        셰익스피어의 극 언어, 어떻게 한국화 할 것인가?

        Shakespearean characters would say “hear a play” instead of “see a play.” Hearing is as important as seeing in Shakespearean plays. It is, of course, because Shakespeare’s language, represented by blank verses, couplets, sharing lines, and puns, plays essential parts in his plays. Incidentally, when Shakespearean plays are translated or performed in Korean, those poetic and dramatic qualities of Shakespearean language are usually ignored. As the linguistic structures and the poetic systems of Korean language are quite different from those of English, most of Korean Shakespeare translations and stage productions have used simple prose translations without such poetic and dramatic qualities so far. However, some Shakespearean scholars including Choi Jong-cheol and myself have tried to do poetic translations. Especially some Shakespearean productions such as Oh Tae-suk’s Romeo and Juliet, Macbeth, and The Tempest, Park Sung-hwan’s Changgeuk Romeo and Juliet, Park Sun-hee’s Pansori Hamlet Project have used Korean poetic language, and shown how Korean poetic rhythms can alternate Shakespearean poetic language.

        일본은 CD-DVD-Blueray로 이어지는 정보 저장기기 국제표준화 주도에서 볼 수 있듯이 표준의 역사와 경험에 있어서는 한국에 월등히 앞섬은 물론 세계를 주도한 국가였다. 그러나 최근의 산업 현장에서의 동향을 보면 표준활동의 폭과 깊이가 예전에 못 미치는 것이 현실이다. 왜 이런 현상이 벌어졌는 지를 고찰해 보는 것도 우리의 표준역량을 높이는 과정에서 의미있는 일이 될 것 같다.

      • 지방세외수입 확충을 위한 부담금 제도 개선방안

        This research attempted to derive the problems through the analysis of the actual state of local governments’ nontax revenue and operations of the imposition and collection systems of the charge system and, based on this, to prepare the improvement plan for the charge system to expand local nontax revenue. The problems with local governments’ charge operation are as follows. First, when the financial revenue collected from the charge is paid, it should be closely connected with the reasons for charge imposition. However, the causal relationship between the charge imposition purposes and the use of the charge is insufficiently connected. Second, the current structure is such that the laws regarding the matters of overall operation of the charge system such as the calculation and operation of the charge are enacted and managed mainly for the central government. Accordingly, despite the fact that local governments are in charge of actual operation business of the charge, the collected charge does not contribute much to the local governments. Third, the regulations related to the imposition, collection, distribution systems of the charge are not established systematically. Fourth, local governments’ collection and delivery rate is very low. In 2013, 87.4% of the total charge belonged to the central governments’ financial resources, whereas only 9.3% belonged to local governments. Fifth, the size of the local governments’ charge differs greatly depending on the regions, and particularly, the size of the charge of the local governments whose local finance size is big is found to be big, showing that the gap between the rich and the poor in local governments’ financial operation is getting wider. The improvement plans for efficient operation of the charge system are as follows. First, the regulations related to the charge need to be improved. In the law on which the charge is based, the regulations for securing the basic principles of the imposition of the charge such as ‘the legitimacy of the purpose of establishment’ of the charge, ‘securing fairness and transparency’, and ‘the prohibition of dual imposition’, and the more concrete and clearer regulations such as imposition requirements, calculation criteria, and calculation methods should be prepared. Second, in order for the charge system to be operated in line with original purposes, the charge imposition and distribution system should be improved. Third, considering that local governments actually bear the burden of charge, the charge distribution method needs to be improved so that it can make contributions to secure local governments’ finances. Fourth, gathering the opinions of interest parties in the process of the charge imposition needs to be strengthened.

      • 역분화성 지방육종의 골수 전이에 관한 증례

        We report on a first case of bone marrow metastasis by dedifferentiated liposarcoma. A 39-year-old male diagnosed with retroperitoneal dedifferentiated liposarcoma underwent surgery and postoperative radiotherapy. In spite of radiotherapy, his whole-body positron emission tomography showed high uptake in multiple bone metastasis. With thrombocytopenia, bone scan suggested bone marrow involvement. After bone marrow biopsy, bone marrow metastasis by dedifferentiated liposarcoma was finally confirmed. He was administered with systemic chemotherapy with doxorubicin. But he died 3 months after chemotherapy due to disease progression. This case revealed that in a patient of unexplained cytopenia with dedifferentiated liposarcoma, bone marrow metastasis should be in consideration.

        지방자치단체 민간위탁의 운영성과 분석: 경기영어마을을 중심으로

        본 연구는 영어마을 운영의 전문성 제고와 재정부담 경감, 교육서비스의 질적 향상 및 경쟁력 확보를 위하여 민간위탁 방식으로 운영되고 있는 경기영어마을의 운영 과정과 운영 성과 분석을 통해 향후 영어마을의 합리적인 운영방안을 모색하고자 하였다. 구체적으로 과정적 측면으로 민간위탁의 과정을 민간위탁 선정단계, 공급단계, 관리단계로 구분하여 분석하였고, 성과적 측면으로 조직의 효율화, 비용절감, 서비스 향상 측면에서 운영 성과를 분석하였다. 분석결과 경영합리화를 통한 인력절감, 재정자립도 제고, 사업비용 절감, 서비스 향상 등 민간위탁 운영에 따라 긍정적인 효과가 나타나고 있는 것으로 판단된다. 다만 민간위탁 운영과정에 있어 서비스에 대한 체계적인 지도감독이 미흡하여 민간위탁의 성과관리가 효과적으로 이루어지지 못하고 있다. 또한 영어마을이 각 지역의 영어교육 보완과 경제적인 측면의 효과를 바탕으로 확산되고 있지만 영어마을 운영 환경 변화 등의 제약요인으로 작용하여 기대되는 효과를 극대화하지 못하는 것으로 분석되었다. 그러므로 민간위탁 영어마을이 성공적으로 정착하기 위해서는 위탁기관의 철저한 지도・감독과 민간위탁에 대한 전담 조직 및 인력 설치, 민간위탁 사업에 대한 성과관리 등의 방안 마련을 통해 효율적으로 관리, 운영 할 필요가 있다. This study examines a reasonable operational plan of the Gyeonggi English Village currently operated by the contracting-out for a purpose of developing speciality in running the village, reducing financial burden, developing quality of educational service and securing competitiveness. The process was specifically analyzed by selection, provision and management stages of the contracting-out, and organizational efficiency, cost reduction and service improvement were analyzed in terms of its performance. As a result, it proved to be effective for the reduction of personnel through the business rationalization, financial independence, cost reduction and service improvement. However, systematic supervision upon the operation was not effective. While English villages have been expanded for English education and for an economic purpose, it seems not be efficient thanks to the environmental restriction in running the village. Therefore, thorough supervision and management upon the contracting-out, installation of an exclusive organization and personnel, and performance management of the business must be conducted to be successful and effective in running the English villages.

      • Serum uric acid level as a prognostic markerpatients with acute respiratory distress syndrome

        Objective: Uric acid is known to act as not only a pathogenic inflammatory mediator, but also an antioxidative agent. Several studies showedlevel of uric acid has correlations with incidence, severity, or prognosis of pulmonary diseases. However, it is not well studiedabout the association of uric acid and acute respiratory distress syndrome (ARDS). Methods: Retrospective cohort study with propensity score matching was conducted at a medical intensive care unit of tertiary teaching hospital in South Korea. Medical records of patients diagnosed with ARDS were reviewed who admitted from January 2005 through December 2011. Results: We found total 237 ARDS patients who met the Berlin definition. Patients with serum uric acid level lower than 3.0mg/dL were defined as low uric acid group, and the others were defined as normal to high uric acid group. We selected 40 patients in the each group by propensity score matching. Low uric acid group showed more improvement in ARDS clinically. Otherwise more patients were expired by sepsis in normal to high uric acid group. Adding score of uric acid improved the established scoring system for critically ill patients such as APACHE II and SOFA. In the multivariate analysis, low level of serum uric acid was significantly associated with low in-hospital mortality. Conclusions: In patients with ARDS, low serum level of uric acid can be a good prognostic marker of in-hospital mortality.
