        무기체계의 효과분석과 의사결정을 위한 다기준분석 방법론의 연구

        Weapon system currently considers the research about effect analysis including cost effectiveness methodology for a budget management and an achievement of the military strategy goal. So that, this study considers the theoretical background, strength and weakness of several Multi-Criteria Decision Making, and an effect analysis of weapon system. And AHP(Analytic Hierarchy Process) is selected for the best effect analysis methodology of weapon system. Therefore, we applied AHP to the case study of the new generation Multiple Launcher Rocket System, performing the analysis of cost effectiveness methodology. Using AHP and cost effectiveness methodology, we propose the actual and proper decision making result.

        헬스케어산업 관점에서 본 린스타트업 적용 사례연구: (주)휴메딕스 사례를 중심으로

        최근 해외뿐만 아니라 국내에서도 헬스케어 산업에 대한 투자가 지속적으로 증가하고 있다. 그러나 시간과 비용이 많이 들어가는 헬스케어 산업의 특성은 창업 활성화 및 투자에 제약이 되고 있다. 이 때문에 IT산업 분야의 스타트업 기업에 적용되어 효용성을 인정받고 있는 린스타트업 방법론이 헬스케어 산업 분야의 스타트업에도 적용 가능한지를 살펴보는 것은 중요한 의미를 갖는다고 하겠다. 본 연구에서는 헬스케어 산업분야에서 기술력을 바탕으로 창업하여 벤처캐피탈 투자유치 및 코스닥 상장까지 이룬 기업의 사례를 통해서 IT 산업분야 초기 창업기업에 적용되어 왔던 린스타트업(Lean Startup)이론의 응용 가능성을 모색하고자 하였다. 헬스케어 산업분야의 특성 및 린스타트업 관점의 접근을 통한 사례연구의 함의는 다음과 같다. 첫째, 시제품의 테스트가 법으로 엄격히 규제되어 있는 헬스케어 산업분야의 기술창업일수록 린스타트업 이론에 의한 최소요건제품(MVP, Minimum Viable Product) 개발을 통한 가설검증이 중요하다. 둘째, 헬스케어 산업과 같이 전임상(pre-clinical study), 임상 시험 등 인허가 과정이 길고, 비용이 많이 들어가는 산업일수록 연구조직을 스타트업(Startup) 조직으로 구성하고 연구원의 기업가정신(Entrepreneurship)을 함양해야 된다. 셋째, 젊은 엔지니어의 기술창업을 활성화하기 위해서는 기업가정신 함양과 같은 응용인문학 교육과 더불어 린 스타트업과 같은 스타트업을 위한 차별화된 경영기법이 요구된다. The investment in healthcare industry has recently increased not only for global ventures but also for the domestic ventures. However, there has been hardship of founding and investment caused by healthcare startups characteristics that are costly and time consuming. In this study, the applicability of 'Lean Startup' theory to healthcare ventures was explored through the case of a domestic startup which accomplished funding from VC and KOSDAQ after establishing based on its technology in healthcare industry. There have been numerous case studies that applied 'Lean Startup' to IT industry. However, this case study that applied 'Lean Startup' to healthcare industry have some implications as follow: First, it is critical to conduct a hypothesis testing at initial research stage through R&D of 'MVP' (Minimum Viable Product) as the prototype testing is strictly prohibited in healthcare industry. Second, healthcare R&D teams ought to be well organized as startup teams and all researchers should be equipped with entrepreneurship as the licensing process in healthcare industry is time-consuming and costly due to issues like clinical studies. Lastly, management skills as smart and light as 'Lean Startup' are required in order to encourage young engineers' technology startups.

        PLT buffer층의 삽입에 따른 강유전 PZT박막의 특성 향상

        The Pb(Zr,Ti)O$_3$ thin films were fabricated with Pb(La,Ti)O$_3$ buffers in-situ onto Pt/Ti/SiO$_2$/Si substrates by pulsed laser deposition method. We have observed the increase of the remanent polarization using PLT buffers. The remanent polarization value of 33.4 $\mu$C/$\textrm{cm}^2$ and the coercive field value of 66.4 kV/cm were obtained when the PLT tufter was deposited for 15 seconds. Enhancement of the polarization is resulted from the enhanced orientation of PZT thin film because of the PLT buffet layer.

        탄소나노튜브 밀도의 변화에 따른 전자방출 안정성 연구

        본 연구는 실리콘 질화막 박막을 덮개층으로 사용하여 탄소나노튜브를 성장하고, 성장된 나노튜브의 전자방출특성을 조사하였다. 탄소 나노튜브는 triode PE-CVD 장치에 의해 성장되었으며, 탄소나노튜브의 밀도는 실리콘 질화막의 두께에 따라 크게 변하였다. 탄소 나노튜브의 밀도가 $10^{4}$/$cm^{2}$에서 전자방출 특성이 가장 우수하였으며, 이때 전자방출특성은 문턱전계 1.2 V/$\mu$m, 전류밀도는 3.6 V/$\mu$n의 전기장에서 0.17 mA/$cm^{2}$으로 측정 되었다. 또한, 진공 챔버에서 질소($N_{2}$) 분위기 하에서 전자방출 안정성을 조사하였으며, 탄소나노튜브의 밀도가 감소함에 따라 전자방출 안정성이 향상되었고, 탄소나노튜브의 밀도가 $10^{4}$/$cm^{2}$ 인 경우 $1\times10^{-4}$ A/$cm^{2}$ 이상의 전류가 흐르는 특성을 보였으며, 이 경우 $1\times$$10^{-5}$ Torr의 압력하에서 방출 전류의 안정도는 최소인 $2\%$를 유지하였다. We report on the field emission properties from vertically aligned carbon nanotubes (CNTs) produced by a triode PECVD with a SiNx capping layer on metal catalyst. It is found that the CNTs density can be controlled by the capping layer thickness and decreases with increasing SiNx thickness. The CNT density of $\~$ 104/$cm^{2}$ exhibited highest electron emission characteristics, the threshold field of 1.2 V/$\mu$m and the current density of 0.17 mA/$cm^{2}$ at 3.6 V/$\mu$m. We have carried out investigation of electron emission stability under ambient gas of N2. The electron emission stability was improved with decreasing CNT density. Under $1\times$$10^{-5}$ Torr ambient pressure, the CNTs in 5 $\mu$m hole show electron emission current higher than $1\times$$10^{-4}$ A/cm2 and it's electron emission uniformity has $2\%$.

        현지국 국가위험도 변화가 외국인 신규투자 및 추가투자에 미치는 영향

        Half of the total foreign investments in Korea in 1998 were made in the form of increased investment. Nevertheless various policies of the Korean government for attracting more investments are focused only on the initial investment. Furthermore, studies and empirical tests have also been concentrated on the same area. Generally investors of the additional investments are in a better position with easier access to sources of information, thereby obtaining necessary information more efficiently in terms of time and cost than those of new projects. Such information includes major national news, local market trend, and consumer behaviors. Their comparative-competitive edges, such as lower information-searching cost and capabilities to quickly adjust themselves to changes of a investment environment make it possible for their investment plans to be less affected by uncertainties of the host nation. The results of empirical analysis are consistent with this argument. Whereas initial investments are sensitive to social uncertainty factors such as country risk, increased investments are not as senstive. The fact that the investors become less risk-averse gives us a clue how to set our targets. We are more likely to accomplish our objectives by putting more enthusiasm and resources into the increased investment than into the initial investment. Policy-makers can establish better systems for inducing foreign investment by understanding these characteristics of the increased investment. It is all the more so when we face fast-changing investment environment.

        NiTi 호선을 이용한 초기 배열 후 디지털 방식 투명교정장치의 적용

        경미한 I급 부정교합의 경우, 회전 및 경사 조절은 먼저 NiTi 호선을 사용하여 달성한 후, 순설 이동 및 약간의 수직 조절은 투명교정장치로 이루는 방법을 선택할 수 있다. 이때 tooth capture가 잘 안 되는 부위에서는 slingshot 또는 수직 고무줄을 사용하여 보완할 수 있다. There are interferences between the teeth to be moved and the clear aligner made from setup. These interferences generate forces which move teeth to the desired position. However, these can cause incomplete tooth capture of clear aligner. When these interferences exceed the acceptable deformation of aligner, unwanted intrusion of teeth to be moved occurs. When correction of rotation or tipping of teeth is attempted, intrusion prevails before rotation or tipping. However, clear aligner can induce labiolingual tipping or intrusion easily. To achieve preliminary alignment including control of rotation and tipping, NiTi archwires with fixed appliance can be used first, and then clear aligner can be used for finishing in mild Class I maloccusion cases. For this purpose, clear aligner can be made using a digital setup and 3D printing. To move teeth using a clear aligner, tooth capture is critical. To improve tooth capture of clear aligners, slingshot or vertical elastics can be used. These were discussed with illustrations.

        성장기 구순구개열 환자의 악정형 치료에 관한 최신 지견

        Maxillary growth is hindered by the restricting pressure from the scar tissue formed after lip closure and palate closure surgeries of the cleft. Therefore, the anteroposterior skeletal relationship of both jaws exacerbates as patient grows. Conventional facemask treatment is valuable for dentoalveolar compensatory treatment and for very mild maxillary hypoplasia. To achieve further maxillary protraction, bone-anchored facemask or bone-anchored maxillary protraction can be attempted. For moderate maxillary hypoplasia, surgical orthodontic treatment after growth completion can be an efficient treatment reducing uncontrollable problems. For moderate to severe maxillary hypoplasia, distraction osteogenesis (DO) can be used alone or with later surgical orthodontic treatment. To compensate the severe relapse after DO, overcorrection and bone plate placement after DO are recommended. In case of hypernasality, maxillary anterior segmental distraction osteogenesis can be chosen to prevent exacerbation of the hypernasality.

        행정기본법 하에서 인허가의제의 운용방향

        The deemed authorization or permission has been widely introduced and used, but its contents and methods are not uniform. Although regulations on the licensing agenda were introduced in General Act on Public Administration, it is difficult to see that the legal issues surrounding the deemed authorization or permission have been clearly clarified with those regulations. Looking at the flow of the Supreme Court ruling and the interpretation of the Ministry of Legislation, the divisible deemed authorization or permission is widely accepted instead of integrated deemed authorization. Even in light of the related regulations under the General Act on Public Administrative, the application of the deemed authorization or permission should be developed on the premise of the divisible deemed authorization or permission. Relevant authorization is established internally through consultation of the relevant authorizing administrative authority , and takes effect externally through notification of the primary authorization. Accordingly, the relevant authorizing administrative authority may revoke or withdraw relevant authorization, and even in the case of a dispute over relevant authorization, the relevant authorizing administrative authority may become the defendant. If consultations cannot be reached because the relevant authorization requirements are not met, a lawsuit regarding the refusal of relevant authorization is filed against relevant administrative agency. On the other hand, if it is impossible to proceed with the project according to the primary authorization without relevant authorization, the primary authorization itself may be rejected. In this case, a lawsuit is brought against the refusal of both primary and relevant authorization. The litigation becomes complicated according to the concept of divisible deemed authorization or permission but this can be resolved through the introduction of procedural rules. To this end, It is necessary to introduce regulations on the indication of the administrative agency, the presentation of reasons for the refusal of the consultation, the object of dispute and the defendant. Finally, it is necessary to reexamine whether the omission of relevant authorization procedures is justified. Under the divisible deemed authorization or permission, relevant authorization procedures are guaranteed in principle, and procedures can only be omitted in exceptional cases if necessary for rapid business progress. Legislative reorganization should be made through a comprehensive review of individual laws. In addition, the relevant authorizing administrative authority should be allowed to proceed with relevant authorization procedures if necessary.
