지방자치가 추구하는 핵심적 목표의 하나는 지역주민들의 삶의 질 향상이다. 삶의 질의 주요한 구성요소인 환경의 질은 환경문제의 해결을 통해서 확보된다. 환경문제는 특정 지역을 기반으로 해서 나타나는 현상인 만큼, 지방자치를 행정구역이라는 지역성을 바탕으로 하여 주민들에게 영향을 미치는 정책이 이루어지는 일련의 시스템이라고 볼 때, 지방자치는 지역의 환경문제 해결에 가장 적절한 제도이다. 그러나 지방자치의 정책 우선순위가 환경보전보다는 개발 지향적이라면 환경문제의 해결에는 부정적으로 작용할 수 있다. 특히 민선 단체장은 지역의 선호와 필요를 반영하여 정책을 수행하게 되는 만큼, 지역주민에 대한 대응성의 증가가 환경정책에 긍정적으로 작용할 수도 있지만, 부정적으로 작용할 가능성도 큰 것이 현실이다. 따라서 본 연구는 부산광역시의 환경정책의 현실을 지역사회에 이슈가 되고 있는 주제를 중심으로 살펴보고 앞으로 어떤 방향으로 정책이 전개 되어야 할지를 환경문제에 직접적인 관련이 있는 주체별로 역할을 제시해보고자 한다. One of the core goals pursued by the local self-government is the enhancement of the life quality for the local residents. The quality of the environment is an important aspect of life quality, and this becomes secured through the solution of environmental problems. Environmental problems is a phenomenon that is displayed by basing on a particular district. Accordingly, a local self-government is considered as the most appropriate system for solving local environmental problems of in consideration of how it is a series of a system where policies that influence residents are achieved based on the regionality of how it is an administrative district. However, if the policies of the local self-government place more emphasis on development orientation instead of environmental preservation, it may apply negatively for the solution of environmental problems. In particular, as the head of the local government has to consider the preferences and needs of the district in order to implement policies, the increase of correspondence towards the local residents may apply positively for environmental policies but it actually holds a great potential to cause negative effects. Accordingly, this study will explore the reality of environmental policy in Busan Metropolitan City by focusing on the topics that are rising as issues in the local society and suggest roles for each agent that are directly relevant to environment issues in relation to how the policies should further develop.

본 연구는 오늘날 대학생들이 한국사회와 공직사회를 어떻게 인식하고 있는지 파악한 것이다. 대학생들의 사회관과 공직관이 개인적 인식 차원에 머물지 않고 공감대가 형성되어 외부로 표출될 경우에 사회에 미치는 영향력은 상당한 수준이 될 수 있다. 이들은 소위 정보화 사회에서 스마트몹스(Smart Mobs)의 중심에 위치하기 때문이다. 그리고 대학생은 미래에 국가와 사회의 발전을 담당할 세대인 만큼 이들의 인식체계는 나름대로 의미와 중요성을 갖는다고 하겠다. 대학생 608명을 대상으로 설문조사하였다. 먼저 대학생들의 사회관을 보면, 한국사회의 준법수준을 비교적 낮게 평가하였으며 특히 우리사회의 부정부패문제는 심각한 것으로 바라보았다. 다만, 한국의 위상이 앞으로 나아질 것으로 예견하고 또 각종 선거의 투표에 적극적으로 참여할 의향을 보인 것은 바람직한 모습이라 하겠다. 다만, 시민단체 등에 직접 참여할 의향은 낮은 것으로 나타났다. 다음으로 대학생들의 공직관을 보면, 정치권의 역할에 대해 매우 낮게 평가하였고 따라서 우리사회에서 개혁이 가장 필요한 영역으로 꼽았다. 그리고 공직사회가 국민의 삶에 미치는 영향력이 큰 것으로 보았지만, 공직의 부정부패에 대해서는 부정적 견해가 강하였다. 그러나 공직을 상당히 매력적인 직업으로 평가하였고 자신의 직업으로의 선호도 역시 높았지만 그 이유는 신분보장이라는 안전성 때문이라고 응답하였다. 앞으로 정부가 중요한 정책의 결정에 있어서는 국민의 직접 투표가 필요하다고 지적한 것에 유의할 필요가 있겠다. 대학 존재의 중심체가 되는 대학생들의 사회관과 공직관은 나름대로 큰 의미를 가지며 나아가 이것은 대학 교육에 있어서 현실적인 방향성 설정을 위한 참고 자료로 활용될 수 있을 것이다. The purpose of this study is to obtain the understanding of awareness of today`s college students on the public sector and Korean society. Which may influence given to the society if public service personnel and social view of college students not only in the dimension of personal realization, empathy is formed, it is exposed to the outside will be a considerable level. In the so-called information society, since these located in the heart of Sumatomopusu(Smart Mobs). And it can be said that college students, to just a generation responsible for the development of the state and society of the future, recognition of these systems, to have meaning and importance in its own way. I conducted a survey on 608 college students. First, looking at their perspective on the society, the result came out relatively low, it is regarded as a serious problem of corruption of our society in particular. However, it can be said that also, foresaw that the status of South Korea will be better future, showed a willingness to actively participate in the voting of the various elections and desirable appearance. However, it was found that the intention to participate directly in civic organizations is low. Then, looking at the public service personnel of college students, listed as major area that needs reform in our society. Then, I saw the effect that public sector on the life of people is large, but the negative perception was strong for corruption of public office. However, to evaluate the profession quite attractive public office, evaluation of their work was also high, but the reason was answered that because of the safety of guarantee of status. In the future, in determining the important policy, will need to be mindful that you have pointed out direct vote of the people the need for government. This public service personnel and social views of college students`, who are the central body of the presence of the university, have a great influence and will be used to set the real guidelines in university education.
