국책 연구기관의 그린&스마트IT 수준 진단도구 개발 및 적용에 관한 연구

본 연구는 최근 IT분야의 대표적인 추세라고 할 수 있는 그린&스마트IT의 조직 내 활용수준을 평가할 수 있는 그린&스마트IT 수준 진단도구의 개발과 이를 국책 연구기관에 실제로 적용해 보는데 연구의 초점을 두었다. 연구목적을 효과적으로 달성하기 위하여 관련 선행문헌들에 대한 종합적인 검토와 연구진 협의, 그리고 전문가 델파이 조사등의 과정을 통해 그린&스마트IT 수준 측정도구의 개발이 이루어졌으며, 개발된 측정도구를 국내 정보분석 및 유통 분야의 대표 연구기관인 K연구원에 적용하여 진단을 수행하였다. 본 연구의 결과를 토대로 새로운 IT환경변화인 그린&스마트IT의 추진 현황에 대한 객관성 있는 검토는 물론 이를 토대로 향후 조직의 그린&스마트IT 도입 및 추진에 대한 올바른 방향성 수립에 유용한 시사점을 줄 수 있을 것으로 기대한다. As the latest advancement and trend in IT field, Green & Smart IT has attracted more and more attentions from researchers. This study focuses on the development of diagnostic tools which could be used for evaluating Green & Smart IT level within an organization. The newly developed tool was also tried out within a state-run research institute. In order to achieve meaningful results, a comprehensive review of relevant literature was performed in advance, then, researcher’s discussion, delphi survey and other processes were also employed to develop the measurement tools for the evaluation of Green & smart IT level. Besides, K research institute, a representative institute in the field of information analysis and distribution in Korea, was chosen as the target in which the newly developed measurement tool was applied and an evaluation was also performed. This study provides an objective discussion on the present status of Clean & Smart IT. The findings presented in the study also provide organizations with useful implications for establishing a correct orientation for the introduction and promotion of Green & Smart IT in the future.

ITA기반 전략경영 지원을 위한 방안 연구

공공기관 및 기업들은 성장과 생존을 위한 경쟁력을 갖추기 위해 여러 경영 혁신 방법들을 도입하고 끊임없는 변화를 시도해 가고 있으며, 경영전략과 경영활동의 전략적인 연계를 위한 방향 설정과 자원 투입에 노력을 기울이고 있는 상황이다. 이에, 본 논문은 기관의 비전과 목표 달성을 지원하는 전략경영 개념과 관련된 기술동향 및 추진 현황에 대해 이해하고, 전략경영을 추진하기 위한 큰 밑그림으로 ITA 기반의 전략경영정보화체제에 대한 정의와 역할 정립을 통해 향후 추진해야 할 목표시스템을 제시하였다.

최근 많은 조직들이 IT를 경영전략의 핵심적 요소로 인식하고 IT투자를 확대하면서 IT의 효율적 관리와 전략적 활용의 중요성이 커짐에 따라 CIO 기능 강화와 IT 거버넌스 체제 구축에 많은 노력을 기울이고 있다. 그러나 아직까지는 학계나 산업계에서 IT 거버넌스의 개념이 통일되어 있지 못하고, 구성 요소와 체계 및 실행방법 등도 조직의 특성에 따라 매우 다양하게 접근되고 있다. 정부출연연 KISTI를 모델로 삼아 KISTI 정보화에 대한 총괄기획, 정책수립, 운영 프로세스 관리, 정보화사업 관리 등 기관 정보화에 대한 총괄자로서의 CIO 역할과 IT 거버넌스 체제 구축 방안 연구를 통해 종합적이고 효율적인 정보화 추진 및 자산 관리·운영을 하고자 한다.

국가과학기술종합정보시스템 정보기술아키텍처 구축 사례 연구

정보화 체계 수립, 상호운용성, 투자 의사 결정 기반, 업무와 정보기술의 연계 등을 목적으로 최근 공공기관에서 활발하게 추진하고 있는 것이 정보기술아키텍처(Information Technology Architecture) 구축이다. 또한 정보시스템을 효율적으로 구성하기 위한 체제 및 방법인 정보기술아키텍처의 활용을 촉진함으로써 공공기관 등에 정보시스템이 효율적으로 도입·운영될 수 있는 기반을 마련하기 위해 「정보시스템의 효율적 도입 및 운영 등에 관한 법률」이 제정(2005.12) 및 시행(2006.7.1.)되어 정보기술아키텍처의 도입이 의무화되었다. 본 논문은 국내 정보기술아키텍처 구축 현황에 대해 알아보고, 국가과학기술종합정보시스템(NTIS) 정보기술아키텍처 구축 사례와 향후 계획에 대해 소개한다.

국가 R&D관련 데이터베이스에서 공통적으로 사용되는 데이터 코드의 표준 선행조사

본 논문에서는 국가 R&D관련 기관들의 데이터베이스에서 사용되고 있는 데이터 코드를 표준화하기 위해 R&D관련 4개 주요 기관들의 데이터베이스에서 사용되고 있는 코드를 비교분석하고, 코드 표준을 제정하기 위한 선행조사에 대하여 논한다. 조사결과 4대 주요 R&D관련 기관들의 DB에서 현재 코드로 관리하고 있는 개수는 340여개를 넘고 있었으며 이들 340여개 중에서 공통적이고 일반적인 것들이 150개로 서로 관련성이 있었다. 일반적이고 공통적인 150개 코드들에 대해 본 논문에서는 이들 150개 코드를 코드 의미에 따라 18개로 분류하고 코드 표준화를 위한 선행 조사를 행하였다. For the standardization of data codes at national R&D related organizations, this paper surveys commonly used data codes in national R&D-related databases and presents their standard investigations. The survey says the total number of the data codes in the four major R&D related organizations is 340. Among the 340, 150 data codes are general and interconnected. This paper classifies the 150 data codes into 18 ones by code meanings and checks the standard investigation of the 18 ones.

ITA 기반에서의 조직 정보화 자원관리 방안 연구

정보기술(IT)은 오늘날 조직의 경영 환경개선 및 혁신, 생산성 향상, 업무의 효율성과 효과성 제고 등에 있어서 절대적으로 필요한 도구가 됐으며 모든 분야에 있어서 널리 활용되고 있다. IT 특성이 변화주기가 빠르고 시장의 지배력과 연동됨에 따라 조직은 신기술 IT를 적용하여 시장에서 경쟁우위에 서파 한다. 그러나 무계획적으로 무분별하게 시스템이 도입되어 조직내에서 정보화 자산에 대한 관리가 부실화되고 있는 실정이며, 특히 PBS 제도하에 있는 공공기관에서의 정보화 자원관리는 단일성에 끝나는 경우가 많아 지속적인 관리가 현실적으로 어렵다. 이에 정부주도하에 정보시스템의 대규모화에 따른 상호운용성과 통합성 제고, 시스템에 대한 평가체계 및 지속적인 진화관리, 정보화 투자에 대한 효과 기대 등을 위해 도입하고 있는 ITA를 기반으로 기관에서의 정보화 자산 및 자원를 효과적으로 관리할 수 구축 방안 을 제시하고자 한다. Information Technology(IT) was introduced to the business as a means of improving operational efficiency. Nowadays, IT has become an essential component of an organization's survival. Almost no operations of an organization can be performed without IT. The benefits of using IT in organizations can not be underestimated. Some organizations have flourished because of the competitive advantages derived from the IT systems they have developed. Most IT systems, however, have been extended, changed and integrated with ad-hoc and makeshift solutions without thinking long-range view. It results in high maintenance cost and uncontrolled system for managing information resources. Especially, public institutions under the Project-Based System (PBS) have some problems in keeping a good management systems for information resource, because they are usually operated for a set period. Therefore, we propose the framework how to efficiently manage the IT assets and resources based on the Information Technology Architecture (ITA) that is introduced for the overall optimization of IT investment, change management and inter-operability.

ITA 기반에서 DRM과 MDR를 상호 연계한 표준화 관리 프레임워크 설계 방안 연구

최근 디지털 관련 기술 발달로 기술적으로 깊이가 더해지고 복잡해지면서 표준화의 중요성이 대두되었고 이를 효과적으로 적용하여 지식정보자원이나 콘텐츠를 효율적으로 개발 구축하고자 하는 노력이 활성화되고 있다. 본 논문에서는 ISO/IEC11179 표준화 도구인 MDR과 ITA의 DA와의 상호 관련성을 조사하고, ITA 방법론 하에서 통합프레임워크 방안을 제시하고 시스템적으로 구현 및 운영 관리할 수 있는 모델을 제시하여, 콘텐츠 운영관리 표준화의 효율성을 극대화하기 위함이다. As the digital technology makes progress and become more technically complicated, the importance of standardization come into the limelight and its efficient application for developing and building knowledge information resources and contents is being activated. This paper aims to study interrelations between MDR, which is ISO/IEC11179 standardization tool and DA of ITA and to suggest consolidated framework method under ITA and systematic model for maximized efficiency of contents management standardization.

ITA와 BSC의 연계 방안 연구

최근들어 대부분의 공공기관에서 ITA (Information Technology Architecture : 정보기술아키텍처)와 BSC(Balance ScoreCard : 균형성과표) 시스템을 도입하고 있다. ITA에서 제시되는 참조모델(Reference Model)은 ITA의 일관성, 재사용성, 상호운용성 등을 확보하기 위한 도구인데 그 중 하나인 성과창조모델(PRM : Performance Reference Model)에 있어서 BSC와의 연계가 필요한 이유와 그 방법에 관해 논하고자 한다. Recently, most of the public institutions are developing ITA(Information Technology Architecture) & BSC(Balance ScoreCard) system. ITA's reference model is provided for the consistency, reusability, and interoperability. By the way, PRM(Performance Reference Model), one of the ITA reference models, is needed to link with BSC system. In this paper, we provide the linking method of IT A and BSC.

프로세스 기반의 과학기술 정보 유통 시스템에 관한 연구

정보기술아키텍처 프레임워크에 관한 연구

ITA법으로 불리는 「정보시스템의 효율적 도입 및 운영 등에 관한 법률」이 2006년 7월 1일자로 시행되면서 공공기관에서 정보기술아키텍처(Information Technology Architecture) 도입이 본격화 되어가고 있다. 정보기술 아키텍처를 통해 국가 차원에서 정보화 현황 파악, 정책수립, 그리고 정보화 투자 결정의 효율성이 증진되기 때문이다. 본 논문에서는 정보기술아키텍처의 개념과 국내 정보기술아키텍처 구축 현황, 국가과학기술종합정보시스템(NTIS) 정보기술아키텍처 구축 사례를 소개하고, 그 중 정보기술 아키텍처 도입과 활용, 관리를 위한 '정보기술아키텍처 기반 정립'의 핵심인 '정보기술아키텍처 프레임워크'에 대해 기술한다. As 「Law about efficient introduction and operation etc. of information system」 that is called ITA law is enforced by July 1, 2006, Information Technology Architecture introduction is beginning in earnest in public institution. Because information present condition grasping, policy-making, and efficiency of information investment decision are increased in country dimension through Information Technology Architecture. This paper introduces Information Technology Architecture's concept and domestic Information Technology Architecture construction's present condition, NTIS Information Technology Architecture construction example, and describes about 'Information Technology Architecture Framework' that is the point of 'Information Technology Architecture base thesis' for Information Technology Architecture induction, practical use and management among them.
