선박의 안전한 운항과 해양사고를 사전에 예방하기 위한 방법으로 법제의 체계적인 정비는 중요한 분야 중의 하나이다. 세월호 사고 및 돌고래호 전복사고에서 보듯이 미흡한 법체계는 사고의 중요한 원인이 될 수 있음을 시사하고 있다. 우리나라 법은 서구법제를 계수하였을 뿐 아니라 대외의존도가 높고 아직도선진법제를 수입하는 처지이므로 외국법제의 철저한 연구는 우리나라 법제 정비하는데 많은 도움이 될 수 있다. 이러한 이유로 선진법제를 가지고 있는 미국의 사법제도와 해사행정법을 고찰하였다. 미국은 우리나라와 다른 영미법계의 법체계를 가지고 있지만, 해사행정법은 우리보다 훨씬 긴 역사와 법제의 정비를 통하여 단일법제로 체계적으로 발전되었다. 이에 이 논문은 우리나라 해사행정법 정비 시에 적용할 수 있도록, 미국 해사행정법의 고찰을 통하여 우리나라와 다른 점 및 시사점을 찾아 제시하고자 한다. Legal systematization of maritime law can be very important. because, without it, we cannot ensure both safe operation of vessels and prevention of marine accidents. Recent tragedies of the Sewol ferry and Dolphin, a fishing boat, illustrate that insufficient and inadequate legal system are the major causes of maritime accidents. The legal system in South Korea has been developed on the basis of the systems of western countries. Even today, Korea’s system often depends on the advanced concepts for the legal systems of other countries. Therefore, an in-depth study of the legal systems of western countries will give us helpful analytical tools to organize and develop Maritime law in Korea. This paper analyzes both judicial system and Maritime administrative law of the U.S. Although the U.S. has an Anglo-American style of legal system, due to a long history of legal systematization, its Maritime administrative laws have developed into a unitary legal system. By close examination of the Maritime administrative law of the U.S., this paper will not only provide comparative knowledge of the differences between the legal system of the U.S. and that of Korea. but also suggest implications to help develop and consolidate Maritime administrative law in Korea.
2비트 시그마-델타 변조를 이용한 새로운 폴라 트랜스미터

This paper presents a novel polar transmitter architecture with a 2-bit sigma-delta modulator. In the proposed architecture, the 2-bit sigma-delta modulator is introduced to suppress quantization noise of conventional sigma-delta modulator. The power amplifier configuration is also modified in a binary form to accommodate the 2-bit digitized envelope signal. The Ptolemy simulation results of the proposed structure show that the spectral property is greatly improved in full transmit band of EDGE system. The fine quantization scheme of the 2-bit modulator lowers the noise level by 10dB without increasing the over-sampling ratio, which may be obtained if the over-sampling ratio increases twofold. Dynamic range is also enhanced up to 5dB owing to the new form of the power amplifier in the transmitter.

we have studied characterization of microbolometer based on the co-sputtered silicon-antimony ($Si_{1-x}Sb_x$) thin film for infrared microbolometer. We have investigated the resistivity and the temperature coefficient of resistance (TCR) with annealing. We deposited the films using co-sputtering method at $200^{\circ}C$ in the Ar environment. The Sb concentration has been adjusted by applying variable DC power from Sb targets. TCR of deposited $Si_{1-x}Sb_x$ films have been measured the range of -2.3~-2.8%/K. The resistivity of the film is low but TCR is higher than the other bolometer materials. Resistivity of the films has not been affected hugely according to the low annealing temperature however the resistivity has been dramatically decreased over $250^{\circ}C$. It is caused of a phase change due to the rearrangement of Si and Sb atoms during crystallization process of the films.

A micromachined sensor part for an infrared focal plane array has been designed and fabricated. Amorphous silicon was adapted as a sensing material, and silicon nitride was used as a membrane material. To get a good efficiency of infrared absorption, the sensor was made as a λ/4 cavity structure. All the processes were done in 0.5 ㎛ iMEMS fab. in the Electronics and Telecommunication Research Institute (ETRI). The processed MEMS sensor structure had a small membrane deflection less than 0.3 ㎛. This excellent deflection property can be attributed to the rigorous balancing of the stresses of individual layers. The efficiency of infrared absorption was more than 75% in the wavelength range 8 - 14 ㎛.
오목 렌즈 함수를 이용한 초 고해상도 Computer generated hologram 생성 기법

A very large number of pixels is required to generate a computer generated hologram (CGH) with a large-size and wide viewing angle equivalent to that of an analog hologram, which incurs a very large amount of computation. For this reason, a high-performance computing device and long computation time were required to generate high-definition CGH. To solve these problems, in this paper, we propose a technique for generating high-definition CGH by arraying the pre-calculated low-definition CGH and multiplying the appropriately-shifted concave lens function. Using the proposed technique, 0.1 Gigapixel CGH recorded by the point cloud method can be used to calculate 2.5 Gigapixels CGH at a very high speed, and the recorded hologram image was successfully reconstructed through the experiment.
