        There are mant variables influencing the outcomes of schooling. The teacher is one of the most important variable in educational situations. It is necessary to make possible efforts in order to improve the quality and the morale of teachers. To improve the quality and the morale of teachers, some policy alternatives are necessary. This article attempted to suggest some policy tasks for improving in educational personnel administration on the basis of review of concepts, domains and analysis of current status and problems of educational personnel system. Finally, the study suggested rational directions and concrete policy tasks for improving quality of teacher education systems in the domains of pre-service education, certification, selection, allocation and in-service education system.

        경북지역의 교육자치활동 분석

        지방교육자치제는 교육의 자주성, 전문성, 지방교육의 특수성 구현을 그 목적으로 하고 있다. 본 연구에서는 제 3기 경상북도 교육위원회 회의록과 도의회회의록(1998.9~2002.8)분석을 통하여 현행의 교육위원회와 도의회가 지역교육자치에서 각각 어떤 기능과 역할을 수행하였는가를 분석하는 데 초점을 두었다. 분석은 조례안, 예산일, 감사활동 등을 중심으로 이루어졌다. 이를 토대로 향후 교육위원회의 기능정립과 개선방향을 탐색·제시하였다. <br/> 연구결과 지방교육자치에서 지역의 교육 학예에 대한 심의 의결기구인 교육위원회가 그 중심 축으로서의 역할을 담당하여야 함에도 불구하고 교육위원회의 권한사항과 지방의회의 지역 교육·학예에 대한 권한이 중복됨으로 인해교육위원회는 그 역할을 수행하는데 더욱 어려움을 겪고 있는 것으로 실증적으로 파악되었다. The purpose of this study was to analyze the activities and performance for educational autonomy of Gyeongsangbuk-do provincial council and board of education. For achieving the purpose, the study collected and analyzed the third Gyeongsangbuk-do Board of Education and Gyeongsangbuk-do Provincial Council minutes between 1998 and 2002. The analysis focused on ordinance making and revision, budget deliberation and account approval, and inspection activities. The results of the study were as follows.<br/> First, for ordinance making and revision, there was high percentage of passage of a bill as drafted in two organizations. There were 97% passage for the Board of Education and 90.4% passage for the Provincial Council, which means that there was low deliberation about the ordinance making and revision in two organizations.<br/> Second, for budget deliberation and account approval, there was high percentage of revision on budget, compared with the percent of revision about other items.<br/> Third, for inspection activities, the Board of Education has taken charge of inspection activities about education before 2000. However, the Board of Education and Provincial Council takes charge of inspection activity about education after 2000.<br/> Based on the results, the study suggests that the Board of Education, as a deliberation and decision institution about local education and education-related works, should take an important role in local educational autonomy. In spite of the importance, the Board of Education seems likes to have difficulty for performing its role because there are overlaps in their authority and responsibility between the Beard of Education and the Provincial Council.

        중기재정계획의 재정효과: 국가 간 비교연구

        본 연구는 중기재정계획이 재정성과 및 정책 의사결정에 미치는 인과관계를 규명하고, 재정성과를 결정하는 요소를 분석하여 예산·재정정책 과정의 정책적 시사점을 탐색하는 것을 목표로 한다. 구체적으로 중기재정계획의 도입을 통한 재정성과의 효과를 총량적 재정규율과 배분적 효율성 관점에서 실증분석을 수행하며, 궁극적으로 중기재정계획의 인과관계 기제를 규명하는데 연구의 목적이 있다. 분석 결과, 중기재정계획의 가장 발전적 단계의 중기재정계획(MTPF)이 시행 초기 단계 중기재정계획보다 전체 국내총생산에 대비하여 세입·세출의 규모가 줄어들게 되며, 세입과 세출 안정성을 확보하는데 도움이 된다는 것을 발견함으로써, 국가재정에 더 유의미하고 긍정적인 영향을 미치는 것으로 나타났다. The purpose of this study is to identify the mechanism of the mid-term expenditure framework on fiscal performance and decision-making and to present policy implications of the budget and fiscal policy process by analyzing the factors that determine fiscal performance. Specifically, this study investigates the causal mechanism of the medium-term expenditure framework by conducting an empirical analysis of the effect on financial performance through the introduction of the medium-term expenditure framework from the perspective of ① aggregate fiscal discipline and ② allocative efficiency. The comprehensive discussions related to the medium-term expenditure framework are dealt with by reviewing foreign and domestic prior literature, and theoretical exploration of the empirical performance of the medium-term expenditure framework is carried out. As a result of the analysis, it was shown that MTPF, the highest level of MTEF, has a more significant impact on national finances than the previous two stages(MTFF and MTBF). In the case of countries that have introduced and implemented MTPF, it can be seen that the scale of revenue and expenditure decreases compared to the total gross domestic product, and it helps to secure the stability of revenue and expenditure.

      • 교육행정의 정보 체제 유형 및 평가지표 탐색

        In information society and knowledge-based society, it is very important to establish educational administrative information system for supporting effective educational activities. The purposes of this article were to describe how information can influence to educational administration system, and suggest some information types and index of educational administration system. Based on these information types and evaluation index, it could be possible to pursuit the efficiency in educational administration sector. In addition, information system could be applied in diverse educational activities such as school management, personnel, budgeting and facilities management. The information system types and evaluation index contribute to school management and educational administration sector as rational supporting system.
