The Higher Education Act was amended in 2018. At that time, a new law for the lecturers (the revised lecturer law) was enacted and will take effect on August 1, 2019. Many lecturers will get some kind of citizenship at the university and expect treatment improvements. However, because of cost reduction, universities are dismissing (removing) a lot of lecturers. In Korea, part-time lecturers are virtually Kleenex workers or toner workers. The university is opposed to the revised lecturer law as extreme. Because universities do not want professors in good working conditions. They want part-time lecturers on bad working conditions like a reserve army of labour. The revised lecturer law became an excuse for dismissal of the lecturers. Korean universities have become the society of dead professors. The number of courses decreased by laying down the lecturers. Labor intensity of full-time professors is increasing. The educational environment is deteriorating. Undergraduates' right for learning is being violated. The future of graduate student is gloomy. Because they might even lose the opportunity to become a lecturer. Is it because of the revised lecturer law? I don't think so. The problem lies in the other. Universities that operate like a corporation have been restructuring their lecturers since 2010 to earn good marks in cost reduction and university evaluation. In particular, the mass layoffs of lecturers took place in 2013, 2014 and 2016. From 2010 to 2018, more than 35,000 lecturers were kicked out of university. The structural problem lies in increasing unstable labor in universities. The irregularization of professorship is a key feature of the professor labor market. In order to understand the current situation properly, we should pay attention to the actual condition and the background of the part-time lecturer system, invited professor system, adjunct professor system, non-tenure professor system, etc. The details of the enactment procedures and laws of the revised lecturer law and the enforcement ordinance should also be examined in detail. Lecturer law has no sin. The problem is in the corporate university. It is necessary to strive for anger and resistance against exploitation and discrimination, joining trade unions for professors and lecturers, establishing the revised lecturer law at universities, seeking better alternatives and working beyond corporate universities. 2018년에 고등교육법이 개정되었다. 그때 강사를 위한 새로운 법(개정 강사법)이 제정되었고 2019년 8월 1일부터 시행된다. 강사들은 대학에서 일종의 시민권을 취득하게 될 것이고 처우 개선도 기대하고 있다. 하지만 ‘돈’을 이유로 대학들은 강사들을 해고(제거)하고 있다. 한국에서 시간강사는 사실상 일회용 크리넥스 노동자 또는 토너 노동자다. 대학은 개정 강사법에 극력 반대하고 있다. 왜냐하면 대학들은 산업예비군 같은 시간강사를 원하지 좋은 노동조건하에 있는 교수를 원하지 않기 때문이다. 개정 강사법은 강사 정리해고의 핑계거리가 되었다. 한국의 대학은 죽은 교수의 사회가 되어버렸다. 강사들을 해고하면서 강좌 수가 많이 줄었다. 전임교수들의 노동 강도가 높아지고있다. 교육환경이 나빠지고 있다. 학생들의 학습권이 침해당하고 있다. 대학원생들의미래가 암울해 지고 있다. 강사가 될 기회마저 잃을지도 모르기 때문이다. 새로운 강사법 때문인가? 그렇지 않다. 문제는 다른 데 있다. 기업처럼 운영되는 대학은 비용절감과 대학평가에서 좋은 성적을 내기 위해 2010년부터 강사에 대한 구조조정을 해 왔다. 특히 강사 대량해고가 2013년, 2014년, 2016년에 일어났다. 2010년부터 2018년까지 3만 5,000명 이상의 강사가 쫓겨났다. 구조적 문제는 대학에서 불안정 노동이 증가하는 것에 있다. 교수직의 비정규직화는교수노동시장의 핵심 특징이다. 현 사태를 제대로 이해하려면 시간강사, 초빙교수, 겸임교수, 비정년 트랙 전임 교원 제도 등의 등장 배경과 실태를 함께 봐야 한다. 개정 강사법과 시행령의 제정 과정과 법령의 내용도 상세하게 살펴야 한다. 강사법에는 죄가없다. 문제는 기업형 대학에 있다. 착취와 차별에 맞서 분노하고 저항하는 것, 교수와강사를 위한 노동조합에 가입하는 것, 개정 강사법을 대학에 정착시키는 것, 더 나은 대안을 모색하면서 기업형 대학을 넘어서기 위해 노력하는 게 필요하다.
