This study aims to investigate the characteristics of action candles in Ansan after the Sewol ferry disaster on 16 April 2014 and the values of democracy that they have raised to the local community. Ansan is regarded as the biggest disaster area since 4·16. However, it is not just because of the largest number of victims occurred in Ansan, but also hate speech towards the city itself. Moreover, the city has suffered from both internal conflicts and confrontations between people in the process of the legislative petition movement. In these conditions, "Neighborhood Candles" have been lit up by the local people who complain of pain, that is, melancholia in Freud"s sense. The case of "Neighborhood Candles" shows that the pain of melancholia could be the driving force of social practice. In short, action candles in Ansan have characteristics as a sort of "politics of mourning" to "survive" for not only the victims but also the people themselves in the city. Furthermore, the civil society of Ansan could cope with quickly to find the solution of 4·16, thanks to the excellent movement capacity and the experience of solidarity. Nevertheless, the present action candles in Ansan have faced with aporia that they could not just focus on the local movement, and they have still internal conflicts and confrontations. Direct action often occurs to reveal the values of democracy which our society lacks. The value of democracy which Ansan citizens want to reveal by the action candles could be classified into two categories. On the one hand, They have requested the value of "respect for life" and "safe community" to our whole society. On the other hand, they have raised "the restoration of neighborhood and the community" as a task of the local community.
4·16세월호참사 10년, 애도의 정치 - 비당사자 운동을 중심으로

This study focuses on the non-victims movement, which was the subject of social mourning and an important driving force of the 4·16 Sewol Ferry Disaster(hereafter 4·16) movement, in light of the 10th anniversary of the tragedy, and attempts to interpret the solidarity movements of citizens (society) have shown over the past 10 years from the perspective of the “politics of mourning.” In <BR/>addition, the victim-hatred that emerged after April 16 has been repeated in the ‘Itaewon Disaster of October 29’, and so on, so I seek alternatives to overcome this problem. Where does the power of citizens, who have stayed the victims’ side for 10 years supported the victims over the past 10 years and have voluntarily carried out their duties despite of non-victims, come from? It can be interpreted as the politics of mourning that desire to be faithful to the victims and their bereaved families by uncovering the truth about 4·16. The ethics of the 4·16 movement were ‘memory’ in the early days of the disaster, but ‘promise’ has emerged as a new ethic in the current situation where truth-finding and the punishment of those responsible have failed through the national investigative committee. Citizens not only mourned victims of 4·16 and sought to uncover the truth about 4·16, but also accepted it as a promise and responsibility that they had to keep to create a ‘safe, peaceful, and just society’ free from violence, inequality, and disaster in order to protect the ‘lives of children’ who are being born and growing up. Meanwhile, in order to confront the problem of victim-hatred that is accumulating in the economy and repeating itself in history, this study suggests that the practical strategy lies in marginalizing hate speech and listening to the stories of more victims, thereby changing the surface of our bodies.
