클라우드 서비스로의 전환 – 국내 규제 영향을 중심으로

본 연구는 클라우드 컴퓨팅 서비스를 신규 도입하거나 기존 정보 서비스를 클라우드 컴퓨팅 서비스로 전환하는 경우 발생하는 이슈를 국내 규제 영향을 중심으로 분석하였다. 클라우드 서비스의 특징, 유형 등을 분석하고, 선행 연구와 각종 문헌을 통해 국내외의 클라우드 컴퓨팅 서비스 도입과 정책 이슈를 분석하여 클라우드 서비스 시장경쟁에서의 국내 규제 영향을 분석, 정리하였다. 본 연구는 클라우드 컴퓨팅 서비스를 도입하려는 기업뿐 아니라 금융기관, 국가기관에 실무적인 시사점을 제공하며 규제 영향을 분석하는 이론적 프레임워크를 제공할 것으로 기대한다. 향후 본 모델의 성과와 적절성에 대한 실증연구를 통해 국내 클라우드 컴퓨팅 서비스 활성화에 대한 연구가 확대되기를 기대한다.

핀테크 산업 규제와 스타트업 활성화 방안에 대한 탐색적 연구: 미국, 중국, 한국 사례를 중심으로

Among the fintech businesses that are actively developing around the world, payment and settlement are the most prominent. Korea has a well-developed IT industry and a good existing card payment environment, however, its innovative movement is overwhelmingly slower than that of other countries in the fintech. In this study, we try to assess the regulations on fintech and their impacts on the startup ecosystem by comparing the cases of U.S., China, and Korea. We have found that both the United States and China have lowered barriers to entry for the newly launched fintech industry, allowing startups and IT companies to start fintech businesses at the existing financial sector. Particularly the implementation of predictable regulations in U.S., and the failure to apply the financial regulations in China, help start-up companies' growth in the fintech industry. This finding provides us with a lesson that current positive regulations in Korea should gradually change into negative regulations, and predictable regulations that strictly enforce post-management except major items rather than pre-approval. The policy implications are discussed with the perspective of start-ups in fintech industry. 전세계적으로 활발히 발전하고 있는 핀테크 산업분야 중 지급결제는 가장 큰 두각을 나타내고 있다. 한국은 IT산업이 발달되어 있고, 뛰어난 기존의 카드 결제 환경이 구축되어 있지만, 그 명성이 무색하게 핀테크 산업에서 다른 나라들에 비해 발달이 더딘 편이다. 본 연구에서는 핀테크 선두주자이자 첨단 기술들을 가지고 지급결제 기술을 사물인터넷 분야에도 적용하기 시작한 미국과, 한국보다 기존의 금융환경이 열악하고, 핀테크 산업의 후발주자 임에도 불구하고 현재는 지급결제 시장에서 폭발적으로 성장한 중국의 서비스 현황과 규제환경을 비교하여 국내의 핀테크 산업 규제가 특히 벤처창업생태계에 미치는 영향을 이해하는 프레임워크를 제공하고자 한다. 분석 결과, 미국과 중국 모두 새롭게 시작된 핀테크 산업에 대해서 규제완화를 통해 진입장벽을 낮춰 기존의 금융권 외에도 스타트업이나 IT기업들이 핀테크 사업을 시작할 수 있도록 하였고, negative형식의 규제로 창의적인 아이디어들이 사업에 적용될 수 있는 가능성을 열어놓았다. 특히 미국의 경우에는 예측 가능한 규제를 시행한 것이, 중국의 경우에는 새롭게 탄생한 핀테크 산업에 대해 기존의 금융권의 규제를 적용하지 않은 것이 신생기업들이 핀테크 지급결제 시장에서 큰 성장을 하게 된 주요 원인이다. IT강대국이라는 좋은 조건을 살려 다가오는 핀테크 산업에서 도태되지 않고 성장하기 위해서는 점진적으로 현재의 positive 규제에서 negative 규제로 변화시키고, 사전승인보다는 주요 항목들을 제외하고는 사후관리를 엄격하게 하는 예측 가능한 규제를 통하여 핀테크의 여러 산업분야에서 혁신적인 벤처창업이 활성화되는 환경을 만들어야 할 것이다.

In this study, two kinds of industrial filter bags were tested for their filtration performance to apply the existing bag filter systems. Experimental variables were examined for pressure drop, cleaning interval, residual pressure drop, cleaning efficiency, fractional grade efficiency, total collection efficiency according to the filter bag structure. According to these results, the filter bags tested in this study demonstrated good performance in dust collection. This was also true for the double surface filter bag. The lifetime was longer than the round type filter bag because the filtration area was more than 1.6 times wider and the filter quality factor was much higher. Therefore, double surface filter bags are suggested to be used in order to increase filtration performance of the bag filter systems.

크라우드 펀딩 플랫폼의 벤처창업 활용에 관한 연구: 정보재(Information Goods)를 중심으로

본 연구는 크라우드 펀딩(Crowd Funding)과 관련된 이론 및 관련 연구성과를 검토하고 크라우드 펀딩의 벤처창업에의 활용 가능성을 분석하는 데에 그 목적을 두고 있다. 이를 위해서 최근 정보기술 분야의 우수 논문들에서 논의되고 있는 이론과 프레임워크를 분석한 후, 크라우드 펀딩의 이론적 틀을 제시하며, 벤처창업의 관점에서 크라우드 펀딩 플랫폼의 활용 가능성을 모색하였다. 본 연구에서는 크라우드 펀딩의 프로젝트 라이프 사이클과 이해당사자 분석에 기초한 이론적 프레임워크를 제시하고 주요 부문 별로 크라우드 펀딩의 장단점 분석을 수행하고 크라우드 펀딩 플랫폼의 벤처창업 가능성을 기존 우수 연구를 검토함으로써 분석하였다. 분석 결과, 크라우드 펀딩의 다수를 차지하고 있는 정보재의 특성 상 고정 비용이 높고 가변 비용이 상당히 작기 때문에 고정 비용의 사업 위험성을 대중의 지혜를 통해 심사하고 초기 수요를 확보함으로서 초기 벤처의 위험을 관리할 수 있다는 측면에서 초기 벤처의 자금 플랫폼으로써 긍정적인 기대효과가 예상된다. 하지만, 이전 연구결과를 검토해본 바, 정보의 비대칭성으로 말미암아 대중의 지혜가 작동하지않고 집단사고로 흘러 크라우드 펀딩이 심사 능력이 발휘되지 못할 경우에는 초기 벤처에 또 다른 위협이 될 수 있다. 본 연구결과는 크라우드 펀딩의 이론적 이해와 더불어 벤처 창업 활용 가능성에 대한 분석으로 창조경제를 지향하는 정부의 정책적 지원 방안의 기초자료가 될 수 있다는 추가적인 시사점을 찾을 수 있으며 향후 후속연구를 통해 프레임워크 활용가능성을 실증 연구할 예정이다. This study attempts to review the theories and related literatures on crowd funding and build the framework to understand the core concepts of crowd funding. In addition, I explore the applicability of crowd funding platforms for start-ups. For this purpose, I analyze the framework based on the life cycles of projects on crowd funding with the components of stake-holders. Furthermore, I review the results of previous outstanding literature on pros and cons of crowd funding to identify the applicability of crowd funding for start-ups. The results show that the use of crowd funding platform alleviates the risks involved with the information goods which occupy major portion of the projects listed on crowd funding have unique cost structure with high fixed cost and very low variable cost. Consequently, crowd funding is identified as a platform for start-ups of information goods by leveraging the wisdom of crowd. However, crowd funding may not work as an effective platform for start-ups if group thinking emerges. The study provides an implication that it provides a framework for understanding crowd funding and its applicability for start-ups, which can support government's policy for creative economy. Additional empirical research analyzing the data on the projects listed on crowd funding platforms in Korea will be performed in the succeeding study.

액체 로켓 엔진의 연소기, 터보펌프, 가스발생기, 밸브 등 주요 구성품 조립 부위에는 고압의 고온 가스와 극저온 유체의 기밀을 위해 스태틱 실이 사용된다. 스태틱 실은 조립 부위의 상대적 움직임이 없는 기밀 부위에 적용되는데, 극저온 및 고온 환경에서의 열팽창과 수축은 조립부에서 원치 않는 누설을 야기할 수 있기에 효과적인 스태틱 실 설계가 필수적이다. 조립성 개선을 위하여 비정렬 조립이 가능한 구면 플랜지가 체결부에 사용되는데, 구면 플랜지의 회전이 가능하도록 스태틱 실 역시 기능이 추가된다. 본 연구에서는 스태틱 실 적용 주요 부위의 모사 플랜지 시험기를 제작하여 구조 해석과 함께 기밀 시험을 수행하여 설계된 스태틱 실의 구조 건전성을 확인하였다.
