글로벌 MBM 의무수준의 국가간 차별화 방안과 예상효과

ICAO는 금년 총회에서 국제항공 글로벌 MBM 시행방안에 대한 합의를 이루기 위하여 현재 그 방안을 논의 중이다. 그러나 아직까지도 국가들의 입장에 차이가 크고, 논의 중인 결의안 초안은 제도에 참여하는 국가 수가 극히 제한적이며, 환경목표 달성도도 지나치게 낮다. 또한 중국, 인도, 브라질 등 주요 개도국의 반대가 심하여 총회 통과뿐만 아니라, 이후 준비 작업에도 많은 어려움이 예상되고 있다. 본 연구는 이러한 문제점을 해소하기 위한 방안으로, 국제선에서 최소기준 이상을 배출하는 모든 항공사를 제도에 참여시키고, 참여하는 모든 항공사에 동일한 ‘부문 상쇄율’을 적용하여 공평하게 의무부담 수준을 결정하는 방안을 제시하였다. 이 방안에서 항공사는 할당된 의무 상쇄량을 모두 상쇄하지 않고, 소속 국가가 정한 비율만큼의 배출권은 그 구매비용을 국가에 납부하며, 나머지만 상쇄한다. 이 비율은 각국이 자국의 특수한 여건과 능력을 감안하여 최대 30% 이내에서 자율적으로 결정한다. 국가는 항공사 납부 금액을 자국 온실가스 감축활동에 사용하고, 통계 목적을 위하여 감축 실적을 ICAO에 보고한다. 본 연구에서는 이 제안의 예상 효과도 분석하였다. 이 제안이 채택될 경우 앞서 언급된 모든 문제가 해소될 수 있으므로 총회에서의 합의가 쉬워질 것이며, 환경목표 달성도도 현재의 초안에 비해 훨씬 높일 수 있다. ICAO is discussing a global MBM scheme for international aviation and is expected to reach an agreement on it in the assembly this year. However, there are still significant differences in the positions of states, and the draft resolution text under discussion unduly restricts the number of participating states in the scheme and achieves only part of the environmental goals of ICAO. Moreover, major developing states, such as China, India, and Brazil oppose the draft text so strongly that not only passing the assembly, but also the preparation process after the assembly could face great difficulty. In order to resolve these problems, this study suggested a new methodology to include all airlines regardless of nationality, of which emissions from international aviation are over a certain threshold, and allocate obligations by applying a ‘sectoral offset rate’ to all participating airlines. In this methodoloy, airlines submit the costs for buying certain percentages of emission units for their obligations to states and offset only the remaining percentages of units, with submission rates decided by the states. States decide the rates autonomously within a maximum of 30%, taking into account their special circumstances and respective capabilities. States use the revenues from airlines for their national GHG emissions reduction projects and report the reduced amounts to ICAO for statistical purposes. This study also estimated the impact of the new methodology. With this methodology, an agreement on global MBM at the assembly would be easily reached, because all stated issues can be resolved, and the environmental goal can be achieved closely than the draft text.
