해외기술의 모방과 생산과정에의 적용을 통한 추격형 혁신시스템의 성장 잠재력이 소진됨에 따라 혁신에 기반을 둔 새로운 시스템으로의 전환이 요청되고 있다. 새로운 혁신시스템은 중소·중견기업을 포함한 다양한 경제주체의 형성, 신기술지식 창출능력에 기반을 둔 급진적 혁신, 장기 사회경제적 효과 창출을 위한 기초연구의 성장, 다양성 원천으로서의 지역기술혁신 등의 내용을 포함한다. 이 글은 지역 차원에서의 ‘시스템 전환’의 가능성과 한계를 대덕연구개발특구의 사례를 통해 고찰하고자 하는 목적을 가지고 출발했다. 국가주도의 연구 집적지로 출발한 대덕연구개발특구가 혁신클러스터 형태로 시스템 전환되는 과정에서 나타나는 장애요인과 촉발요인을 혁신시스템 구조와 기능을 통합적으로 고려하여 분석했다. 분석결과, 대덕연구개발특구의 시스템 전환은 기존 추격형 레짐의 영향 하에 일부 시스템 기능을 보완하는 보완적 전략을 취해왔음을 알 수 있었다. 이에 따라 시스템 내부에 전환을 추동할 새로운 주체가 형성되고 있음에도 불구하고, 주체 간 협력관계를 통한 외부효과의 창출이나 새로운 시장 창출 능력, 정당성 확보 등의 측면에서 한계를 보이고 있다. 따라서 시스템 전환을 추동하는 혁신주체의 육성과 산학연 협력관계 형성, 시장창출 기능 등의 정책적 보완도 중요하지만 중앙정부 중심, 공급주도적 거버넌스를 지역수요와 수요기반의 거버넌스로 바꾸는 것이 시스템 전환에 핵심적인 중요성을 가질 수 있음을 인식할 필요가 있다. Recently, Korean innovation system which is characterized by catch-up with advanced countries’ technology is requested for transition to innovation-based system. Newly required innovation system includes the varieties of innovation actors, such as technology-based small and medium sized firms, radical innovations which based on knowledge creation capabilities and regional innovations which functions as a wellspring of innovation varieties. This paper aims to analyze the inducement mechanisms and constraints of innovation system transition, centered on the case study of Daedeok Innopolis which is transforming from national science park to innovation cluster. Based on the integral conceptual framework of structural and functional approach of innovation system, this paper argue that the augmentation strategy, in which focuses on adding new functions to existing catch-up governance, in the system transition process caused transitional failure. It brought about functional insufficiency, such as the insufficient network externality, the absence of market creation function and legitimation. The policy implication from the analysis suggests that governance rearrangement is more important than the functional augmentation in the process of innovation system transition.

한국의 혁신체제는 모방학습 기제에 기초한 추격형 혁신체제에서 벗어나 스스로 개념과 새로운 가치를 창출하는 탈추격형 혁신체제로의 전환 필요성이 대두되고 있다. ``탈추격`` 연구는 한국 혁신체제 내에서 발흥하는 새로운 형태의 혁신활동과 혁신주체간 관계를 포괄할 수 있는 새로운 개념틀의 필요성에 부응하려는 노력으로 이해할 수 있다. 탈추격혁신활동은 후발산업국가의 기술능력 축적에 따라 추격대상이 존재하지 않고 스스로 혁신경로를 개척하는 혁신활동이며, 기술역량의 축적 만을 의미하는 것이 아니라 현재와는 다른 조직 및 제도적 배열, 사회적 규칙의 형성을 포괄하는 개념이다. 이런 의미에서 탈추격 연구는 제도론, 진화이론, 발전론의 이론적 전통과 맥락을 함께 하고 있다고 할 수 있다. 본 논문은 이러한 문제의식에 근거하여 후발산업국인 한국에서의 탈추격 혁신활동을 포괄할 수 있는 새로운 이론틀의 정립과 향후 연구 과제를 도출하기 위한 목적을 가지고 있다. Transition from imitation based catch-up to new value creation based post catch-up innovation system is becoming the main issue for Korea. The notion of post catch-up research highlights the understanding of new patterns of innovation and the interrelationship among innovating agents within systems of innovation. More specifically, it is a context specific framework which accommodates discontinuum of technological innovation from the past and a creation of new organizational arrangement and institutions. Moreover, post catch-up approach follows the tradition of development, institutional and evolutionary theories context. This paper, therefore, explores whose focus is on the possibility of new theoretical development and new research agenda.

한국 영화는 개화기에 도입된 이후 현재 세계적으로 호평 받는 수준으로 발전하였으며 산업적으로도 큰 성장을 이루었다. 그러나 최근 디지털시네마 및 입체영화의 등장 등 급진적 기술이 등장함에 따라 해외 기술의 도입 위주로 진행되던 기술 전략?정책에 변화가 요구되고 있다. 이에 본 논문은 영화산업의 기술혁신에 초점을 두고 한국 영화산업의 기술혁신체제를 분석한다. 영화산업 관련 기존 문헌 분석과 전문가 인터뷰를 통해 한국 영화산업의 기술 및 지식, 제도, 혁신주체와 네트워크를 조망해 보며, 이를 통해 한국 영화산업 기술혁신체제의 특징과 문제점을 규명하는 것이 본 논문의 목적이다. 연구 결과 영화산업 기술혁신의 한국적 특징을 규명하였으며, 지식 축적 과정의 단절, 영화산업 특수적 연구 개발 활동의 부재, 혁신주체의 전문성 결여 등과 같은 문제점도 도출할 수 있었다. 이를 바탕으로 본 논문에서는 영화산업 기술혁신을 위한 정책적 함의를 제공한다. 또한 본 논문은 기술혁신연구 분야에 영화산업을 소개함으로써 새로운 연구 기회를 제공한다는 의의도 갖는다. Since the introduction of motion picture in the early 20th century, Korean motion picture industry has gradually evolved as one of the world leaders. However, due to the rapid technological change as exemplified by the emergence of the new digital and 3D cinema technologies, there is a need to re-consider the existing technology policy and strategy designed for the adoption and effective use of new technologies. In this paper, the authors address this issue by emphasizing the technological development side rather than the use/adoption side. In order to provide policy makers with critical information on the current status of the sector, we analyzed the sectoral innovation system of the Korean motion picture industry. In order to conduct this analysis, we re-visited previous literature and interviewed experts in the motion picture sector. Then, the authors attempted to identify the characteristics and problems of the current Korean motion picture industry. Based on the insights gained from this research, we draw policy implications for technological innovation in this sector. However, the implications from this paper are not limited to the motion picture industry. As the motion picture industry is a new case for innovation studies, our paper may provide new research opportunities to the academia.
