This article aims at presenting the methods which can be used as a means of communication tools of e-mail systems for the local government officials. For the purpose of this article the current operation of e-mail systems of the local government officials is examined with appreciation, truth, reliability, and suitability presented by Habermas(1981) and further with convenience, approachability and safety. As a result of this research, the suitability of e-mail system must be considered in the first place as vitalizations of communication through e-mail systems.

This paper analyzes China's telecommunications policy-making mechanism, by drawing on institutional theory and bargaining theory. Key factors of shaping China's telecommunications policy are examined and the implementation of China's telecommunications policy in network development, competition, foreign direct investment, and regulatory restructuring is investigated. To achieve the transition toward pro-competitive telecommunications policy in China, it is necessary to dramatically reform its telecommunications policy-making mechanism. First of all, telecommunications legislation should be enacted to serve a legal ground on which the telecommunications policy rests. Second, the undue political and administrative interventions should be avoided. Third, the informal bargaining and lobbying should be replaced by transparent policy-making mechanisms. Fourth, the objectives of the telecommunications policy-making should be accountable for all the participants equally without discrimination. Finally, the values and norms embedded in the telecommunications policy-making mechanism should be clearly defined in the telecommunications legislation.
B2C 전자상거래 사이트의 구매의도 결정요인에 관한 실증적 연구

This study focused on the trust in the gwang-san district office's internet shopping mall(http://www.gwangsanmart.com). And so, this paper analyzed the relations between the influence factors and the buying behavior which influence on the trust. This study set up the casual model and hypothesis based on the preceding research and the research findings through a controlled simulation involving 128 college students. Collected materials were analyzed by SPSS Win program and the model were shown as correct and the following major results were revealed. 1) the factors which significant influenced on the trust was perceived scale. But perceived quality did not significance influence on the trust. 2) trust, consumer attitude and perceived risks all significant influenced the buying behavior. Findings of this study suggest a realistic as well as substantial approach to understanding the driving force behind trust in internet shopping mall by identifying the antecedents and consequences of trust. Also the study findings can provides the internet marketers with the theoretical as well as practitional foundation upon which to establish effective marketing strategy.
