While the damage caused by terrorism continues throughout the world, including the September 11 terrorist attacks in the U.S. and the Paris attacks, the concept of “terrorism” has not even established its definition in the international community, and countries that enacted anti-terrorism laws have not clearly defined the definition of terrorism. This is because the nature of terrorism makes it difficult to determine its type and behavior, and the times are advanced and the way of terrorism is completely unexpected. Against such a situation, Anti-terrorism bill comprehensively regulates terrorism and details the concept of “terrorism” through the definition clause in Article 2 of the law. Of course, there are still criticisms that principle of constitutional clarity by concept is unclear. But after countless discussions since early 2001, it is more specific than initial bill. And the definition of the law is unambiguous to compare with other foreign laws. Also it meets the requirements of principle of constitutional clarity. 미국 9・11테러 및 파리테러 등 전 세계적으로 테러가 끊이질 않고 있지만, 국제사회에서는 ‘테러’의 정의조차 확립하지 못하였고 테러방지법을 제정한 나라들도 테러 및 관련 용어들의 정의를 명확하게 규정하지 못하고 있다. 이는 ‘다각화되는 테러의 양상’ 및 ‘사전 예방에 목적이 있는 특성’상 테러의 유형을 확정하기 어렵기 때문이다. 그러한 배경 속에서 제정된 현행 테러방지법은 테러를 포괄적으로 규율할 뿐만 아니라, ‘테러’ 등의 개념을 상세히 규정하고 있다. 이에 대해 ‘여전히 테러의 개념이 불명확하여 헌법상 명확성의 원칙에 반한다’는 비판이 있다. 그러나 현행 테러방지법은 2001년 최초 발의된 후 지속적인 논의 끝에 ‘테러’ 등의 개념이 구체화 되었고, 외국 입법례와 비교하여도 명확한 표현을 사용하는 것으로 평가되며, 명확성 원칙에 관한 기존 헌법재판소 결정에 비추어 볼 때 죄형법정주의에서 요구하는 기준을 충족한다고 판단된다.
Electrical Percolation of High-loaded NANOCARBON Fillers/Polymer Composites

Due to the integration of electronic devices, there is growing interest in lightweight materials with high electrical conductivity. The electrical conductivity of polymer/nanocarbon fillers (graphene nanoplatelet, carbon nanotube, etc.) composites based on the percolation theory could be improved by inducing good dispersion of the filler. Many studies have reported that the electrical conductivity of polymer/CNT composites was saturated to 100 S/m at 10 wt% filler content. In this study, a novel electrical behavior based on the classical percolation model was experimentally and theoretically investigated by incorporating up to about 40 wt% of the nanocarbon filler using an in situ polymerizable resin-based fabrication process.
