2013 봄 ; 지방정부 공공서비스에 대한 시민들의 기대, 성과 및 만족도의 관계: 기대불일치이론을 중심으로

지난 수십 년 동안 기대불일치모형은 민간부문의 수요자만족 연구에 주도적인 역할을 해왔으나, 공공서비스에 대한 시민들의 만족 연구에는 활발하게 적용되지 못하였다. 이 모형은 만족의 판단이 재품이나 서비스 성과로만 결정되는 것이 아니라 수요자들이 자신들의 사전 기대와 성과를 비교하는 과정에서 결정된다고 보고 있다. 본 연구는 지방정부 시민들에 대한 설문조사를 통하여 이전에는 시민 만족도 결정요인 연구에서 고려되지 않았던 요인들인 시민들의 기대 특히 기대불일치가 공공서비스 품질에 대한 만족 판단을 형성하는데 결정적인 역할을 한다는 사실을 발견하였다. 따라서 공공서비스 관리자들은 서비스의 품질 향상에 노력할 뿐만 아니라 시민들 사이의 높은 기대에도 관심을 가져야 할 것이다. The expectancy disconfirmation model has dominated private-sector research on customer satisfaction for several decades, yet it has not been applied to citizen satisfaction with public services. The model views satisfaction judgments as determined not just by product or service performance, but by a process in which customers compare performance with their expectations. Using data from a survey of Andong City citizens, this study finds that citizen expectations, and especially the disconfirmation of expectations? factors that previously had not been considered in empirical studies of determinations of citizen satisfaction? play a fundamental role in the formation of satisfaction judgments regarding the quality of public service. Interestingly, the model results suggest that public managers should seek to promote not only high-quality service, but also high expectations among citizens. Additional implications for research and public management practice are discussed.

지역사회경찰활동의 성공적인 집행을 위한 경찰의 역할

급속한 사회변화는 경찰의 새로운 기능과 역할을 요구하게 되었고, 이러한 요구에 부응하기 위하여 경찰은 과거의 단순한 역할에서 탈피하여 경찰서비스를 질적으로 개선하려고 노력하여야 한다. 본 연구의 목적은 지역사회경찰활동의 정의를 명확히 하고, 성공적인 지역사회경찰활동과 연관된 경찰조직의 특징을 경험적으로 파악하며, 실무자들에게 어떤 변수들이 성공적인 지역사회경찰활동에 영향을 주는지를 이해하는 것이다. 우리나라 경찰에 대한 조사에서는 문제해결과정에서 일선경찰관의 재량권 허용이 13개 지역사회경찰활동의 성공적 집행과 관련된 변수들 중에서 가장 저조한 참여율을 나타내고 있다. 따라서 지역사회경찰활동의 집행을 외형적으로 보여줄 수 있는 프로그램의 적극적인 시행 이전에 지역사회경찰활동의 성공을 위한 근본적인 조직문화의 변화가 지역사회경찰활동의 성공적 집행을 보장해 줄 수 있을 것이다. 또한 지역사회경찰활동의 재교육 프로그램 개선을 위한 방안을 모색하여야 할 것이다. A rapidly changing society needs new functions and roles of police. Corresponding to this demands, police must change simple roles of police in the past and try to improve the quality of police service. The purpose of this study is to provide an understanding of the factors related to the successful implementation of community policing. More specifically, this study include clarifying the definition of community policing, empirically identifying the characteristics of police departments that are associated with successful community policing, and providing practitioners with an understanding of how characteristics influence successful community policing. Research findings say that, among 13 factors related to the success of community policing, policemen's discretion resolving community problems appears the major problem for the successful community policing. Prior to implementing community policing programs, for the successful implementation of community policing, it can be essential to change fundamental organization culture and to improve reeducation programs of community policing.

간여시계열분석을 통한 안동댐의 기상영향평가

낙동강 상류지역에 안동댐을 건설함으로써 댐을 인접하고 있는 주변 지역주민들은 막대한 피해를 감수하여 왔다. 특히 댐의 건설로 인한 기상의 변화는 자연생태계와 인간생활에 많은 영향을 미치고 있다고 주장되어 왔으나, 댐건설과 기상변화 사이의 인과관계를 확인시켜 줄 만한 객관적인 연구가 없었다. 보다 체계적이고 과학적인 간여시계열실험과 분석을 통하여, 본 연구는 안동댐의 건설이 주변지역의 안개와 강수일수의 급진적·영구적 증가에 통계적으로 유의한 영향을 미쳤음을 확인하였다. 이 결과는 댐에 의한 피해를 주장하는 주변지역주민과 이에 대응하는 행정당국의 입장을 확실하게 규명하는데 충분한 증거로 사용될 것이다.

감사와 평가의 비교분석과 그 연계를 위한 규범적 및 제도적 방안 연구

지난 수십 년 동안 감사와 평가는 각자 실질적인 변화를 통하여 발전하여 왔다. 본 연구는 이 같은 변화의 이유와 결과를 탐구하는 것이 아니라, 먼저 감사와 평가가 절차와 조직구조면에서 어느 정도 접근하고 있으며, 어느 정도 상이하게 남아있는가에 초점을 둔다. 이를 위하여 감사와 평가의 관점에서 도출되는 이슈들을 이해하고 기술한다. 감사와 평가 모두는 체계적이고 신뢰적인 정보를 제공함으로써 의사결정자들을 도울 수 있다. 그러나 감사와 평가는 아직도 목적, 기준, 주체 및 대상, 방법 및 도구, 결과도출 등에서 상당히 근접하고 있음에도 불구하고, 최근까지 많은 부분에서 독자적으로 격리되어 운영되고 있다. 그러면 감사와 평가 활동을 효과적으로 융합하거나 연계할 수 있는 가능성은 없는 것일까? 이 두 기능을 정책결정자들의 정책적 욕구를 충족하는데 규범적이고 제도적으로 적절하게 연계시킨다면, 감사와 평가 모두는 정부의 서비스를 보다 책무성 있게 효과적으로 발전시키는데 기여할 것이다. 이에 본 연구는 한국적 상황에 적합한 감사와 평가의 규범적 연계를 위한 거시적 접근법으로 성과감사로의 수렴적 접근법, 성과개선을 위한 종합적 접근법, 행정통제·예산결정·정책결정을 위한 협력적 접근법을 제안함과 동시에 조직·구조, 과정·운영, 문화 측면의 미시적인 실천적 제도 방안을 제시한다. Auditing and evaluation have divided in the realm of public administration and politics, while the two public mechanisms operate in the same public organizations and perform similar functions on behalf of their political, administrative clients. Furthermore, auditing and evaluation have moved closer together since leading governments adopted the doctrine of the New Public Management in the mid-1970s. Nevertheless, the past Korean governments have not tried to institutionalize systematically any kind of mixed systems where public audits and professional evaluations are cooperatively utilized to improve and enhance the public accountability and performance of their bureaucratic organizations. The most important differences between auditing and evaluation may lie less in the purposes, subjects/objects, methods/tools, and findings than in the framework of institutional relationships within which the two activities are carried out. Accordingly, focusing on the strong and weak points of the two, this paper attempts to derive a theoretical, conceptual framework for blending cooperatively the two professional activities that could be tailored to the Korean setting in both macro and micro levels. Hence, the paper suggests new approaches to effectively combine auditing and evaluation in a macro level, such as: (i) integrating auditing and evaluation satisfactorily in pure performance audit, (ii) improving public sector performance by mixing the strong points of the two, and (iii) assisting cooperatively politicians and bureaucrats in overseeing public implementation, allocating governmental budgets, and making public policies. Under these blended approaches, the Korean government is encouraged to institutionalize several action items in a micro level that could feasibly connect auditing with evaluation in the aspects of organization or structure, process or management, and culture.

지방정부의 지속가능발전정책에 대한 주민의 인식

지방정부의 지속가능발전정책은 장기적으로 주민들의 삶의 질에 중요한 함의를 내포하고 있다. 경제적 관심과 환경적 관심 사이의 갈등을 고려한다면 지속가능발전정책에 주민들의 가치를 투입하는 것이 매우 중요하다. 많은 사람들이 믿고 있는 것과는 달리 개발을 위한 자연자원은 한계가 있기 때문에, 지속가능발전정책은 경제적 이윤과 환경적 비용 사이의 적절한 균형을 추구해야 한다. 높아가는 환경적 관심 속에서 경제발전의 논리를 이해하기 위해서는 두 가치 사이의 내적 갈등관계를 파악할 필요가 있다. 따라서 본 연구는 299명의 안동시민을 대상으로 두 가지 가치지향에 따라 분류하여 내적 갈등관계를 규명하려고 시도하였다. 결론적으로 지방정부는 지속가능발전에 대한 주민들의 가치와 태도를 파악하고 주민들의 가치가 정책과정에 수렴될 수 있도록 하는 것이 일방적인 경제발전정책에서 소외되었던 주민들과의 거리를 좁히고 예상되는 저항을 흡수하여 지속가능발전정책을 성공적으로 수행할 수 있게 해 줄 것이다.

경찰관의 직무몰입이 직무스트레스, 직무만족 및 조직몰입에 미치는 영향

많은 조직행태론적 연구에 의하면 조직구성원들이 자신들의 직무에 대하여 심리적 확신을 가지지 못하고 있으면 조직의 기능적 운영에 손상을 가져 올 것이라고 기대할 수 있다. 아마 자신들의 직무에 보다 많이 몰입하는 조직구성원들은 그렇지 못한 사람들에 비하여 보다 낮은 수준의 직무스트레스를 느끼는 반면 보다 높은 수준의 직무만족과 조직몰입을 가질 것으로 예상할 수 있다. 일반 조직구성원 특히 일반 공무원들보다 경직된환경에서 근무하는 경찰관의 경우도 일반적인 가정에 부합하는지가 본 연구의 의문이다. 이를 위하여 본 연구는 부산 지역의 경찰을 중심으로 직무스트레스, 직무만족 및 조직몰입에 대한 직무몰입의 효과를 조사하였다. 경찰관에 대한 설문자료에 대한 다변량분석 결과에 의하면, 직무몰입은 연구의 가정과는 달리 직무스트레스에 대한 부정적인 영향을 발견할 수 없었다. 하지만 직무몰입의 직무만족과 조직몰입에 대한 긍정적인 영향은 확인되었다. 향후 경찰조직에 대한 연구 및 실제를 위한 연구결과의 정책적 함의도 제기되었다. Police officers who harbor negative attitudes toward their jobs can be detrimental to the functional operation of the organization. Presumably, personnel who are more involved with their work should have lower levels of stress and higher levels of job satisfaction and organizational commitment, compared with those who are not as involved. This study examined the effects of job involvement on job stress, job satisfaction, and organizational commitment at a large police system in Pusan. Based on multivariate analyses of police officer survey data, the results revealed that job involvement was negatively related to job stress and positively related to both job satisfaction and organizational commitment. The implications of these findings for police research and practices are also considered.
