지역여론 다양성과 지역신문지원 특별법의 정당성에 관한 연구

한국의 신문시장은 중앙지 소수 매체에 의한 독점적 구조다. 이는 여론 다양성을 크게 제약하고 있으며 특히 지역신문은 심각한 경영적 어려움으로 인해 지역여론 매개자로서의 구실을 못하고 있고 저널리즘이 실종될 위기에 있다. 지역민들은 지역의제에 대해 관심이 낮으며 중앙지에 의한 의제에 이끌려 다님으로서 중앙집중화를 더욱 심화시킨다. 중앙중심의 사고와 의식에 길들여있는 한 지역의 활성화는 요원하다. 이러한 문제를 해결하기 위해서는 지역 언론이 지역 여론의 선도자이자 매개자로서 제 구실을 하도록 하는 것이다. 하지만 지역신문들이 새로운 변화를 모색할 동기와 능력을 자체에서 찾기는 현실적으로 매우 어렵다. 이를 뒷받침할 수 있는 지역신문특별법이 제정되고 이에 따라 지역신무발전위원회가 구성되어 1기 활동을 마치고 2기위원회가 구성되었다. 이 연구에서는 지역신문지원 특별법에서 쟁점이 되고 있는 다음의 연구문제를 밝히고자 했다. 1. 신문시장에 대한 정책적 지원과 개입은 정당한가? 2. 신문시장의 독과점 규제는 일반상품보다 더 엄격하여야하는가? 3. 신문유통을 정책적으로 지원하는 것은 어떠한 정당성이 있는가? 4. 신문지원기간의 위상 정립은 어떠해야 하는가? 5. 지역신문지원 기준은 어떠해야 하는가? 그 결과 지역주민에게 필요한 정보를 충분하게 제공하고 지역주민의 의견을 충실하게 반영하여 지역신문을 통한 여론의 다양성 향상시킨다는 법의 목적과 취지는 정당하며 정책적 지원은 매우 필요한 것이라는 결론에 이르렀다. 지역신문을 통한 선거민주주의 정착과 지역신문의 경쟁력을 강화하며 부실한 언론을 퇴출시기 위한 정부지원은 매우 필요하고 언론과 여론다양성을 확보하기 위한 법적 제도라는 것이다. 또한 지금까지 제1기 지역신문발전위원회의 지원 사업이 상당한 성과를 거두었으나 지역신문 스스로의 혁신적 노력 없이는 변화하는 매체환경에서 생존조차 어려워 지역 여론다양성을 이루어내는 지역민주주의의 보루로서 역할이 어려워질 것이라는 결론이다. This paper is a study on the newspaper laws and the local newspaper industry. Newspaper serves two markets:readers and advertisers. Therefore resources for the meadia including the newspaper depend on population and product size. Korea is very centralized into Seoul in the political,economic and social areas. The gap between Seoul and local regions in media resourses gets more serious.Local newspapers suffer great difficulty even in the survival.Under the market rule ,newspaper industry eventually enters the monopoly status from the scale of economy.That is,the market failure appear. That has threatened the communication right of the local population.After all,the democratic value of opinion diversity is challenged. In order to sustain media diversity,the goverment and society should intervene the industry. Two new laws concerning the press were established and reformed .Those are press law and law supporting local newspaper. This paper searched for logic of the laws from the viewpoint of communication and democracy,and discussed the issues in relation to the local newspaper industry.

감시 카메라 환경에서 움직이는 객체들이 서로 근접한 경우 객체들을 개별적으로 구분하기 어렵기 때문에 근접한 객체들을 분리하는 방법이 필요하다. 본 논문에서는 근접 객체 구분을 위하여 외곽선 데이터를 시계열 데이터로 변환하는데 필요한 중심점을 검출하는 방법을 제안한다. 실험 결과, 제안한 알고리즘은 다양한 근접 패턴에 대하여 중심점을 정확히 추출할 수 있음을 확인하였다.

언론운동은 정치권력으로부터 독립함과 동시에 언론권력을 해체하고 시민들의 언론 주권을 찾으려는 사회적 운동이다. 언론의 공공성과 독립성, 책임성을 위협하는 가장 큰 요인은 공적 영역에서는 정치권력, 사적 영역에서는 소유주로부터 나오는 언론권력이다. 시민언론운동은 언론의 주권은 시민에게 있으며 이러한 주권을 침해할 우려가 있는 정치권력과 언론 권력을 감시하는 주체로서 시민의 운동성을 강조한다. 이명박ᐨ박근혜 정권에서 시민언론운동은 저항과 투쟁의 시기였다. 시민언론운동은 정치권과의 거버넌스가 완전히 붕괴되었고 언론 전문성을 가진 지식인이 정책 생산을 중심으로 참여하는 정책적 대안의 논의와 제시 방식의 언론시민운동은 설자리를 잃었다. 시민들의 직접 행동보다는 활동가들 중심으로 활동하는 시민언론 단체들의 영향력은 한계를 보였다. 시민언론운동이 언론개혁의 동력을 강화하려면 시민사회, 언론노조, 언론단체, 정치세력 등 사회적 힘의 재구성이 필요하다. 운동의 의제와 활동에 시민들이 주도적으로 참여할 수 있는 다양한 방안도 모색해야 한다. 아울러 언론운동에서 미디어운동으로 외연을 확장할 필요가 있다. The media movement is a movement to separate from the political power and to dismantle the media power and to seek the control of citizens’ media. Political power is the biggest factor that violates the fairness and independence of the media in the public domain. On the other hand, the factor that interferes with the healthy and responsible media of the press in the private sector is the media power originating from the owner. Citizens ‘media campaign emphasizes citizens’ mobility as a subject that monitors the political power and media power that have the sovereignty of the media belonging to the citizen and may infringe on this sovereignty.In the Lee Myung Bak - Park Geun Hye regime, the civil press movement was a period of resistance and struggle. Citizen media campaigns have completely collapsed with governance. As a result, the intellectuals who have expertise in the media have lost their place in the discussion and presentation of the policy alternatives in which the policy production is centered. The influence of citizen media organizations, which are centered on activists rather than citizen’s direct action, is limited. In order to strengthen the power of the media reform, it is necessary to reconstruct social forces such as civil society, media unions, media organizations and political forces. We should also look for various ways in which citizens can participate actively in the agenda and activities of the movement. In addition, it is necessary to expand the movement of the media.

OpenCL을 이용한 돈사 감시 응용의 효율적인 태스크 분배

Pig monitoring applications consisting of many tasks can take advantage of inherent data parallelism and enable parallel processing using performance accelerators. In this paper, we propose a task distribution method for pig monitoring applications into a heterogenous computing platform consisting of a multicore-CPU and a manycore-GPU. That is, a parallel program written in OpenCL is developed, and then the most suitable processor is determined based on the measured execution time of each task. The proposed method is simple but very effective, and can be applied to parallelize other applications consisting of many tasks on a heterogeneous computing platform consisting of a CPU and a GPU. Experimental results show that the performance of the proposed task distribution method on three different heterogeneous computing platforms can improve the performance of the typical GPU-only method where every tasks are executed on a deviceGPU by a factor of 1.5, 8.7 and 2.7, respectively. 다수의 태스크로 구성된 돈사 감시 응용은 내재된 데이터 병렬성을 활용하고 성능가속기를 사용하여 병렬 처리가 가능하다. 본 논문에서는 멀티코어 CPU와 매니코어 GPU로 구성된 이기종 컴퓨팅 플랫폼에서 돈사 감시 응용 수행 시 태스크 분배 방법을 제안한다. 즉, 각 태스크별로 OpenCL을 이용한 병렬 프로그램을 작성한 뒤, deviceCPU와 deviceGPU 각각에서 수행시켜 측정된 수행시간을 기준으로 가장 적합한 처리기를 결정한다. 제안 방법은 간단하지만 매우 효과적이고, CPU와 GPU로 구성된 이기종 컴퓨팅 플랫폼에서 다수의 태스크로 구성된 다른 응용을 병렬화하는 경우에도 적용될 수 있다. 실험 결과, 상이한 이기종 컴퓨팅 플랫폼에서 최적의 태스크 분배로 수행한 경우 가 전체 태스크들을 deviceGPU에서 수행한 GPU-only 방법에 비교하여 각각 2.7배, 8.7배, 2.7배 성능 개선이 되었음을 확인하였다.

To reduce huge losses in pig farms, weaning pigs with weak immune systems are required to be carefully supervised. Even if various researches have been performed for pig monitoring environment, segmenting each pig from touching-pigs is still entrenched as a difficult problem. In this paper, we propose a segmentation method for touching-pigs by using concave-points and edge information in a video surveillance system. Especially, we interpret the segmentation problem as a time-series analysis problem in order to identify the concave-points generated by touching-pigs. Based on the experimental results with the videos obtained from a domestic pig farm, we believe that the proposed method can accurately segment the touching-pigs.
