민간참여에 의한 지속적인 마을만들기 사례연구 - 부산광역시 안창마을 재생사업을 중심으로 -

본 연구는 부산시에서 추진된 재생사업에서 행정지원에 의한 마을만들기사업이 종료된 후에도 외부협력 네트워크를 통해 마을공동체가 지속적으로 공동체를 유지, 강화하는 마을을 찾아 특성을 분석하고, 향후 마을만들기 사업에서 그 요소들을 강화할 수 있는 지원방안을 검토해 보기 위함이다. 안창마을은 부산시에서 행정지원에 의한 마을재생사업이 종료된 후에도 마을공동체가 지속적으로 유지되며, 강화되고, 자립하는 마을로 변모하고 있다. 이러한 결과에 영향을 준 것은 다음 두 가지의 일들이 진행되었기 때문으로 분석되었다. 첫째는 주민들은 마을의 주인이 행정이 아니라 주민임을 인식하고 주민이 중심이 된 주민협의회 구성과 재생사업을 추진하였다. 주민들은 주민협의회 회장을 직접 선거로 뽑았다. 그리고 마을 이미지 개선을 위해 이름을 ‘호랭이마을’로 바꾸고 마을 BI를 제작하였다. 그 과정에서 자연스럽게 주민공동체는 회복되었다. 둘째, 마을은 행정주도의 사업종료이후에 MOU협약을 통해 15군데 민간단체를 마을재생활동에 참여시켰다. 민간단체의 봉사활동은 행정지원이 종료된 이후에도 마을이 다이나믹한 모습을 유지할 수 있게 하였다. 그로인해 주민공동체는 역량이 강화되었고 새로운 재생사업을 유치하게 되는 역할도 하였다. 이런 이유로, 행정에서는 민간단체와 마을간 연결시켜주는 전담조직 신설이 필요하다는 것을 알 수 있었다. 그리고 행정에서는 재생사업 초기부터 ‘주민+행정’의 재생사업이 아니라 ‘주민+행정+전문가+민간단체’로 구성된 거버넌스에 의한 재생사업이 마을만들기를 지속적으로 할 수 있다고 본다. Anchang Village is transformed into a village where the village community continues to be maintained, strengthened, and independent after the end of the village regeneration project by administrative support in Busan. It was analyzed that the following two factors influenced these results. First, the residents realized that the owner of the village is not the administration but the inhabitants, and organized resident councils and regeneration projects centered on residents. So the residents elected the residents’ council president directly by election. In order to improve the image of the village, it changed its name to 'Horaengyi Village' and created village BI. In the process, the community of residents was restored naturally. Secondly, the town has participated in the village regeneration activities of 15 private organizations through the MOU agreement after the administration-led project. The volunteer activities of the NGOs have enabled the village to maintain its dynamic shape even after the end of administrative support. As a result, the community has strengthened its capacity and played a role in attracting new regeneration projects. For this reason, it became clear that the administration needed to establish a dedicated organization that would link NGOs and villages. From the beginning of the project, it can be said that the regeneration project by governance composed of 'Residents+Administrations+Experts+Private Organizations' rather than the 'Residents+Administration' regeneration project can sustain the community building.
친환경 시공을 위한 공동주택 부대 토목공사 선 시공법 연구

The purpose of this study is to develop comfortable environment by pre-civil works methods, to reduce construction period by enhancing worker's efficiency, safety and quality, and to reduce building cost. In most construction field, accessory civil works methods begins and then civil work such as backfill is continued after structure construction is completed. Public nuisance of vibration and scattering dust from the construction field causes popular complaint. In case of rain, the problem of drainage also causes some difficulties on thoroughfare of vehicle and workers. Thus, work interruptions caused from those problems severely influence on field management and construction process. In addition, it is true that building cost such as pollution prevention system for air, water and noise, and construction machine for ecological construction is increased. After development of field environment, positive results such as efficient movement of construction machine, fixed material stockpile, efficient cite management, solution of 3D jobs evasion, increase of work performance and quality, safety are expected. Reduction of construction period and decrease of building cost can be other positive effects. Furthermore, through pre-civil work of apartment construction site and pavement and gardening works, temporary work cost can be deducted from the early use of field office by using parking lot and other facilities. Children's play ground, and residence park can be used as material stockpile, thus, low quality from the often material movement and lost material can be prevented. The purpose of this study is to apply pre-acivil works methods to apartment construction field because it has positive effects on comfortable work environment, worker's performance, building quality, construction period and building cost.
