경찰공무원의 리더십 인식에 관한 연구

경찰의 활동은 경찰공무원 개인에 의한 독자적인 수행보다는 상호 유기적인 관계를 통해 공동으로 수행하는 것이다. 이러한 활동을 통해서 경찰 조직의 목표 달성을 추구하고 있으며, 활동의 전반적인 내용에 대한 평가가 이루어지고 있다. 리더십은 조직에 있어서 여러 분야에 걸쳐 관심을 받고 있는 대상이다. 조직마다 추구하는 다양한 목표가 있고 그 안에서 다양한 리더십이 존재하기 마련이다. 하지만 무엇보다 리더십은 개인행동과 집단행동의 형성하고 조직의 목표 달성에 연결시키는 가장 중요한 요인이 되고 있다. 경찰은 상사와 부하의 계급을 통한 명령 관계를 유지하고 있는 조직으로 직무 수행에 있어서 상사의 리더십에 따라 부하들의 행동이 변화를 보이게 되고 더욱이 그 변화는 일반 시민에게 직접적인 영향을 미치게 된다. 즉 경찰조직에서 리더십은 조직 구성원에게만 국한되는 것이 아니라 결과적으로 일반 국민에게 영향을 미치는 것이다. 본 연구에서는 경찰공무원을 대상으로 리더십 발휘의 객체 대상인 하위 계급의 관점에서 상사의 리더십에 대한 인식을 파악하고자 하였다. 그 결과 근무 형태, 연령, 근무 지역, 경찰서 급지별, 계급, 근무 기간에 대하여 변혁적 리더십과 거래적 리더십의 인식에 따른 차이를 보이는 것으로 나타났다. This study wished to grasp realization about supervisor`s leadership in view of low rank class to police officers. Analysis result, displayed difference of realization age, rank, period involved with ``Transformational Leadership``. Age, Rank, Period are constituent that a common is discovered regarding time. Also, realization about Work Form, Work Area displayed difference regarding ``Transactional Leadership``. Police organization`s activity achieves through mutual cooperation relation than police officer``s individual activity. Through this activity, the police can accomplish organizational goal achievement. Leadership is getting a lot of interests over several fields. There is various organization goals that seek in organization and various leadership exists. Considers ``dominoes effect`` about latent leader in police formation and may have to try in realization about leadership exhibition and leadership development.

신임경찰관의 입직동기

조직에서의 인간행위의 보다 중요한 관점의 하나는 동기이다. 동기란 조직 구성원으로 하여금 특정한 방향으로 행위 하도록 만드는 것이라고 할 수 있다. 조직 활동에서의 인간의 동기는 조직효과성에 영향을 미치는 중요한 요인들인 것이다. 따라서 조직의 목표가 효과적으로 달성될 수 있도록 구성원들의 노력을 향상시키기 위해서는 그들의 욕구를 파악하고, 이를 충족시키기 위한 요인을 규명·작동하여 동기부여 하는 것이 중요하다. 이 연구에서는 경찰공무원의 입직동기를 측정해보고 이 연구결과를 토대로 경찰조직에 있어서 유효한 인적자원 관리방법과 조직몰입 향상을 위한 각종 방안을 모색해보고자 하였다. 또한 연구결과들은 적극적 모집의 필요성 함께, 현대의 경찰활동에서 요구되는 지역사회와의 관계의 개선, 협력치안 등의 목표를 달성하기 위해서는 신임경찰관들에게 시민들에 대한 적극적인 책임과 봉사의 태도를 갖도록 교육과정을 개편하고 새로운 교육프로그램의 필요성을 제기하고 있다. This study explored the relationship between Police Officer's Job Motivation and Organizational Commitment. The Police officers' Job Motivation has been measured, and then how their Job Motivation affects Organizational Commitment has been examined. So, the ultimate purpose of this study is to suggest the ways for the human resource management plan and then to raise the organizational Commitment. The methodology used in this study is based largely on the motivation model. A Police Officer's Job Motivation Perception questionnaire comprises 4 categories; 'Responsibility and Service', 'Job Security', 'The reputation of police', and' Aspiration for police work'. And Organizational Commitment. In the conclusion, policy implications for developing an effective recruitment strategy and Necessity of training program are discussed.

대민부서 경찰공무원의 현장 치안력 확보 방안

경찰공무원은 임무를 수행함에 있어서 ‘긴급한 상황에 대한 직관적인 능력’을 토대로 각각의 상황에 적합한 판단을 통해 문제에 대한 해결책을 선택하고 행동을 결정하게 된다. 즉, 현장에서의 판단을 통해서 경찰활동의 성공여부가 좌우된다고 볼 수 있다. 다양한 범죄가 발생하고 경찰에 대한 요청이 급증하고 있는 실정에서 경찰공무원의 현장 대응과 치안력의 확보는 무엇보다 중요하다고 볼 수 있다. 지역사회는 긴급 상황과 지역에 존재하고 있는 무질서에 대한 도움이 필요할 때 경찰에게 우선적으로 의존하는 경향을 보인다. 또한 경찰은 지역사회에 있는 문제점과 범죄의 해결에 필요한 정보를 수집함에 있어서 지역사회에 의존하고 있다. 이에 본 연구는 경찰공무원의 현장 치안력을 확보할 수있는 방안에 대해 논의하고자 한다. 경찰공무원이 대민 활동을 전개하는데 현실적인 여건을 검토하여 현장에서 적절히 활동할 수 있는 방안을 모색하고자 한다. The police are to achieve duty and ``Ability about urgent circumstance`` does suitable judgment in each circumstance by nature. Through this, select solution about problem and decide action. That is, police officers can regard that success or failure of police activity is influenced in spot through judgment. Police official`s confrontation and security of public peace can see that first of all, is important in real condition that various criminal offense happens and request about the police is increasing rapidly. The community relies upon the police to help in emergencies and curb disorder. The police rely on the community to report crime and provide important information that is necessary to address community concerns and solve crime. Therefore, this study wishes to discuss about plan that police officers can secure public peace on the spot. Police officers examines realistic situation to achieve civil affairs activity, they wish to suggest plan that can act on the spot properly.

우리나라 경찰의 잠재청렴도 향상방안

우리나라는 범국가적 차원에서 2002년 국가청렴위원회(과거 부패방지위원회)를 출범하여 부패방지를 위한 과학적이고 체계적인 접근 방법과 법률적ㆍ제도적 장치를 마련하고 부패의 사전 예방을 위한 홍보 및 교육프로그램을 운용하고 있으며, 공공기관별 부패 취약분야 및 유방요인을 파악하여 공공기관의 자율적인 반부패 대책수립과 개선노력을 적극 유도 하고 있다. 이에 따라 경찰청에서는 다양한 강도 높은 자체 사정활동과 부단한 윤리교육의 실시, 경찰공무원 행동강령 제정 등 다양한 부패방지 시책을 발굴하고 시행하여 왔음에도 불구하고 경찰에 대한 일반 국민은 아직도 경찰의 청렴도에 대하여 부정적인 평가를 하고 있는 실정이다. 경찰이 일반 국민들에게 청렴도에 있어서 부정적인 평가를 받고 있는 이유는 금품ㆍ향응 수수와 직결되는 부패인식과 부패경험이라는 체감청렴도보다 기준절차의 현실성, 업무태도, 업무처리의 공정성 등과 같은 잠재청렴도와 밀접한 관계가 있다. 실제 국가청렴위원회에서 조사한 대국민인식도 조사에서 경찰청이 낮은 지수를 받은 것도 체감청렴도에 비해 잠재청렴도의 중요성에 대한 인식이 부족하여 종합적 첨렴도 지수를 향상시키지 못한 가장 큰 이유이다. 본 연구에서는 잠재청렴도를 향상시키기 위하여 경찰공무원 행동강령 준수의식의 정착, 민원 모니터링 확대 실시, 공정한 업무처리에 대한 신뢰 확보, 업무행태의 자가진단 시스템 도입, 온라인 고객평가 시스템 구축 등에 관하여 고찰함으로써 잠재청렴도 향상방안을 알아보고자 하였다. Today, in order to cope with the changing security environments and the citizen demand actively and efficiently, the Korean police is attempting a great change inside and outside such as the practical application of decentralized police system. Police's corruption is serious in various statistical data that present from lower part that is show. compares to continuous upright improvement effort and evaluation of the inside of the police system, the citizens recognition against it is evaluated lowly. The difference of recognition on police potential integrity between members of the police organization, the citizen and the external agency points the insufficiency of police improvement, deficiency of effective system and policy, organization culture as causes.

우리나라 해양경찰의 교육훈련 개선방안에 관한 연구

현대사회에서 해양환경은 세계 각국이 배타적 경제수역 선포이후 해양영토 확보차원의 해양주도권 선점을 위하여 치열한 경쟁에 나서고 있으며 국내적으로는 조업구역 축소와 수산자원 감소 등 어업질서 변화에 따른 구조조정과정에서 발생하는 사회적 갈등이 증가하고 있다. 또한 해상교통량의 증가와 해양레저, 관광객 등과 같은 해상 이용인구의 확대에 따라 쾌적한 해양문화환경 조성과 각종 해상사고 방지를 위한 안전관리체제의 구축에 국민적 요구가 증가하고 있으며, 남북화해협력 분위기 조성으로 인하여 안보관련 치안수요는 점차 감소하는 대신 안전 및 해양환경 관련 치안수요는 지숙적인 증가가 예상되고 있다. 수산자원 고갈 등으로 해상범죄의 광역화ㆍ기동화ㆍ다국적화가 가속되고 주변국가와의 경제적 수준차로 인한 밀입국ㆍ밀수 등 국제성 범죄와 해상안전 및 수산관련 범죄가 증가하여 해양경찰의 역할이 증가할 전망이다. 하지만 우리나라의 해양경찰의 경우 해양경찰만이 가지고 있는 직무의 특수성과 전문성 확보를 위한 자체적인 교육훈련을 실시할 수 있는 기반이 열악한 실정에 있어 시대적인 변화에 즉각적으로 대응할 수 있는 교육훈련 전반에 걸친 개선방안이 필요로 하다. 경찰의 기술유출 범죄 대응 역량 강화방안

현대에 있어서 기업의 기술은 단순히 기업 자체에만 피해가 국한되는 것이 아니다. 기업이 소유하고 있는 기술은 다년간의 노력과 자본을 투자하여 만들어진 결과물로 한 국가의 경쟁력을 좌우할 만큼 그 파급 효과는 크다. 이에 본 연구에서는 기술유출 범죄에 대한 경찰의 효과적인 대응과 역량을 강화할 수 있는 방안을 모색하고자 한다. 기술유출에 대한 정의와 대응할 수 있는 법적 근거를 살펴 보고 기술유출의 대표적인 사례를 통해 최근 동향과 특성이 무엇인지 검토를 하였다. 기술유출 현황을 살펴본 결과, 경찰뿐만 아니라 검찰과 국가정보원의 다양한 노력에도 불구하고 지속적으로 범죄가 발생하고 있었다. 또한 기술유출 범죄에 대한 동기도 다양화 되고 있었음이 확인되었다. 이를 토대로 제시할 수 있는 대응 역량 강화방안은 다음과 같다. 첫째, 전담 조직의 기능을 강화하는 방안이다. 둘째, 경찰 인력의 전문화 방안이다. 셋째, 기업의 피해 증가에 따른 민간조사제도를 활용하는 방안이다. 넷째, 지역적으로 다양해지는 기술유출 범죄의 성향에 대비하여 국제적인 협력 네트워크를 구축하는 방안이다. Enterprise`s technology is not limited damage simply only in enterprise oneself on modern society. A technology that enterprise holds is result that form investing effort for several years and capital. Therefore, the ripple effect is great so much so that it dominates competitive power of the nation. Hereupon, in this study, I wish to discuss plan that can strengthen police`s confrontation about technology leakage crime and capacity. Examine legal basis that can correspond with justice about technology leakage, and examined whether the latest tendency and characteristic are what on representative example of technology leakage. According to result that examine technology leakage present condition, criminal offense was happening continuously in spite of prosecution as well as police and National Intelligence Service. Also, the motive about technology leakage crime was diversified. Confrontation plan that present on the basis of this is as following. First, it is plan that strengthen charge organization`s function. Second, it is police manpower`s specialization plan. Third, it is plan that utilize private investigation system by enterprise`s damage increase. Fourth, it is plan that construct international cooperation network.

보이스피싱 발생 및 대응방안

보이스피싱(Voice Phishing)은 전화를 이용하여 개인정보를 불법적으로 알아내어 이를 토대로 예금을 인출해가는 사기수법으로 피해사례들이 속출하면서 새로운 사회문제로 등장하였다. 그 피해의 대상은 선량한 일반 시민으로 무차별적으로 공략하고 있으며 주로 중국인?대만인 등 외국인들에 의해 저질러지는 범죄이다. 범죄의 착수가 우리나라 국경 밖에서 이루어지고 있다는 점에서 새로운 형태의 범죄유형이라 할 수 있다. 이에 본 연구는 보이스피싱과 관련하여 현재의 발생실태와 사례를 분석하고 효과적인 대응현황을 모색하고자 한다. 보이스피싱 관련 범죄는 지속적인 홍보와 단속에도 불구하고 범죄가 근절되지 않고 오히려 수법이 다양화·전문화 되면서 발전해 가는 양상을 보이고 있다. 향후 보이스피싱을 근절하기 위해서는 금융·통신·수사 분야에서 문제점에 대한 대응방안이 마련되어야 할 것으로 본다. 또한 신속한 수사의 착수와 수사관련 기법의 개발을 통해 경찰 단속활동이 강화되어야 할 것이고, 국제 범죄적 성격을 보이고 있으므로 인터폴 등 관련기관 및 국제공조협력이 강화되어야 한다. Voice Phishing finds out personal information illegally using electrification and it is confidence game that withdraw deposit on the basis of this. It appeared by new social problem as damage instances increase rapidly. Target of the damage is invading indiscriminately to good civilian and is crime that commit by foreigners such as a most Chinese, Formosan. Voice Phishing can be crime type of new form in terms of criminal practice is achieved in the foreign countries. Therefore, this study wishes to analyze present occurrence actual conditions and example, and search effective confrontation plan regarding Voice Phishing. Voice Phishing criminal offense is growing as crime is not eradicated in spite of continuous public relations and control, and technique is diversified and specializes preferably. Hereafter, confrontation plan about problem may have to be readied in banking?communication?investigation to eradicate Voice Phishing. Also, polices control activity may have to be reinforce through quick investigations practice and development of investigation technique, and relevant government ministry and international mutual assistance cooperation such as the Interpol should be reinforced because is shown international crime personality.
