을 제시할 것이다. 그리고 실천적 측면에서 비영리조직이 개별조직을 위한 이익추구 대신 공공이익에 봉사할 수 있는 무형의 공동체 자산을 증진시킬 수 있는 정책적 함의를 제공하고자 한다. This study is designed to examine what factors contribute to the political advocacy activities of nonprofit organizations. Political advocacy activities of nonprofit organizations are conducted in order to increase the public interest, which is the most important mission of nonprofit organizations. Notwithstanding its importance, every nonprofit organizations are not actively engaged in political advocacy. Some organizations are active while others are not. This study employs social network analysis and theory in order to explain why some organizations are more active in conducting political advocacy activities. The study finds out that nonprofit organizations, if centrally located in social networks, are more engaged in political advocacy activities because it is related with their organizational legitimacy.

본 연구에서는 2007년 하반기부터 도입된 초·중·고등학교 교장공모제도의 운영현황과 성과를 분석하였다. 교장공모제도는 그동안의 승진임용제도가 갖는 문제점을 개선하기 위하여 도입된 제도로서 젊고 유능한 교장을 학교구성원들의 의사를 반영하여 임용하기 위한 것이다. 공모로 임용된 교장은 학교에 혁신을 가져오고 학교와 지역사회에 보다 책임 있는 학교경영을 할 것으로 기대되었다. 이러한 공모교장제가 성과있게 운영되고 있는가를 살펴보기 위하여 본 연구에서는 교장공모제 유형별 비중, 공모교장의 지원자격, 공모교장의 배경변인별 특성, 교장공모제의 심사과정 등을 분석하였다. 이와 더불어 교장공모제의 역사적 전개과정과 추진과정에서 나타난 주요한 정책사항들을 종합적으로 분석하였고, 이를 통해 교장공모제에 대한 정책적 이해를 높이고자 하였다. 이러한 연구를 통해 그동안의 성과를 평가하였고 정책적 시사점을 제시하였다. The purpose of this study is to analyze the effectiveness of publicly recruited appointment system of school principals, which has been introduced to improve the effectiveness of school management. The old top-down appointment system has been criticized as an important factor in weakening school performance. This study collected and analyzed the data of principals who were recruited from 2007 till 2011 through open appointment system, and then compared the characteristics of those principals with those of traditionally recruited principals. The findings of this study suggest that the new system generally helps resolve the problems shown in the traditional recruitment system. But it is suggested, among other things, that the number of principals holding principal diplomas was increasing while the number of principals without such diploma was stagnant. This result is caused by some policy changes intended to minimize the radical departure from the existing personnel management of school principals.

There is widespread concern that unconventional methods of civic engagement, exemplified by demonstrations and strikes, harm the development of democratic institutions. During recent decades, however, unconventional methods of civic engagement has been on the rise in Korea as well as in western democracies. The increasing tendency of unconventional civic engagement has been fueled by the development of IT technologies including Internets and mobile phones, which help reduce the transaction costs of gaining information, expressing policy ideas, and organizing policy movement groups. This paper addresses the developmental trajectories of unconventional methods of civic engagement in Korea by deriving from the core insights of sociological institutionalism and Internet-based civic engagement, which are cognitive legitimacy and long tail politics. This paper argues that unconventional methods of civic engagement gain cognitive legitimacy from society and Internet-based long tail politics help make these methods comprehensible and taken-for-granted.
경막하복강단락술을 이용한 외상성 경막하 수종치료의 수술적 결과

Objective: The detection rate of traumatic subdural hygroma(TSH) has increased after the development of computed tomography and magnetic resonance imaging. The treatment method and the mechanism of development of the TSH have been investigated, but they are still uncertain. This study is performed to evaluate the effectiveness of subduroperitoneal shunt in traumatic subdural hygroma. Methods: Five hundred thirty six patients were diagnosed as TSH from 1996 to 2002, among them, 55 patients were operated with subduroperitoneal shunt. We analyzed shunt effect on the basis of clinical indetails, including the patient's symptoms at the diagnosis, duration from diagnosis to operation, changes of GCS, hygroma types. We classified the TSH into five types (frontal, frontocoronal, coronal, parietal and cerebellar type) according to the location of the thickest portion of TSH. Results: The patients who have symptoms or signs related to frontal lobe compression (irritability, confusion) or increased intracranial pressure (headache, mental change), had symptomatic recovery rate above 80%. However, the patients who have focal neurological sign (hemiparesis, seizure and rigidity), showed recovery rate below 30%. The improvement rate was very low in the case of the slowly progressing TSH for over 6weeks. We experienced complications such as enlarged ventricle, chronic subdural hematoma, subdural empyema and acute SDH. Conclusion: Subduroperitoneal shunt appears to be effective in traumatic subdural hygroma when the patients who have symptoms or signs related to frontal lobe compression or increased ICP and progressing within 5weeks.

We synthesized the zwitterionic homopolymer polysulfobetaine (PBET), which shows upper critical solution temperature characteristics, via free radical polymerization in order to investigate its suitability as a draw solute for the forward osmosis (FO) process. The UCST characteristics of the monomer (BET) were not confirmed, while the UCST of PBET was confirmed to be roughly 41°C. This result suggests that PBET can be easily recovered from aqueous solutions by cooling them to below the UCST. In a pressure retarded osmosis system containing 20 wt% PBET at 50°C, the water flux and reverse solute flux of PBET were found to be roughly 3.22 LMH and 0.36 gMH, respectively. Thus, we investigated the suitability of homopolymers having UCST characteristics as draw solutes for the FO process for the first time. This research provides a deep understanding of new ways of developing draw solutes, and could provide inspiration for the design and synthesis of thermo-responsive organic materials.
