문화상대주의 교육에 대한 비판적 고찰

문화상대주의는 현대 한국의 다문화적 상황에서 중요한 키워드이다. 하지만 현재 한국 교육에서 문화상대주의가 윤리적 상대주의와 어떤 관련을 맺고 있는지를 구체적으로 논의하거나, 혹은 양자 간의 관계가 어떠해야 하는지에 대한 명확한 입장표명은 거의 없어, 문화상대주의 교육에서 필요한 논리적 설명이나 당면한 윤 리적 이슈를 정면으로 다루지 못하고 있다. 윤리적 상대주의는 우리의 삶은 가치판단과 이에 기초한 사회적 실천을 ‘포기’ 내지는 ‘유예’ 하는 것이 불가능한 상횡에 반복적으로 처하게 된다는 점을 간과하고 있다. 타문화의 특정한 사회적 상황에 대해서도 가치판단은 피할 수 없으며 그 자체가 개인적 차원에서건 문화적 차원에서건 윤리적 사유를 발전시켜 나가는 과정이 된다. 타문화에 대해 어떤 가치판단을 한다고 해서 그것이 반드시 실천적 개입으로 연결될 수는 없으며 많은 요인들이 중층적으로 고려될 필요가 있다. 따라서 타 문화의 특정 관습에 대한 실천적 개입에 있어서 개입의 정당성과 개입 자격의 문제를 따져보는 것이 매우 중요하다. 이러한 사안들에 대한 비판적 논의는 학생들과 함께 문화상대주의에 대한 입장을 세워가는 과정이 될 것이며, 그러한 과정 자체가 다양한 교육적 계기들을 제공할 것이다. 타문화의 특정 관습에 대한 개입 자체가 윤리적이기 위해서는 어떠한 정당성이 확보되고 어떤 자격이 필요할 것인지에 대한 풍부하고도 구체적인 논의가 문화상대주의를 다루는 교육현장에서 이루어져야 한다.

정당 중심의 대의 민주주의와 4차 산업혁명 : 참여와 심의의 조화로운 발전 모색

There are growing complaints about the representative democracy while many scholars expect a political reform toward direct democracy based on the ICTs(Information and Communication Technologies). However, the representative system of democracy was designed to carry out deliberation for the public good which cannot be simply achieved by direct democracy. The nature of representative democracy consists of two constitutive principles: participation and deliberation. It is very difficult to meet both at the same time; even direct democracy using ICTs is hardly able to guarantee the proper way of deliberation. Therefore, it is reasonable to regard ICTs as a complement to representative democracy, not as a substitute for it. Representative democracy operates with the party system, in which a people expect active civic participation and careful deliberation of policy issues. Thus, this paper proposes ‘party of the electorate’ as a solution to combine the current technology with a better form of democracy. It seeks a more effectual way to reconnect citizens and political parties and improve their deliberative function. In this model, the Fourth Industrial Revolution can play a crucial role in reforming democracy using ICTs. 대의 민주주의에 대한 불신과 회의가 커지면서 ICTs를 활용한 개혁과 4차 산업혁명을 토대로한 직접 민주주의에 대한 기대가 등장한다. 그러나 대의제는 단순히 물리적 제약 때문에 선택된 것이 아니며 공공선을 위한 심의 목적으로 기획되었다. 결국 대의 민주주의는 심의와 참여라는 두 가지 중요한 원리로 구성되고, 위기의 본질은 양자를 동시에 충족시키기 어렵다는 데 있다. 그러나ICTs를 활용한 직접 민주주의는 이중 심의성을 충족하기 어렵다. 이 때문에 4차 산업혁명은 대의민주주의의 대체재가 아니라 보완재로 받아들이는 것이 적절하다. 대의 민주주의가 현실에서 정당정치로 운영되는 한, 정당 민주주의 역시 참여와 심의의 개선을 동시에 요구받고 있다. 논문은 이 난제를 해결할 방법으로 유권자가 중심이 되는 정당 구조와 운영을 제시한다. 이것이 정당과 시민 간의거리를 좁히면서도 현재의 정치 현실에서 심의성을 일정 정도 개선하는 해법이라고 보기 때문이다. 그리고 4차 산업혁명은 유권자 중심 정당 형태로 정당정치를 개혁하는데 유용한 ICTs를 제공해줄수 있을 것으로 본다.

국회 원구성 관례(pattern) 연구: 국회의장 및 주요 상임위원장 배분 결과를 중심으로

Korean political parties form their National Assembly leadership through negotiations. This study purposes to analyze the customary pattern of this leadership position allocation. In general, a major party takes on the position of Speaker. The party that assumes the Speaker, regardless whether it is a ruling party or not yet, yields the chairma-nship of the Legislation and Judiciary committee to the other parties. A ruling party takes charge of the House steering committee, the defense committee and the public administration and security committee. The chairmanships of the committees dealing with major economic policies, foreign affairs and unification are also held by a ruling party, but sometimes opposition parties have an opportunity to assume these positions based on the distribution seats in the Assembly. Party ideology is not an important determinant for the allocation of standing committee chairmanships. The findings of this research contribute to understanding the nature of the negotiation process for National Assembly leadership formation and help identify responsible parties facing a stalemate in leadership formation negotiations. 국회 원구성은 정당 간 협상을 통해 이루어진다. 이 연구는 국회의장, 상임위원장 배분 결과에서 형성된 관례를 파악하는데 목적이 있다. 분석 결과 국회의장은 의석 분포가 중요해지고 원내 1당이 수임하는 추세가 정착되고 있다. 다만 과반 정당이 없는 경우는 1, 2당 이외 정당의 선택이 영향을 미칠 수 있다. 법사위원장은 여야 구분 없이 의장을 배출한 정당 이외의 정당에서 맡는 것이 확인된다. 여당이 확보하는 상임위는 운영위, 국방위, 행안위가 있으며, 외통위와 기재위, 정무위는 여당 의석수에 따라 드물게 야당이 차지하는 경우도 있다. 정당 이념과 중점 추진 정책에 따라 특정 정당이 확보하는 상임위는 발견하기 어려웠으나 이는 사례 부재의 문제로 보인다. 이 같은 연구 결과는 이후 원구성 협상 양태를 이해하는데 도움이 되고, 구성 지연 시 책임 소재를 가려 압박 여론을 형성하는데 기여할 것이다.

Comparison of Shelf-life in Exporting Peeled Chestnuts Stored in Various Immersion Liquids

This study was carried out to investigate the efficacy of electrolyzed oxidizing (EO) water, EO water with 0.5% citron juice and 0.1% aluminium potassium sulfate (APS) solution as strong liquid for peeled chestnuts. The pH during storage increased in chestnuts stored in EO water and EO water with citron juice added, whereas it showed no significant change in peeled chestnuts stored in APS solution. Moisture and crude protein contents of peeled chestnuts were gradually decreased during storage. However, the moisture content suddenly increased after 15 days in chestnuts stored in APS solution. Vitamin C contents were decreased to 67-71% as compared with raw peeled chestnuts stored in EO water with citron juice was increased until 5th day of storage and then slowly decreased. Reducing sugar and sucrose were accmulated during stroage,unlike total sugar. The major amino acids in peeled chestnuts were aspartic acid and glutamic acid. The essential amino acid contents of chestnuts stored in the mixture(w/v 1:1) of ice and EO water containing 0.5% citron juice were 621 and 644 mg/100 g by day 15 and 25 of stroage, resepectively

Leukotriene B4 pathway regulates the fate of the hematopoietic stem cells

Leukotriene B4 (LTB4), derived from arachidonic acid, is a potent chemotactic agent and activat-ing factor for hematopoietic cells. In adition to host defense in vivo, several eicosanoids have been reported to be involved in stem cel dif-ferentiation or proliferation. In this study, we investigated the effect of LTB4blood CD34+ hematopoietic stem cells (HSCs). LTB4 was shown to induce proliferation of HSC and exert anti-apoptotic effect on the stem cells. Blockade of interaction betwen LTB4 and its receptor enhanced self-renewal of the stem cels. Efect of LTB4 on diferentiation of CD34+ HSCs were confirmed by clonogenic asays, and in-duction of the expresion of BLT2 (the low- affinity LTB4 receptor), during the ex vivo expan-sion was confirmed by reverse transcription- 4-BLT2 inter-action is involved in the cytokine-induced dif-ferentiation and ex vivo expansion of hemato-poietic stem cells.

An attempt has been made to discriminate the synapses in the striatum consisting caudate nucleus, putamen and fundus striati of the cat with emphasis on the characteristic structures of axon terminals and postsynaptic profiles. The differentiation is based on the size and shape of vesicle in the bouton terminal, and the symmetrical or asymmetrical thickening the pre- and postsynaptic membrane. Four types of synapses could be differentiated: Type I: the bontons with asymmetrical,synaptic thickenings contain round 45 nm diameter vesicles and contact cell soma, dendritic shafts and dendritic spines (74%). Type II : the boutons contain round 45nm diameter vesicles and are associated with symmetrical membrane thickenings. These synapses are formed on the soma and dendritic shafts (6%). Type III: the boutons with symmetrical membrane thickenings contain 50-60 nm diameter pleomorphic vesicles, and contact soma and dendritic shafts (18%). Type IV: the terminals contain flattened vesicles ($25{\times}45 nm$) and are associated with symmetrical membrane thickenings. These synapses are found in contact with soma and dendritic shafts. Additionally, the bouton en passant, which is expanded from myelinated or unmyelinated axons containing round vesicles (45nm diameter) contacts the dendritic shaft or dendritic spine with asymmetrical membrane thickenings. Two unusual types of synapses, axo-axonic and dendro-dendritic, are found occasionally.

Structural differences in various divisions of the rabbit colon were investigated using light and scanning electron microscopy. For light microscopic study, various Portions of the colon from seven rabbits (2.5 kg body weight) were fixed in 10% neutral buffered formalin, and paraffin sections were stained with hematoxylin-eosin. Tissues for scanning electron microscopy were fixed in 1% glutaraldehyde-1.5% paraformaldehyde and postfixed in 1% $OsO_4$, dehydrated to 100% alcohol, transfered to isoamilacetate and dried by the critical point method. Subsequently, specimens were coated with gold and viewed with a JSM-35C scanning electron microscope. The colon displays a morphological diversity along its proximo-distal axis. Five regions can be discerned based on the macroscopic and microscopic characteristics. 1) The first segment immediately distal to the cecocolical junction possessing three teniae is approximately 5 cm ($4{\sim}6cm$) in length, and displays irregular folds of the mucosa oriented transversely similar to those of the cecum. 2) The second segment possessing three teniae is about 7 cm ($5{\sim}8cm$) in length, and is characterized by the papilla-like protrusions on the mucosal surface. 3) The third segment, possessing a single tenia is about 16 cm ($12{\sim}20cm$) in length, and also displays the papilla-like protrusions similar to the aforegoing segment. 4) Fusus coli, approximately 4 cm ($3{\sim}5cm$) in length, is free of teniae and exhibits longitudinal folds on the mucosal surface. These four portions together constitute the proximal colon. 5) The distal colon reaches a length of about 58 cm ($53{\sim}55cm$) and shows a pattern of surface irregularities with minor ridges on the mucosal folds.
