본(本) 연구(硏究)는 1992년(年) 2월(月)부터 동년(同年) 8월(月)까지 한국(韓國)의 농어촌진흥공사(農漁村振興公社)(RDC)와 말레시아의 KTA기술용역단간(技術用役團間)의 기술제휴하(技術提携下)에 아세아개발은행(亞細亞開發銀行)의 기술협력기금(技術協力基金)에 의(依)한 말레지아북부(北部) Terengganu 농촌개발제(農村開發第)2단계사업(段階事業)의 타당성조사연구(妥當性調査硏究) 결과(結果) 중 말레시아정부(政府)의 경제정책방향(經濟政策方向), 농업개발(農業開發) 및 사업(事業)의 경제적(經濟的) 재무적(財務的) 타당성(妥當性)만을 발췌(拔萃)하여 본(本) 논문(論文)에 수록(收錄)하였다. 본(本) 농촌개발사업지구(農村開發事業地區)는 말레시아의 북동(北東)쪽에 위치(位置)하고 있는 Terengganu State의 Setiu-Besut양(兩) Distict가 포함(包含)되는데 경제적(經濟的)으로 가장 낙후(落後)된 지역(地域)으로 매년(每年) 행사(行事)처럼 찾아오는 홍수(洪水)때문에 농경지(農耕地)를 집약적(集約的)으로 경작(耕作)하지 못함으로써 지역농민(地域農民)들은 빈곤(貧困)에서 벗어나지 못하고 있고 침수기간중(浸水期間中)에는 지역(地域)의 경제활동(經濟活動)은 물론(勿論) 교통(交通)마저 불통(不通)되고 농촌하부구조(農村下部構造)의 손실(損失)은 물론(勿論) 사회경제적(社會經濟的)인 손실(損失)이 크며 Setiu River의 하구(河口)가 침전(沈澱)되어 어선(漁船)의 출입(出入)이 점점(漸漸) 곤란(困難)해지므로써 어민(漁民)들의 생계(生計)에도 위협(威脅)을 주는 지역(地域)이다. 따라서 본(本) 타당성(妥當性) 조사연구(調査硏究)의 근본적(根本的)인 목적(目的)은 농촌(農村)의 빈곤(貧困)을 타파(打破)하기 위하여 (1) 홍수(洪水)를 방지(防止)하고, 배수(排水) 및 관개개선(灌漑改善)을 하며, 하구(河口)를 개발(開發)하여 어민(漁民)들의 생산활동(生産活動)을 돕고 지역주민(地域住民) 및 농민(農民)들의 경제활동(經濟活動) 및 농업생산성(農業生産性)을 제고(提高)시키며 (2) 환경보호(環境保護) 및 관리(管理)를 통(通)하여 지역주민(地域住民)에게 쾌적(快適)한 농촌생활환경(農村生活環境)을 제공(提供)하고 생태계(生態系)의 변화(變化)를 방지(防止)하며 (3) 다각적(多角的)인 영농활동(榮農活動)을 통(通)하여 지역농민(地域農民)의 소득(所得)을 극대화(極大化) 할 수 있는 개발(開發)의 기본구상(基本構想)과 이에 대한 기술적(技術的) 경제적(經濟的) 타당성(妥當性)을 구명(究明)하는 것이다. 본(本) 사업지역(事業地域)의 총면적(總面積)은 9,500ha이며 이는 4,680ha의 기설지구(旣設地區)의 개보수관개사업(改補修灌漑事業)과 500ha의 과수단지(果樹團地), 200ha의 채소단지(菜蔬團地), 500ha의 옥수수단지(團地), 250ha의 엽연초생산단지(葉煙草生産團地), 2,760ha의 오일팜 및 고무나무단지에 소, 염소 및 양(洋)을 사육(飼育)하는 종합적(綜合的)인 농촌개발(農村開發)로서 농가(農家)의 농업소득제고(農業所得提高)에 큰 기여(寄與)를 하게 되며 Setiu강(江)의 유역(流域) 4,090ha에 대한 홍수경감대책(洪水輕減對策)으로 지역주민(地域住民)의 생활안정(生活安定) 및 교통(交通), 관광(觀光), 사회경제적(社會經濟的) 생산활동(生産活動)을 촉진(促進)하는 사업(事業)을 하게된다. 본(本) 사업(事業)의 공사기간(工事期間)은 1993년(年)부터 5개년간(個年間)이며 총사업비(總事業費)는 외화(外貨) 2천만불(千萬弗)을 포함(包含)하여 5천(千) 5백만불(百

The economic feasibility analysis including benefit-cost ratio and internal rate of return of a land consolidation and on-farm development project was mainly depended upon the direct benefits and costs arising during project life. Therefore the projects were neglected in allocating the government's financial funds and loans on account of the low economic rate of return of the project. Accordingly the extended benefit-cost analysis method should be introduced and adapted to cover not only the benefit s such as non-market values of environmental and food security fun ct ions of the project but also market values of the project outputs. The main purposes of this study are (1) to prepare a guide line for economic feasibility analysis based on the IBRD and ADB guidelines, (2) to estimate the benefits from productivity increase, labor saving, savings of O&M cost of farm mechanization and project facilities, savings of farmer's burden for their public health, increasing environmental and public functional value of paddy fields, improving food security condition and formation of peaceful and uncontroversial rural society by implementing the land consolidation and on-farm development, (3) to introduce the newly adapted analytical method as the extended benefit cost analysis which could make possible to be included the values of non-market goods such as the food security and the environmental public function of paddy fields. To carry out this study, the existing publications on the guidelines for economic agricultural projects were reviewed and consultation was made with a For the post evaluation study of the land consolidation and on-farm development project, field survey in Jigok and other comparative area were made to get available information. According to the project completion report, Jigok land consolidation and on-farm development project has 55ha of benefit area out of 69ha of gross area. The project was started in November 11th, 2000 and completed october 30th, 2001. The total project costs were amounted to 2,548 million won and the annual project benefits were estimated at 335million won evaluated by domestic market prices. The ERR(Economic Rate of Return) and SRR(Social Rate of Return) of the project based on the shadow pricing system were estimated at 4.4% and 16% respectively. On the other hand, the ERR and SRR based on the domestic market value system were amounted to 6.37% and 14.62%. In conclusion, Korean land consolidation and on-farm development projects have not carried out from the view point of economic rate of return under shadow pricing system but from the view point of domestic pricing system. For the future feasibility studies on land consolidation projects have to be carried out including the non-market values as environmental and food security function of the projects.
농업기계화(農業機械化)의 투자효과분석(投資效果分析)에 관(關)한 연구(硏究) -충남논산지역(忠南論山地域) 새마을 기계화영농단(機械化營農團)을 중심(中心)으로-

The Korean economy has been developed rapidly in the course of implementing the five year economic development plans since 1962. Accordingly the industrial and employment structure have been changed from the traditional agriculture to modem industrial economy. In the course of implementing export oriented industrialization policies, rural farm economy has been encountered labour shortage owing to rural farm population drain to urban areas, rural wage hike and pressure on farm operation costs, and possibility of farm productivity decrease. To cope with the above problems the Korean government has supplied farm machinery such as power tillers, tractors, transplanters, binders, combines, dryers and etc. by means of the favorable credit support and subsidies. The main objectives of this study are to identify the investment effects of farm mechanization such as B/C and Internal Rate of Return by machinery and operation patterns, changes of labour requirement per 10a for rice culture since 1965, partial farm budget of rice with and without mechanization, and estimation labour input with full mechanization. To achieve the objectives Saemaeul farm mechanization groups, common ownership and operation, and farms with private ownership and operation were surveyed mainly in Nonsan granary area, Chungnam province. The results of this study are as follows 1. The national average of labor input per 10a of paddy has decreased from 150.1Hr in 1965 to 87.2Hr in 1985 which showes 42% decrease of labour inputs. On the other hand the hours of labour input in Nonsan area have also decreased from 150.1Hr to 92.8Hr, 38% of that in 1965, during the same periods. 2. The possible labor saving hours per 10a of Paddy was estimated at 60 hours by substituting machine power for labor forces in the works of plowing, puddling, transplanting, harvesting and threshing, transporting and drying The labor savings were derived from 92.8 hours in 1986 deducting 30 hours of labor input with full mechanization in Nonsan area. 3. Social benefits of farm mechanization were estimated at 124,734won/10a including increment of rice (10%): 34,064won,labour saving: 65,800won,savings of conventional farm implements: 18,000 won and savings of animal power: 6,870won. 4. Rental charges by works prevailing in the area were 12,000won for land preparation, 15,000won for transplanting with seedlings, 19,500won for combine works and 6,000won for drying paddy. 5. Farm income per 10a of paddy with and without mechanization were amounted to 247,278won and 224,768won respectively. 6. Social rate of return of the machinery were estimated at more than 50% in all operation patterns. On the other hand internal rate of return of the machinery except tractors were also more than 50% but IRR of tractors by operation patterns were equivalent to 0 to 9%. From the view point of farmers financial status, private owner-operation of tractors is considered uneconomical. Tractor operation by Saemaeul mechanization groups would be economical considering the government subsidy, 40% of tractor price. 7. Farmers recommendations for the government that gained through field operation of farm machinery are to train maintenance technology for rural youth, to standardize the necessary parts of machinery, to implement price tag system, to intercede spare parts and provide marketing information to farmers by rural institutions as RDA,NACF,GUN office and FLIA.
미곡생산(米穀生産)에 있어서 관개용수(灌漑用水)의 한계편익(限界便益)·비용분석(費用分析)

Rice cultivation is not only the main resource of farm income and staple food but also the root of cultural life of Korean people. Korean government has carried out irrigation water development with heavy investment to cope with water shortage in rice fanning as a link of the five years economic development plans. In spite of the continuous accomplishment of irrigation water development, the marginal benefits-costs of irrigation water has not been studied. Owing to the government full support for the operation and maintenance of irrigation facilities, price of irrigation water as a membership fee could not be formed as the municipal and industrial water prices. Accordingly this study is aimed at identifying firstly the marginal benefits-cost of irrigation water, secondly deriving the macro-econometrics models as supply and demand functions of irrigation water and thirdly examining the marginal benefits-cost ratio. The trends of supply and demand prices of irrigation water were estimated annually. Considering the marginal benefits-cost ratio as 1.3, it was identified that additional irrigation water development projects still have an economic feasibility under the present economic situation in Korea.

This study is aimed at evaluating the present management status of the rural special production area development projects and identifying managerial problems to propose new direction of the political countermeasures for the projects. In the con text of implementing the five year's economic developent plans for the past three decades, agricultural production and farm-household income have also been grown rapidly. However the income gap between rural and urbarn laborer, as an internal problem, has widened during the decades and the UR problems concerning free trade of agricultural products, as an external problems, are now agonizing the small-holder farm economy in Korea. The internal and external farm problems could be solved through improvement of agricultural structure and provision of off-farm jobs for farm household income increase. As a part of the off-farm income sources, the rural special production area development projects have propelled by the government throughout the country. The main problems to be solved for the successful implementation of the projects are as follows : 1. Present loan amount by the financial fund was estimated at 6-7% of the total installation costs required. To expand and implement the project successfully, enough financial credit support with favorable terms and conditions have to be considered by the government. 2. The operation patterns of the special production area development project should be recommended from the view point of cooperative and private operation to maximize farm household incomes including profits, marketing charges and dividens. 3. Improvement of the marketing channel of the products and marketing information through TV program and other mass communication should be implemented strongly to promote marketsales by the financial supports of the government. 4. In connection with the off-farm income increase, the population migrating to urban area in outside Chungnam province equivalent to 10-12 thousand persons with age of 20-49 years should be taken into account politically to be employed in the projects in the province. 5. Surplus farm labors should be created by means of improvement of agricultural structure including large farm management with farm mechanization and job opportunities have also to be provided in connection with the rural special production area development projects. The two imminent subjects are the prerequisites to increase off-farm incomes for the farmers living in Chungnam province. 6. Required credit supports for investment and operation costs of the projects should be taken actions by the government.
농어촌정주생활권 개발(開發)을 위한 주민(住民)의 의식조사(意識調査) - 충남서부지역(忠南西部地域)을 중심(中心)으로 -

Since the first five-year economic plan starting in 1962, Korea has pursued the policy of economic growth emphasing on the export-oriented industrialization. As a result of export-oriented industrialization, national economy, as a whole, has leveled up. But growth gap between rural and urban area became widened due to declining agricultural sector. Therefore, at this time, development policy for the agriculture should be changed into the broader plan including the welfare of rural residents in order to improve their living conditions. The results of this study are summarized as follows ; 1. The results of survey shows that only 15.5% of rural residents satisfy their rural lives and that 62.8% of residents want to leave their town. Difficulty of educating their children in rural area is found to be major reasons for moving out 2. The results of surveying the demand for rural development by rural residents are figured as follows ; (1) Industrial-economic development - Agricultural development : 38.4% - Rural industrialization development : 23.4% - Farm machinization : 162% (2) Social development for rural residents - Improvement of rural welfare : 33.4% - Expansion rural organization for development : 25.8% - Improvement of educational circumstances : 20.1% (3) Living conditions - Amelioration of community and housing facilities : 55.1% - Disposal facilities for trash : 20.5% As the surveying results show, it can be concluded that rural residential area development project must be enforced to meet demand for the development for rural residents.
간척사업(干拓事業)의 다기능적(多機能的) 편익(便益)-비용분석(費用分析)과 발전방향(發展方向)

The most limited production resource in Korea is land. During the period from 1995 to 2002, annual farm land area of 17,600ha have been converted to urban and industrial land. The self-sufficiency rate of rice, Korean staple food, is expected to be decreased from 97.5% in 2003 to 60-70% in 2020. Under such conditions, this study is aimed at first identifying multi-functional benefits of the reclamation projects such as agricultural production, industrial water supply, urban land supply, transportation effects, sightseeing effects and environmental values with and without the projects. To carry out the objectives, three existing tideland reclamation projects such as Daeho, Kumgang and Yongsangang irrigation project stage II were evaluated and Saemangeum tideland reclamation project which was jointly revaluated by environmental NGO and Govn't appointed specialists in 2000 was reviewed. According to this study results, tide land reclamation projects were showed financially and economically feasible and environmentally sustainable. The joint cost like estuary dam should be allocated based on the multi-functional benefits of the projects. To allocate the joint cost, legal and institutional improvement should adapt the joint cost allocation method as the specific cost-remaining benefit method. Korea has more than 402,000 ha of tidal flat of which 76,396ha have been reclaimed in 2003. To meet food security and to cope with shortage of land, phil-environmental reclamation projects should be continuously implemented and necessary tidal flats for protecting environmental ecosystem should be remained according to the detail survey results of reclaimable resources.
농업생산기반 정비사업의 산업연관효과분석 -황락 저수지지구를 중심으로-

This study is aiming at identifying the foreward and backward lingkage effects of the farm land base development project. Korean Government has continuously carried out farmland base development projets including the integrated agricultural development projects. large and medium scale irrigation projects and the comprehensive development of the four big river basin including tidal land reclamation and estuary dam construction for the all weather farming since 1962. the starting year of the five year economic development plans. Consequently the irrigation rate of paddy fields in Korea reached to 75% in 1998 and to escalate the irrigation rate, the Government had procured heavy investment fund from IBRD. IMF and OECF etc. To cope with the agricultural problems like trade liberalization in accordance with WTO policy, the government has tried to solve such problems as new farmland base development policy, preservation of the farmland and expansion of farmland to meet self-sufficiency of foods in the future. Especially, farmland base development projects have been challanged to environmental and ecological problems in evaluating economic benefits and costs where the value of non-market goods have not been included in those. Up to data, in evaluating benefits and costs of the projects, farmland base development projects have been confined to direct incremental value of farm products and it's related costs. Therefore the projects'efficiency as a decision making criteria has shown the low level of economic efficiencies. In estimating economic efficiencies including Leontiefs input-output analysis of the projects could not be founded in Korea at present. Accordingly this study is aimed at achieving and identifying the following objectives. (1) To identify the problems related to the financial supports of the Government in implementing the proposed projects. (2) To estimated backward and foreward linkage effects of the proposed project from the view point of national economy as a whole. To achieve the objectives, Hwangrak benefited area with reservoir which is located in Seosan-haemi Disticts, Chungnam Province were selected as a case study. The main results of the study are summarized as follows : a. The present value of investment and O & M cost were amounted to 3,510million won and the present value of the value added in related industries was estimated at 5.913million won for the period of economic life of 70 years. b. The total discounted value of farm products in the concerned industries derived by the project was estimated at 10,495million won and the foreward and backward linkage effects of the project were amounted to 6,760 and 5,126million won respectively. c. The total number of employment opportunities derived from the related industries for the period of project life were 3,136 man/year. d. Farmland base development projects were showed that the backward linkage effects estimated by index of the sensitivity dispersion were larger than the forward linkage effect estimated by index of the power of dispersion. On the other hand, the forward linkage effect of rice production value during project life was larger than the backward linkage effect e. The rate of creation of new job opportunity by means of implementing civil engineering works were shown high in itself rather than any other fields. and the linkage effects of production of the project investment were mainly derived from the metal and non-metal fields. f. According to the industrial linkage effect analysis, farmland base development projects were identified economically feasible from the view point of national economy as a whole even though the economic efficiencies of the project was outstandingly decreased owing to delaying construction period and increasing project costs.
귀비탕(歸脾湯)과 귀비탕가미방(歸脾湯加味方)의 항산화 효과 및 6-Hydroxydopamine에 대한 PC12 세포 보호효과 비교연구

Objectives : This Study was performed to assess the antioxidative and neuroprotective effect of Guibi-tang(Guipi-tang) and Guibi-tang gamibang(Guipitang jiaweifang) on PC12 cells. Methods : The antioxidative effect was investigated through the DPPH radical and ABTS cation scavenging methods and total polyphenol amount of Guibi-tang(Guipitang) and Guibi-tang gamibang(Guipitang jiaweifang). The neuroprotective effect of Guibi-tang(Guipitang) and Guibi-tang gamibang(Guipitang jiaweifang) was assessed using MTT assay in PC12 cells. The scavenging effect of Guibi-tang(Guipitang) and Guibi-tang gamibang(Guipitang jiaweifang) on NO and ROS production induced by 6-OHDA in PC12 cells was evaluated, as well as the attenuating effect of Guibi-tang gamibang(Guipitang jiaweifang) on GSH reduction. Results : 1. Guibi-tang(Guipitang) and Guibi-tang gamibang(Guipitang jiaweifang) had concentration-dependent scavenging activities of DPPH radical 2. Guibi-tang(Guipitang) and Guibi-tang gamibang(Guipitang jiaweifang) had concentration-dependent scavenging activities of ABTS cation. 3. Total polyphenol amount of Guibi-tang(Guipitang) and Guibi-tang gamibang(Guipitang jiaweifang) was calculated 79.10${\pm}$2.20 pg/IO mg and 121.03${\pm}$1.11 pg/IO mg, respectively. 4. Cell viability of Guibi-tang(Guipitang) was increased in a dose dependent manner. Guibi-tang gamibang(Guipitang jiaweifang) was increased at low concentrations, but decreased at high concentrations. 5. In Guibi-tang(Guipitang), cell viability of PC12 cell treated with 6-OHDA was decreased by pre-treatment, and increased by post- and co- treatment. Cell viability of Guibi-tang gamibang(Guipitang jiaweifang) showed variable effects by pre-treatment, but increased by post- and co- treatment. 6. NO production rate of Guibi-tang(Guipitang) didn't show a significant effect, but that of Guibi-tang gamibang(Guipitang jiaweifang) was decreased in a dose dependent manner. 7. ROS production rate of Guibi-tang(Guipitang) was decreased at some concentrations. In Guibi-tang gamibang(Guipitang jiaweifang), ROS production rate was decreased at high concentrations. 8. Guibi-tang gamibang(Guipitang jiaweifang) protected the 6-OHDA-induced GSH reduction. Conclusions : These results demonstrate that both Guibi-tang(Guipitang) and GBTGMB have antioxidative and neuroprotective effect, but Guibi-tang gamibang(Guipitang jiaweifang) has more antioxidative and neuroprotective effect than Guibi-tang.

The gap of the quality of life and living environment between urban and rural area have been widened since the industrialization and urbanization oriented five year economic development plans started in 1963. To mitigate the gaps, Korean government had commenced the cultural(collective) village development projects, as a pilot cases such as Gyeryong and Ucheon projects from 1991. This paper contains first the concepts of cultural village, types of village formation, types of village development, allocation problems of housing sites, procurement of project costs and other problems experienced during constuction of the projects. The main policy guidelines for the successful development of cultural villages are as follows: 1. Cultural village development should be carried out in coincide with the present status of farm household incomes. 2. The countermeasures should be consistant with the general objective of the cultural village development institutionally. 3. Propaganda of the cultural village development in rural area is prerequisite to success the projects. 4. Favourable terms and conditions of credit loans as loan amount of 30 million won with interest rate of 3% per annum and 25 years repayment period including 5 years grace period should be given by the Government. 5. Special benefits in the tax system should be given to rural peoples in the cultural villages. 6. The cultural village development should be classified into two groups as the cultural village development in rurban area and the cultural village development in rural area.
