경찰의 드론테러 대응방안에 관한 연구

과학기술의 발전에 따라 우리 사회는 급속도로 변화되었고, 인간의 삶의 질은 향상 되었다. 그러나 정보화 사회의 디지털혁명으로 인한 계층간 정보격차, 사이버공간의 확대로 인한 신종범죄 등 다양하고 새로운 사회문제가 야기되었으며, 인간의 생명을 위협하는 예측불허의 테러가 발생하는 위험사회이기도 하다. 테러는 당면한 사회문제 를 반영하는 것이라 할 수 있다. 세계적으로 정치·경제·사회 등 많은 부분에 걸쳐 불 안정과 불확실성이 증가함에 따라, 우리나라도 범죄에 대한 두려움이 커지고 사회 양 극화로 인한 ‘외톨이형’ 우울범죄가 날로 증가하고 있다. 현대의 테러는 슈퍼 테러리 즘이라고 하며 전통의 재래식 무기의 사용뿐 아니라 신종무기인 핵무기, 사이버 테러, 세균, 방사성 등을 악용한 무차별적인 인멸살상을 하는 테러이다. 드론은 적재적소의 타깃을 값싸게 타격함으로써 재정적으로 열등한 단체가 최소의 투자로 전략적 이득을 극대화하는 방법으로 공격하는 새로운 테러방식이다. 드론의 특징인 공간적 제약으로부터 자유롭다는 것을 이용하여 테러의 주체들은 충분히 테러의 본질인 예상하지 못한 시간과 공간에서 테러를 일으킬 수 있다. 이처럼 세계에서 드론을 활용한 테러가 발생할 개연성이 높아지고 실제로 테러가 발생하고 국내에서도 드론테러 발생 위협이 높아지면서 드론테러 대응에 대한 구체 적인 방안을 모색해야 한다. 우리나라는 현재 드론테러에 대응하는 방법은 미흡한 실 정으로 국가중요시설 및 다중이용시설에 대한 드론 대비방어 태세를 조속히 갖추어 야할 것이다. 테러에 대응에 있어 어떤 조직보다 경찰조직은 테러 발생 최전방에서 초동대응과 함께 사전예방의 역할도 수행하기 때문에 경찰의 역할은 매우 중요하다고 볼 수 있다. 따라서 발생 위험도가 급격히 높아지는 드론테러에 대응하기 위해서 개선해야 할 구 체적인 방안들을 경찰조직을 중심으로 살펴보는 것은 아주 중요하다고 할 수 있다. 본 연구는 전 세계적으로 중요시되고 있는 드론 테러에 대한 대응을 위해 드론 테 러 범죄에서 경찰 조직의 중요성을 강조하고 드론 테러 범죄에 대한 효과적인 대응방 안을 제시하고 특히 경찰조직을 중심으로 구체적으로 법·제도적, 기술적, 조직적 한계 와 이를 극복하는 방안에 대하여 검토하였다. 드론테러에 관한 연구는 비교적 새로운 분야로 선행연구가 많지 않아 최대한 드론관련 단행본과 논문 등 학술연구 자료와 인 터넷 자료를 검색 및 분석을 통해 연구가 이루어졌다. 드론테러에 대한 경찰분야의 대응체계 및 방안을 검토하였으며, 경찰청 통계자료 및 관련 법령인 항공안전법, 테러 방지법, 전파법도 연구하였다. 이상 연구방법을 통하여 현재의 경찰조직의 드론테러 대응체계를 분석하여 문제를 파악하였고 테러 대응체계에서 어떤 부분에서 경찰의 역할이 중요하고 강화되어야 하 는지를 찿아 내기 위해 국내 대테러 대응체계 및 드론테러 대응체계를 구체적으로 살 펴보고 국민의 생명과 재산을 지키는 경찰들이 악의적 드론 비행을 사전에 예방하여 드론테러 발생을 막을 수 있도록 드론테러 대응의 문제점과 한계를 법·제도적, 기술적, 조직·인력 및 경찰의 역할로 나누어 살펴보고 그에 대한 개선방안을 제시하였다. 드론테러 대응체계의 한계점 및 문제점을 분석하여 드론테러에 대한 경찰 대응의 개선 방안을 제시함으로써 국민의 생명과 재산을 보호하는데 기여하고자한다. Our society has changed rapidly and human quality of life has improved with the development of science and technology, However, various new social problems have arisen, such as the digital divide of the information society and new crimes caused by the expansion of cyber space, and it is also a dangerous society where unpredictable terror that threatens human life occurs. Terrorism is a reflection of the social problems at hand. As instability and uncertainty increases in many parts of the world such as politics, economy, and society, the fear of crime is increasing, and “loneliness” depressive crimes due to social polarization are increasing day by day. Modern terrorism is called super-terrorism, and it is a terrorist attack that indiscriminately kills new weapons such as nuclear weapons, cyber terrorism, bacteria, and radioactivity. Drones are a new way of terrorism whereby financially inferior organizations strike in a way that maximizes strategic gains with minimal investment by cheaply hitting the right target. Using freedom from the spatial constraints that characterize drones, terrorist subjects can cause terrorism in unexpected times and spaces that are sufficiently essential to terrorism. As the likelihood of terrorism using drones in the world increases, in fact, terrorism occurs and the threat of drone terrorism increases in Korea, it is necessary to find specific ways to counter drone terrorism. Korea currently lacks the countermeasures against drone terrorism, and should prepare for the preparation of drones for defense against major national facilities and multi-use facilities as soon as possible. In the response to terrorism, the role of police organization is very important because the police organization plays the role of precaution and preventive action at the forefront of terrorism. Therefore, it is very important to examine the specific measures centered on the police organization in order to cope with drone terrorism which is rapidly increasing the risk of occurrence. This study emphasizes the importance of the police organization in drone terrorist crimes and suggests effective countermeasures against drone terrorist crimes in order to respond to drone terrorism, which is considered important worldwide. The technical and organizational limitations and how to overcome them were reviewed. The research on drone terrorism is a relatively new field, and there are not many previous studies, so the research was conducted by searching and analyzing academic and internet data such as drone-related books and papers as much as possible. We reviewed the police response system and measures for drone terrorism, and also investigated the National Police Agency's statistics and related laws such as the Aviation Safety Act, Anti-terrorism Act and Radio Law.

종격동과 흉막전이를 보인 전립선암: 증례 보고

Mediastinal and pleural metastasis of prostate cancer is very rare. To our knowledge, there have been no reported cases of prostate cancer associated with mediastinal metastasis and pleural seeding nodules. We report a histopathologically confirmed case of mediastinal and pleural metastasis originating from prostate cancer by biopsy, which on initial diagnosis, was suspected as being a malignant thymic tumor with pleural metastasis. 전립선암의 종격동으로의 전이는 드문 것으로 알려져 있다. 특히 종격동과 흉막으로 같이 전이된 경우는 아직 보고된바 없다. 저자들은 영상소견에서 전방 종격동의 악성 흉선종과 흉막전이로 의심하였으나 생검을 통해 전립선암의 전이로 진단된 증례를 보고하고자 한다.

A Multi-Period Input DEA Model with Consistent Time Lag Effects

Most of the data envelopment analysis (DEA) models evaluate the relative efficiency of a decision making unit (DMU) based on the assumption that inputs in a specific period are consumed to produce the output in the same period of time. However, there may be some time lag between the consumption of input resources and the production of outputs. A few models to handle the concept of the time lag effect have been proposed. This paper suggests a new multi-period input DEA model considering the consistent time lag effects. Consistency of time lag effect means that the time delay for the same input factor or output factor are consistent throughout the periods. It is more realistic than the time lag effect for the same output or input factor can vary over the periods. The suggested model is an output-oriented model in order to adopt the consistent time lag effect. We analyze the results of the suggested model and the existing multi period input model with a sample data set from a long-term national research and development program in Korea. We show that the suggested model may have the better discrimination power than existing model while the ranking of DMUs is not different by two nonparametric tests.

상용 7xxx Series Al 합금계 혼합분말의 소결 특성

The sintering characteristics of commercial 7xxx series Al-Zn-Mg-Cu alloy have been investigated. Sintering system of this blended elemental powder has aspects of both transient and supersolidus liquid phase sintering. Transient liquids occur when the constitution point during sintering lies in a solid phase region but where the sintering temperature is greater than either the melting point of one of the constituent or a eutectic temperature. Supersolidus liquid phase sintering occurs when a preblended powder is heated to a temperature between the solidus and liquids. However, these reaction were restrained their inter diffusion due to the appearance of the oxide film. Thus, 7xxx series Al alloy is extremely sensitive to process variables, including particle size, holding time and sintering temperature. Therefore, above phenomenons were observed formation and behaviour of the liquid by using SEM and DSC.

This paper is to present ways to vitalize talent sharing volunteer activities by analyzing the situations of talent sharing volunteer activities in Daegu city. A survey was conducted with participants of talent sharing volunteer programs and institutions which demand talent sharing volunteers. 601 questionnaires were distributed to talent sharing volunteers and 68 questionnaires were mailed to social welfare institutions where such volunteers were supervised. They were selected by an quota sampling and a convenience sampling. As a result, several suggestions are presented as follows: First, finance security is needed for invigoration of talent sharing volunteer activities and quality improvement. Second, talent sharing volunteer activities need to be actively promoted. Third, a privately led maintaining system for talent sharing volunteers needs to be established. Fourth, continuous work for talent sharing and expansion of program developments are needed. Fifth, recognition and rewards for talent sharing volunteer activities should be improved.
