번역된 일본 제국주의 교육정책 -“보통학교직원 수지요강”에 대하여

The main reference of this essay is “The Doctrinal Outline of Common School Employees”, bound in “The Purport of Old Textbooks.”(舊敎科書趣意) The latter is binding several copies published by Joseon Government General and Korean Empire`s education ministry(學部). Title and binder`s name, Gim Du-Won(金斗元) are written by a brush in the front cover of “The Purport of Old Textbooks.” “The Doctrinal Outline of Common School Employees” is the compile of Dawara Magoichi(俵孫一)`s speeches. As the vice-minister of education ministry in Residency-General, his speeches are the primal references to estimate Japanese imperialistic education policy and the writing style of Japanese imperial bureaucrats. Interestingly enough Dawara`s speech is translated by rubi(ルビ) written in Korean and Chinese letters. Therefore it has two issues for Korean Studies; 1st the context of its circulation to Common School`s Korean employees; 2nd translation through rubi, shows the difference between Korean, Japanese in early modern. I review the phase of its translation and attempt comparative research between it and Korean Empire`s education ministry`s instructions, representative references of educational movement in modern enlightenment era. As a result, I present the violent pillage of Korean Empire`s private schools sealed in Dawara`s speech. Also I present that the writing style of Dawara, the representative imperial bureaucrat, is inappropriate for modern administration.

Recently a new algorithm which combines advantages of the IMM and IE methods has been suggested. The combined-IMM/IE algorithm could improve the performance to some extent. However, the problem of large increase of tracking error near the maneuver detection due to the sudden maneuver input has not been solved. In this paper, we propose two schemes which can resolve this limitations of combined-INN/IE algorithm. For illustrations of the performance of the proposed methods, Monte-Carlo simulations are carried out and the results are analyzed.

This paper presents a low cost and high accuracy integrated Global Positioning System (GPS)/dead reckoning(DR) system. The integrated GPS/DR system is capable of providing highly accurate position data in real-time or in post processing. Based on the analysis of the main error source affecting the DR measurements, an eight-state mathematical model for the integrated system has been developed to represent these errors. This eight-state model has been used to build a nonlinear filter for the estimation of the state vector at every epoch when DR measurements are available. The accuracy of the system has been evaluated using 1Hz DR measurements and 3Hz continuous GPS position estimates. Through numerical simulation the system performance during periods with GPS outage has been investigated by comparing two different noise models. While one model is the position estimation filter containing a single noise model. the other filter includes two-level noise model The simulation results have shown that the estimation filter containing two-level noise model for computing the position error of the integrated GPS/DR system yields better performance that the filter including the single-level noise model does.

Though the functions and operational procedures of current ACAS-II are upgraded several times owing to technical advancement, so far the mid-air collision accidents never come to an end. Recently to solve the major issues of ACAS-II, ICAO began to develop a future ACAS (Airborne Collision Avoidance System ) by the year 2015. Accordingly in order to prepare for international standardization of the future ACAS, in this paper a policy is proposed for domestic implementation of the future ACAS based on the results from studying the technical standards and future development trends of ACAS.

근대계몽기 잡지의 번역과 분과학문의 형성 -『조양보』와 『대한자강회월보』의 사례-

The essential task of Korean modern enlightenment era is to confront the crisis, Japanese colonization. As the spirit of the times, compathy that the traditional writing, thoughts and scholarship based on the classical language, classical Chinese must be replaced or improved with modern academic discipline based on national language, Korean is built during the era. However, to replace classical Chinese which have solid cultural tradition, the capability of national language is still insufficient. To broaden the contents of Korean language, translation in Korean-Chinese style is actively utilized and Daehanjaganghoe Monthly and Joyangbo represent aspect of translation and forming of academic discipline in the era. Especially, the latter propose the world of Dongmun(同文; the circle of same letters) which is alienated from the traditional world of their own(斯文). In Joyangbo, translation for information gathering and forming academic discipline is of greater importance than forming self-motivated arguments to confront the crisis of the era, colonization. Otherwise, in Daehanjaganghoe Monthly, forming arguments and publicizing political movements is more important than translation for information and modern academic discipline. Translation, in modern enlightenment era, influences not only information gathering but the formation of self-motivated arguments to confront the crisis at present.

다중 기동 표적에 대한 추적 방식의 비교

Over last decade Multiple Target Tracking (MTT) has been the subject of numerous presentations and conferences [1979·1990]. Various approaches have been proposed to solve the problem. Representative works in the problem are Nearest Neighbor (NN) method based on non-probabilistic data association (DA), Multiple Hypothesis Test (MHT) and Joint Probabilistic Data Association (JPDA) as the probabilistic approaches. These techniques have their own advantages and limitations in computational requirements and in the tracking performances. In this paper, the three promising algorithms based on the NN standard filter, MHT and IPDA methods are presented and their performances against simulated multiple maneuvering targets are compared through numerical simulations.

Three instructions by the Residency General vice-minister Dawara Magoichi, Korean Education(1909), the Past and Future of Korean Education(1909) and the Condition of Korean Education(1910) are texts representing Japanese imperial tactics and attitudes against Enlightenment movement and Righteous Army. They are originally for Japanese educational bureaucrats and faculties but summary of them are provided to Korean faculties of primary school. Dawara regards Korean education and culture tradition as valueless for contemporary educations though Confucian idea such as Five Relations are emphasized as the basis of moral training. On the contrary, New Education, the slogan of Japanese education has not positive definition and range in his instructions. It is just relatively defined against pre-exist Korean Education. Discrimination toward contemporary Korea as colony or a protectorate is prolonged to historical Korean education and cultures. He severly criticizes jointed sports day of Korean schools composed by military fashioned parade and excercise as an unpractical event irrelevant to welfare and civilization of Korea. I represent large scale rally by schools at that time, showing parades, speeches and performances about enlightenment and education, brought great response from ordinary people. As Residency General bureaucrat, the direct threat is that sports days can be potentially related to the Righteous Army. At the same time, the increasing fever of enlightenment movement is also seditious for him. The ideal of enlightenment and national language is only oppressed by his New Education which has sole alternative for future, Japanese linguistic education for Japanese ruling system. His instructions demonstrate the policy of Residency General, after Japan-Korea Treaty of 1907, is the preparational process for 1910s Japanese Military Ruling.

고전의 근대적 재생산과 최남선의 국한문체 글쓰기: 「조선광문회고백(朝鮮光文會告白)」 검토

As a manifesto for reserving Korean classics based upon pre-modern tradition, Josongwangmunhoe booklet is also merged with the modern knowledge industry. Choe Namson, the writer of the booklet, for the sake of national identity, manifests the reservation and the reproduction of pre-modern Korean classics can be achieved through the capitalistic knowledge industry and mass media. The essence of Gwnagmunhoe agenda is the establishment of membership publishing company open to the general public, proposing the mass publication of Korean classics only distributed to a few aristocrat and literati in Joson dynasty. In early modern Korea, Korean classics rare volume, representing Korean tradition, must be incorporated into modern market. Therefore, the writing of the booklet is the active respond for the transition period of early modern Korea and rhetoric consolation to the ruthless phase of ages destructs the past value-system. The core of Choe`s rhetoric is Korean-Chinese style and his writing is sympathetic solace to the general public under the Japanese military government in 1910s. To comtemporary Korean, the rhetoric power of his Korean-Chinese style is no longer evocative but in early modern colonial Korea, the pathos of his style, reminding the Korean Classical Chinese tradition, is powerful media. His style is the outcome by unique and a sort of bilingual rhetoric efforts through Hangul writing and Korean-Chinese writing based Classical Chinese tradition. With writing talent and administrating ability, Choe can be the hub of Korean intellectual society and the bridge between traditional literati and modern intellects in 1910s Korea.
