This paper examines characteristics of studies of learner’s dictionary in the Soviet Union and independent Russia. The term uchebnyj slovar’ was first used in bilingual dictionary. It is widely accepted that uchebnyj slovar’s are designed for beginners, not for advanced learners. As a result, learner’s dictionary and uchebnyj slovar’ differ in size,expected user, goals and so on. The author also tries to define the origin of the terms active dictionary and passive dictionary from the works of Lev Shcherba and the trend in studying of uchebnyj slovar’ after Shcherba.

Objective: Stroke detection at the prehospital stage is critically important for the provision of rapid treatment to stroke patients. This study aimed to evaluate the effect of patient consciousness level on prehospital stroke screening (PSS) by the emergency medical service (EMS) provider. Methods: This retrospective cross-sectional study was conducted using data collected from a linked database of NEDIS (National Emergency Department Information System) and the EMS database in three hospitals. Adult stroke patients who were admitted into the emergency department (ED) using 119 EMS ambulances from 2014 to 2018 were included. The prehospital level of consciousness of patients was evaluated by the EMS provider, and they were divided into two treatment groups: an alert group and a non-alert group (verbal, painful, and unresponsive). The study outcomes were positive results of PSS: the Los Angeles Prehospital Stroke Scale (LAPSS) and Cincinnati Prehospital Stroke Scale (CPSS). Logistic regression analysis was conducted to evaluate the effect of prehospital consciousness level on the PSS result. Results: A total number of 3,422 stroke patients were included. The positive rate of LAPSS was 17.0% in the alert group and 8.8% in the non-alert group. The positive rate of CPSS was 35.7% in the alert group and 21.3% in the non-alert group. In the adjusted logistic regression model, in the non-alert group, the adjusted odds ratio (AOR) for LAPSS was 0.47 (95% confidence interval [CI], 0.38-0.59) and the AOR for positive CPSS was 0.49 (95% CI, 0.42-0.57). Conclusion: Low consciousness level patients had lower detection of stroke by the EMS provider. EMS provider employees need additional training to achieve more effective detection of stroke in low consciousness level patients.

내적 언론 자유는 어떻게 구현 가능한가?: 편집권 독립을 넘어

최근 몇 년 사이 신문 기업의 최대 주주 변동이 잇달아 발생하면서 인수 이후 모기업 동정 기사나 홍보 기사가 늘어나는 반면 모기업에 부정적인 기사는 삭제 혹은 배제되는 등 편집권 침해 양상이 발생했다. 민주주의에 기여하는 언론의 공적 기능에 대한 우려가 높아지면서 국회에서는 신문법 개정안이 발의되기도 했다. 한국에서는 오랫동안 편집권 독립에 대한 논의가 지속되어 왔으나 미디어 산업 전반의 경쟁이 격화되면서 사주나 경영진, 광고주, 편집국장과 보도국 간부, 시민단체 등 외부로부터의 압력은 더욱 높아지고 편집국 내부와 전문직으로서 기자 개인의 내적 자유는 더욱 악화되고 있다. 이 연구는 이러한 현실을 배경으로 최근 대주주 변동이 있었던 신문사들에서 내적 자유의 침해 양상이 실재하는지, 내적 자유 침해에 대해 기존의 편집권 독립 관련 제도가 실효성이 있는지, 내적 자유 보장을 위한 제도의 필요성과 실현 방안은 무엇인지에 대해 살펴보고자 한다. 최근 대주주 변동을 경험한 한국일보, 서울신문, 전자신문, 헤럴드경제 소속 기자들에 대한 심층인터뷰 결과, 사주와 관련한 취재 지시부터 사주의 사업 영역과 관련한 대관 업무 수행, 사주의 의견과 이념적 성향을 논조에 반영하는 등 다양한 양상으로 편집국의 내적 자유가 침해받고 있음을 확인할 수 있었다. 편집권 독립의 상징으로 여겨졌던 편집국장은 사주의 뜻이 반영되는 인사를 통해 사측으로 편입되었고 편집국장 선출제나 임명동의제, 탄핵 제도 등은 편집권 독립을 보장하는데 충분치 못한 것으로 확인되었다. 노조와 공정보도위원회, 편집평의회 등 내부 기구들도 유명무실화 되었다. 기자 개인의 양심이나 자본의 선의에 기대어 언론의 내적 자유를 확보할 수 없다는 데 인터뷰 참여자들의 의견이 일치했으며, 명문화된 편집규약과 편집위원회가 언론의 내적 자유 제고에 도움이 될 것이라는 데 인식을 같이 했다. 2009년 전부개정된 현행 신문법에는 편집위원회 설치에 대한 임의규정만 두고 있을 뿐 편집위원회의 구성 및 운영, 편집규약 마련 등 그 기능에 대한 언급이 부재한 상황이다. 신문법에 임의 규정을 넘어서는 법적 근거를 마련하고 편집위원회의 조직 내지 절차를 중심으로 구성과 역할, 기능에 대한 안내적 규정을 마련할 필요가 있다. 편집규약 제도화는 개별 언론사의 내적 자유를 견인하고 궁극적으로 우리 사회 언론의 자유와 사회적 책임을 제고하는 정책 방안이 될 수 있다. In recent years, a series of changes in newspaper companies' largest shareholders have led to an increase in articles of sympathy for the parent company and promotional articles, while negative articles have been deleted or excluded from the parent company. As concerns about the public function of the media contributing to democracy increased, a revision to the Newspaper Act was proposed in the National Assembly. Discussions on editorial independence have been ongoing in Korea for a long time, but as competition across the media industry intensifies, pressure from outside, including owners, executives, advertisers, editorial directors, press executives, and civic groups, worsens the internal freedom of journalists. Against this backdrop, this study aims to examine whether there is an infringement of internal freedom in newspapers that have recently changed major shareholders, whether the existing editorial independence-related system is effective for internal freedom infringement, and the necessity and realization of the system to guarantee internal freedom. In-depth interviews with reporters who recently experienced major shareholder changes showed that the editorial office's internal freedom was violated in various ways, ranging from reporting orders related to the owner's business area to reflecting the owner's opinions and ideological tendencies. The editor-in-chief, which was considered a symbol of editorial independence, was incorporated into the management through personnel reflecting the will of the owner, and it was confirmed that the selection system, appointment consent system, and impeachment system were not enough to guarantee editorial independence. Internal organizations such as labor unions, the Fair Press Committee, and the editorial council have also become nominal. Interviewees agreed that internal freedom of speech cannot be secured based on the reporter's conscience or the good will of capital, and that the stipulated editorial rules and editorial committees will help enhance internal freedom of speech. The current newspaper law revised in 2009 only has voluntary regulations on the establishment of an editorial committee, but there is no mention of its functions, such as the composition and operation of the editorial committee and the preparation of editorial regulations. It is necessary to prepare a legal basis beyond arbitrary regulations in the Newspaper Act and to prepare guidance regulations for the composition, role, and function, focusing on the organization or procedure of the editorial committee. The institutionalization of editorial rules can be a policy measure that drives the internal freedom of individual media companies and ultimately enhances the freedom of speech and social responsibility in our society.

해군 부사관이 느끼는 자아탄력성이 군 생활 적응에 미치는 영향에서 정서조절척도의 매개효과

본 연구는 해군 부사관의 자아탄력성이 군 생활 적응에 미치는 영향에서 정서조절척도의 매개효과를 규명하여 이러한 결과를바탕으로 긍정적인 군생활 적응 상담프로그램에 대한 기초자료를 제공하는데 목적이 있다. 이러한 목적을 달성하기 위하여2018년 3월부터 9월까지 해군 부사관 교육에 참여한 해군 부사관 340명의 자료를 바탕으로 자아탄력성이 군 생활 적응에 미치는 영향에서 정서조절 척도의 매개효과를 검증하기 위하여 3단계 회귀분석을 사용하였으며, 통계적 유의성 검증은 Sobel의 검증 공식을 사용하여 최종 분석에 사용하여 설문조사를 실시하였으며, 다음과 같은 결론을 얻었다. 자아탄력성 중 호기심과 활력성이 지지추구형에 영향을 미치는 것으로 나타났으며, 자아탄력성 중 대인관계, 호기심, 활력성이 능동형에 영향을 미치는것으로 나타났다. 자아탄력성 모든 하위요인이 군 생활 적응 모든 하위요인에 영향을 미치는 것으로 나타났다. 자아탄력성 중활력성이 동료관계에 영향을 미치는 것으로 나타났으며, 지지추구형이 매개효과가 있는 것으로 나타났으며, 자아탄력성 중 활력성이 군 교육에 영향을 미치는 것으로 나타났으며, 능동성이 매개효과가 있는 것으로 나타났다. 추후 해군의 체력을 증진시키는 프로그램 개발, 가족과 더불어 자아탄력성을 증진 시키는 다양한 프로그램, 및 운동과 더불어 건강을 정진 시키는 프로그램 개발에 관한 연구들이 이루어져야 하겠다.
