한국사회는 국내체류 외국인 수의 증가에 따라 다문화사회로 급격히 진행하고 있다. 이에 따라 다문화정책은 그 어느 때보다 중요성이 강조되고 있지만 한국외사경찰은 아직 다문화사회에 대한 이해나 다문화정책 정향성에 대한 연구도 없이 단편적인 정책만 수립하여 시행하고 있는 실정이다. 여기서 다문화정책 정향성이란 다문화정책에 대해 가지는 이념적 가치관을 말하며, 차별적 배제, 동화주의, 다문화주의 3가지 모형으로 대별된다. 외사경찰의 다문화정책이 한국적 다문화사회에 적합하고 효과적이기 위해서는 다문화정책 정향성에 대한 분석이 절실하다고 하겠다. 이 연구는 한국 외사경찰의 개인적 특성, 직무특성, 인구사회학적 특성에 따라 다문화정책 정향성이 어떻게 나타나는 지에 대해 분석하는 데 그 목적이 있다. 이를 위해 2012년 2월 1일부터 20일간 전국외사경찰 중에서 경찰청 외사국주관 외사경찰 간담회에 참석한 400명을 대상으로 설문지를 배포하였으며, 수집 된 자료를 토대로 신뢰도 및 타당도 분석, 빈도분석과 기술통계분석, 독립표본 t-검증과 일원배치분산분석을 실시하였다. 실증분석 결과, 우선 한국외사경찰의 개인적 특성은 다문화정책 정향성에 크게 영향을 미치지 않는 것으로 나타났다. 직무특성의 경우에 외사경찰 조직체계는 차별적 배제주의와 동화주의에 영향을 미치는 설명변수로 분석되었고, 직무환경은 차별적 배제주의와 다문화주의에 있어서 상충되는 결과를 나타내고 있었다. 또한 직무교육과 차별적 배제주의, 직무성과와 다문화주의, 그리고 직무만족과 동화주의 간에 있어서 통계적으로 유의한 것으로 분석되었다. 이러한 결과를 토대로 정책제언을 하자면, 동화주의 중심적인 정향에서 탈피하여 다양성에 기초한 다문화정책 정향성이 형성될 수 있도록 종합적 대책이 필요하고, 외국경찰기관과의 국제협력 강화 등 외사경찰환경의 국제화를 강화해야 하며, 경찰관을 위한 문화 다양성과 감수성 훈련의 도입을 조속히 추진해야 할 것이다. Korea has faced the multicultural society, mainly due to increase in the number of foreign residents. Given that situation, the importance of the multicultural policy is recently emphasized while foreign affair police in Korea has nothing to do for understanding the multicultural society and studying the orientation toward the multicultural policy. Unfortunately, piecemeal policies have only been implemented. The multicultural policy orientation is defined as ideological value regarding policies toward the multicultural society, which can be classified with three models like the differential exclusion, assimilation, and multiculturism. For the multicultural policy implemented by foreign affair policy in Korea to be well adapted, analysis of the multicultural police orientation is indispensable. The purpose of this study examine how the multicultural policy orientation differentiates from individual characteristics, job characteristics, and demographic characteristics. For achieving the aim of the study, a survey was conducted for 400 foreign affair polices participated in the National Police Agency-driven meeting from 1st to 20th of February, 2012. Based on the survey conducted, several statistical analyses were implemented: reliability & validity test, frequency analysis, descriptive statistic, independent T-test and ANOVA. In result, individual characteristics of foreign affair police have an insignificant effect on the multicultural policy orientation. In terms of job characteristics, organization system of foreign affair police has a significant influence on the differential exclusion and assimilation while work environment shows a negative effect on the differential exclusion and assimilation. In addition, there are statistically significant results between job education and the differential exclusion, job performance and multiculturism, job satisfaction and assimilation respectively. Based on the results, this study suggests comprehensive alternatives be necessary for the multicultural policy orientation to consider various aspects rather than the assimilation-oriented policy. Additionally, cooperation with police force in other countries are required to build strongly internationalism in foreign affair police and sensitive training systems should be urgently implemented.
