For the purpose of saving the waste disposal cost a self-governing community on the whole reclamates the wetland and uses it as a landfill site. During the operation period of site, the environmental impact by the leachate is usually neglected. Therefore, to predict the environmental impact and dispersion of leachate, the wetland adjacent to the South Han River in Chungju is selected as a site of case study. The main content of this article is to apply the simulation model CONMIG to leachate transfer in the ground water and to derive the impact by the leachate. A kind of non-reacting conservative material, chloride ion is used as a tracer to quantify impacts by the leachate.

The existing water treatment process is long-lasted in Korea, accordingly there is a thendency to accept the conventional operation method as it stands. There are many cases which introducing foreign research results or facility designing guideline into the domestic intact, set it up to operate. Consequently, some facilities brought about useless due to the operational method in regard to automatic system. So it is needed to draw up a plan for diagnosis of the facility and to bring up the in pavement of it for the sake of effective operation. In particular, the small and medium sized water treatment facility whose waterworks population less than 100,000 or having the capacity of water supply below 20,000 ㎤/d commands an overwhelming majority among the operating facilities by the lacal autonomous entities. The ratio of those occupies 91% of all 577 spots. Thereupon I selected the medium sized water treament facility which is operated by the county unit and studied how to improve the sedimentation basin among the water clarification precess. Sedimentation is broadly defined as the separation of a suspension into a clarified (quid and a more concentrated suspension. The type applied to sedimentation basin is the horizontal rectangular, which is simple to operate and adapt easily to the installation of high-rate settler modules. The term high-rate settler refers to any small sized inclined tubes or tilted parallel plates which permit effective gravitation settling of suspended solids within the modules. In this research, 1 focused on the tilted parallel plates as an option of settling module to review.

The Trump Administration is demanding that the Kim Jong Eun regime abandon its nuclear and missile development programs through the "maximum pressure and involvement" strategy in North Korea and the 2018 Nuclear Posture Review Report. The Nuclear Posture Review report also included the diversification of low-yield nuclear weapons and the end of the North Korean regime. The Kim Jong Eun regime requires the suspension of the ROK-US combined training, the withdrawal of the USFK and the conclusion of a peace treaty based on the success of the sixth nuclear test and the successful launch of the Hwasong-15 missile. In North Korea's 2018 New Year's Day, North Korea is pressing the Trump administration, saying, "All over the US mainland is in our nuclear strike zone and the nuclear button is always on my desk." The Trump Administration considered it a serious threat to the United States, its allies and the international community. And various options such as military, diplomatic and economic pressures were discussed. Therefore, the security environment of Northeast Asia including the Korean peninsula became unstable. In May 2017, the new Korean government was launched in a difficult international situation. The new government requires a balanced strategy of diplomacy and security to maintain or secure core interests between the ROK-US alliance and its strategic partnership with China through peaceful relations with North Korea. It is also necessary to draw up international cooperation on the two-track strategy of ‘coercion negotiations' that combines dialogue and pressure, and to create an external environment that can support Korea's strategy for North Korea. In addition, the consistency of the North Korea policy and the government and national consensus must be achieved, and the North Korea policy should maintain a close cooperation based on the solid ROK-US alliance. South Korea should not allow North Korea to achieve its strategic goals. Therefore, it is necessary to establish a countermeasure strategy based on the US-ROK alliance, to have a reliable capability and a strong commitment to practice. 트럼프 행정부의 2017년도 대북전략은 정치적·외교적·군사적 강압과 대화를 병행하는 ‘최대의 압박과 관여’에서 2018년도 ‘핵태세검토보고서’를 통해 ‘저강도 핵무기 다양화, 북한정권 종말’ 등을 언급하면서 김정은 정권이 핵과 미사일 개발을 포기할 것을 요구하고 있다. 김정은 정권은 6차 핵실험과 화성-15형 미사일 발사 성공을 기반으로 한미연합훈련의 중지와 주한미군 철수, 평화협정 체결을 요구하고 있다. 2018년도 신년사를 통해 ‘미국 본토 전역이 우리 핵 타격 사정권 안에 있으며 핵 단추가 내 사무실 책상 위에 항상 놓여 있다’며 트럼프 행정부를 압박하고 있다. 이에 대해 트럼프 행정부는 미국과 동맹국, 그리고 국제사회를 향한 심각한 위협으로 간주하고 군사적·외교적·경제적 압박 등 다양한 옵션 방안이 논의되면서 한반도를 포함한 동북아 안보지형이 격랑에 빠져들고 있다. 한국은 한반도 주변정세를 포함한 국제정세의 난맥상과 함께 2017년 5월 신정부가 출범하였다. 신정부는 한미동맹과 중국과의 전략적 협력 동반자 관계 사이에서 북한과 평화적 관계설정을 통해 핵심이익을 보전 또는 확보하기 위한 외교·안보의 균형전략이 요구된다. 이를 위해 대화와 압박을 병행하는 ‘강압흥정’의 투트랙 전략에 대한 국제사회의 공조를 이끌어 내야하며, 국제정치와 경제 질서의 변화에 대한 순응과 긴밀한 공조를 통해 한국의 대북전략을 지지할 수 있는 대외환경을 조성해야 한다. 또한 대북정책의 일관성과 이에 대한 정부와 국민적 합의가 이루어져야 하며, 대북정책은 확고한 한미동맹을 기반으로 한 긴밀한 공조가 유지되어야 한다. 한국은 김정은 정권이 선대정권으로부터 이어져 내려온 대남전략의 목표를 달성하지 못하도록 한미동맹을 기반으로 하는 대응전략의 수립과 동시에 신뢰성 있는 능력을 갖추고 강력한 실천의지를 견지해야 한다.
