This paper examines the features on North Korean Policy of Lee Myungbak Administration. President Lee offers a big carrots in his ambitious‘ Vision 3000: Denuclearization and Openness’. But North Korea criticizes this policy, and have some weakness by itself in my opinion. North Korean nuclear problem provides both crisis and opportunity with two Korean’future. North Korean Policy of Lee Administration must be oriented for pure purpose of Koreans. North Korea will gain the overcoming chance of regime crisis and economic crisis, but what can we attain by this course of nuclear problem solving? It must be a basic question of Lee Administration’s policy making. Specially we note that six party talk makes Korean peninsular peaceful. Peace Korea makes East Asian’‘Historical Compromise’, and finally a Community of East Asia. We unified-Korea must be core or mediator or peace zone of East Asia. I am sure that Lee Administration’s success of North Korean Policy depends on the issue of East Asian Peace System and Peace Community through six party talk. And then North Korea open its curtain of iron. We have both crisis and opportunity by nuclear problem, we must achieve unification of divided Koreans and peace system of East Asia. 이 글은 근본적으로 한반도 비핵화 논의 과정에서 우리는 무엇을 얻어야 하는가라는 문제의식에서 출발하고 있다. 이와 관련하여 이명박 정부는 변화 하는 환경 속에서 어떻게 대북정책, 나아가 한민족의 미래를 열어나갈 것인 지에 대해 논의해갈 것이다. 이를 위해 필자는 평화외교와 6자회담, 남북한 및 동북아 관계의 동시 정상화라고 하는 상호 연계된 두 축을 가지고 신정 부의 외교안보정책의 과제와 방향을 제시해 나갈 것이다. 이를 위해서 왜 다 시 평화여야 하는가, 6자회담의 의미와 한반도의 미래, 종전선언과 평화협정 그리고 동북아 다자안보협력체(혹은 동북아평화체제) 논의의 동시화를 위한 방안 등을 검토하고 제시해 나가고자 한다. 아울러‘평화’가 이명박 정부의 대내외 외교안보정책 추진의 최고의 전략이자 무기임을 다시금 일깨워 나갈 것이다. 이명박 정부가 추진하고자 하는 가치외교의 중심이 바로 평화외교여 야 한다는 의미를 재생산함이 이 글의 목적이기도 하다. 기본적으로 북핵 문제는 남북간에 해결할 수 있는 문제가 아니며, 6자회 담의 틀 안에서 진행되어야 한다. 비핵화와 종전선언, 그리고 한반도 평화체제 구축은 북한의 정상국가화 과정에서 꼭 필요한 사안이며, 또한 북한으 로서는 당면한 체제위기·안보위기를 넘을 수 있는 유일한 방법이며, 이명 박 정부가 주장하는‘비핵개방3000’으로 갈 수 있는 첩경이다. 따라서 6 자회담은 비핵화와 종전선언, 한반도 평화체제와 동북아 평화체제(다자안보 와 협력체제)의 과정을 순차적으로, 또한 때로는 동시에 진행할 것이며, 이 과정에서 오히려 북한이 개방에 자신있게 나설 수 있는 환경이 조성될 수 있을 것이다. 북한의 완전한 비핵화를 위해선 한반도 평화체제 구축, 동북 아 지역안보 대화, 경제협력 등 3가지 사안을 동시에 진행시켜야한다. 6자회담은 단지 북핵 문제만이 아닌 동북아의 대화와 역사적 화해·협 력·평화를 현실화하는 미래와 희망을 만드는‘소통의 장(場)’으로서의 의 미를 지닌다. 북핵 문제의 해결, 한반도 영구 평화체제 구축, 6자회담을 기 반으로 하는 동북아평화안보체제 구축이라는 로드맵이 향후 가능하도록 민 족의 중지를 모아야 한다. 평화는 혼자서 만들 수 없는 성질의 것이며, 관계 속에서 공동의 이익 추 구할 지혜를 나눌 때, 그 속에서 자연스럽게 형성되는 섭리일 것이다. 이렇 듯 평화라는 가치외교를 지향해야 할 이명박 정부의 남북관계 및 대외정책 은 적극적이고 거시적 미래전략이어야 한다. 북핵문제와 6자회담은 한반도 를 둘러싼 위기와 더불어 평화와 번영의 새로운 가능성을 함께 보여주고 있 다. 분단극복을 통한 민족의 이익과 평화라는 보편적이고 국제사회에서 가 장 설득력 있는 가치를 활용할 수 있는 기회가 우리에게 주어져 있고, 이를 활용해야 함이 이명박 정부의 역사적 과제가 아닐까 생각한다.

부산지역 정치인들의 공직윤리 : 반부패와 청렴의 가치 제고를 위하여

사회발전과 경쟁력은 반부패의 노력 그리고 청렴의 수준에 비례한다. 그리고 그 반부패 와 공직윤리의 중요성은 모든 정부의 고민이자 과제이기도 하다. 따라서 반부패와 청렴의 가치를 강조하는 공직윤리 강화노력은 부산만의 고민은 아닐 것이다. 우리 사회 전반에 만 연하고 있는 공직자들의 보신주의와 복지부동, 눈치보기와 줄세우기를 줄여나갈 수 있는 제 도적 노력 또한 중요하다. 공직자의 능력과 성과에 대한 객관적 평가 기준을 공정하게 적용 할 수 있는 인사제도의 합리적 개선이 요청된다. 공직사회 내 집단이기주의를 경계하고 내 부고발 강화와 내부고발자 보호⋅보상시스템이 현실적으로 작동되어야한다. 그밖에도 공직 자 재산등록 공개제도 강화, 부정과 부패의 기회 또는 가능성을 원천적으로 줄여나가는 노 력 등이 요청된다. 그럼에도 불구하고 이 모든 논의들은 공직윤리 개선의 근본적 방법은 될 수 없다. 무엇보다 우리 사회 전반의 자기반성과 함께 사는 사회에 대한 가치의 공유 노력, 즉 사회적 합의(social consensus)를 이끌어내는 노력이 절실히 요청된다. 이는 뼈를 깎는 지도층의 솔선수범을 통해서만 가능한 일이다. 그런데 지도자의 솔선수범을 이끌어내는 것 은 시민의 관심과 참여라는 사실이 또한 중요하다. 깨어있는 시민의 수준만큼 그 사회가 발 전할 수 있음은 지난 역사가 우리에게 보여준 만고의 진리일 것이다. 반부패, 청렴의 문제는 제도적인 문제인 동시에 궁극적으로 개인적 삶의 가치 문제라 생 각한다. 따라서 부패를 감시하고 자정하려는 모든 노력이 병행되어야 할 것이다. 더불어 삶 의 가치에 대해 근본적으로 성찰하는 사회 분위기가 조성되어야 한다. 청렴이 중요한 가치 로 승화되는 사회가 될 때, 모두가 행복하고 함께 사는 사회가 될 것임을 공감하는 것이 무엇보다 중대한 우리의 과제이다. Social development and competitiveness is directly proportional to the level of integrity and anti-corruption efforts. And the importance of public service ethics and anti-corruption is also a challenge for all governments and worries. Therefore, strengthening public ethics and anti-corruption efforts that emphasize the value of integrity will not be the only worry of Busan. We saw the widespread attention of officials at the Ministry of society and the East, Institutional effort to get noticed by reducing the build-line viewing and is also important. A reasonable improvement of the personnel management system that can be applied fairly objective criteria for competence and performance of public officials is required. Strengthen collective self-seeking public office within the boundaries of society and whistleblowing and whistleblower protection and reward systems should be operated realistically. Other officials may also request such as property registration strengthening public institutions, working out reduces the chance or possibility of fraud and corruption as fundamentally. Nevertheless, this can not be any discussion is essentially the method of office ethics improved. That is what led us to share more effort, that is social consensus about the value of living together and social self-reflection of society (social consensus) effort is urgently requested. This is made possible through the initiative of the bones mower leaders. But what bring out the fact that the leaders of the initiative and participation of interested citizens is also important. As the level of civil society that is able to awake their development is one of the true eternity past history showed us. Anti-corruption, the issue of integrity is worth thinking La ultimately a matter of personal life at the same time institutional problem. Therefore, any effort to monitor corruption and midnight will have to be parallel. In addition to creating a social atmosphere that should reflect on the fundamental value of life. When a society where integrity is sublimated into significant value, both to the great challenges of our sympathy more than anything to be happy and live in that community together.
