In 1949 the government of the Republic of China introduced in the province of Taiwan a series of measures for farm land reform, of which the ultimate objective is the realization of Dr. Sun Yat-Sen's land-to-the-tiller ideal so that the fruits of labor may be enjoyed by the cultivator himself. Farm land reform in Taiwan consists of three phases, rent reduction since 1949, sale of public lands since 1951 and land-to-the-tiller program inplemented in 1953. This program of land reform was carried out step by step peaceful and reasonable methods and in democratic ways. It was a bloodless revolution whereby land in the rural districts was gradually transferred to the actual tiller in order to better the farmers' livelihood and bring about a more stable social order in the villages.

The purpose of this paper is to suggest the directions of improvement in land consolidation. It consist of four parts; ① The rise of Probblem ② Present situation and Problems in land consolidation ③ The directions of improvement in readjustment of arable land ④ conclusion. The imporment elements in land consolidation are land readjustment and farm road, irrigation canal and drainage canal. Then it is necessary to extend the size of standard delimitation of arable land by using of large size machine. It needs to expand and pave the farm road, irrigation and drainage canal is to enlarge, make cement structure amd pipeline. It has to be automatic with computer. Replotting need to collectivization exhaustively. If so, land consolidation is to be a leading role for rural development.

This paper discusses a historical study of the agricultural policy in Korea with special attention to rural development. The synopsis of this paper is as follows : 1. A reflection and evaluation of the agricultural policy for 40 years. 2. The present problems and future prospect of the agricultural policy As we have studied the agricultural policy for 40 years, we come to realize that the core of the agricultural development was to suffice the demand of the main grain which had absolutely lacked. We can evaluate that the new choice of the polity was desirable. But it is inevitable to criticize that the advance of the quality of farmers' lives and the rural development of their 1iving place were relatively neligent. Therefore our future agricultural policy should be stressed to modernize agriculture as an industry to efficiently supply for national provisions. At the same time we are led to judge the condition of farmers' lives must be improved. To this purpose, it is expected to turn from an item agricultural policy to a synthetic agricultural one.

農村開發과 農協의 그 役割 : 單協의 農機械利用事業을 中心으로

This paper aims at rural development to lead by agricultural cooperative assosiation especially focuses on work in use of agricultural machine. It consists of six parts ; ① rise of problem ② character and role of agricultural cooperative association ③ actual state and problem of work in use of agricultural machine ④ work in use of agricultural machine in foreign countries ⑤ directions to active methods of work in use of agricultural machine ⑥ conclusion. Agricultural cooperative association must take charge of leading role of rural development. It must fill role as a protector, prime mover and problem-solver for farmers. To do so, it need to develp the work in use of agricultural machine to get over the lack of labor power in rural area. In this paper, it is examined on the active state and problem of work in use of agricultural machine, studied it in foreign countries comparatively and groped active directions. There are six methods of active directions on the work in use of agricultural machine ; ① direct management ② rent machine ③ company construction by agricultural cooperative association ④ a part of investment in other's company ⑤ mix of direct management and rent machine ⑥ bank of agricultural machinery. Agricultural cooperative association must take part in the work in use of agricultural machine any way, select the one or two methods above. If so, farmers can use at low cost and enhance the competitive power. It is the ultimate purpose of the work in use of agricultural cooperative association. Therefore, It must practice this valuable, desirable and useful business for agricultural, rural development and farmer's welfare. Agricultural cooperative asssociation must helf and protect agriculture, rural area and farmers, induce rural development. It is just role of agricultural cooperative association.

This paper aims at rural development by rice processing complex especially focuses on improvement of working methods after harvest of rice-plant. It consists of four parts : ① rise of problem ② present situation and problems in working method ③ necessity and expectant effective of rice processing complex ④ conclusion Existing method in working after harvest of rice-plant needs more cost and labor power. also this process lead to low quality of rice and loss of rice. Therefore it weakens international competitive power in rice products. So we should improve from existing method to modern method, RPC. Modern method cuts cost and labor power. also low quality of rice or loss of rice. finally it enhances international competitive power in rice production in our country. It also connects directly to rural development.

21세기 무한경쟁시대에 대비하여 국가산업의 경쟁력제고는 물론 지역의 균형발전을 위해 추진하고 있는 경부고속철도 건설사업은 2004년 4월 개통을 목표로 마무리 단계에 접어들었다. 경부고속철도 건설사업을 통하여 우수하고 완벽한 성능의 고속열차 도입과 함께 첨단기술을 이전받아 기술수준을 향상시켰고 G7 연구개발사업으로 시속 350㎞급의 차세대 차량을 설계, 제작할 수 있는 능력을 보유하게 되었다. 철도는 육로 교통수단과 달리 시스템적 특성이 매우 강하다. 즉 토목, 건축, 기계, 전기, 전자 등 각 분야의 균등한 기술발전을 도모하여야 철도 선진국에 진입할 수 있으며 해외 진출이 가능하다. 사업 추진과정에서 습득한 각종 기술은 향후 건설사업의 독자적 추진을 가능케 하였으며, 철도차량의 제작사뿐만 아니라 부품업체가 해외시장을 개척할 수 있는 능력을 갖추어 철도 선진국으로 도약할 수 있는 기틀을 마련하였다.
