Lauge-Hansen's classification system and Weber's classification system are the two most commonly used systems in ankle fractures. Both are based on causative mechanism but both have some deficiencies. Authors intended to decide which is easily applicable in clinical practice and which provides more information about treatment, especially that of diastasis. So we analysed 143 cases of ankle fractures in Seoul National University Hospital, Kang-nam General Hospital and Namseoul Hospital from January 1983 to December 1988. The results obtained are as follows. 1. Weber's type A fractures correspond not only supination-adduction but also to pronation-abduction and pronation-dorsiflexion, Type B fractures correspond most closeiy to supin- ation-external rotation and possibly to pronation abduction and pronation external rotation. Type C fractures show the nearest equivalence to pronation-external rotation and occasionally correspond to supination-external roation or pronation-abduction. 2. Diastasis was no(ed in 16 cases(28%) of type B and in 18 cases(74%) of type C and this lower incidence was seemed to be due to neglect of diastasis at physical examination or during operation. 3. It seemed to be more reasonable to fix the diastasis with tibiofibular fixation screw especially in type C. 4. Weber's simpler classification system, which can explain the hidden ligamentous injury such as diastasis, was more easily applicable in daily use than Lauge-Hansen ciassification.

Development policy has brought many difficulties and inconveniences as its by products to the daily life of community residents. Thes outcomes are caused by the policies emphasizing more on economic growth than welfare of people. There is no institutionalized citizen participation in local administration, and people scarcely have chances to reflect their opinions in the process of policy-making or planning in advance. Therefore most policies are likely to be made by administration without consultation with community residents beforehand. Under such situation the community residents have to take collective action to appeal or protest authorities for the elimination of difficulties imposed upon them. These collective actions are refered to as the movement of community residents. These movements are of non-political, spontaneous, and collective actions which have no links with existing organizations in the community. The rising of these movements have significant meaning where there is no institution for citizen participation and where people traditionally have little interest in public affairs. We can point out several meanings a) It is the fact that learning takes place on the part of community residents participating in the movements. For they not only need to identify with their problems but also understand what relationship they have with total community life. b) Learning also takes place on the part of administration in the process of argument on policies with community residents. They have to study and learn to carry out policies based on the welfare of people in the future.

The objective of this paper is to make clear the difference of maneuvering characteristics of a VLCC in standstill from those of her in running. The authors made mathematic models to calculate maneuvering motions of a VLCC in standstill using various ahead engine with full rudder angle and calculated their motions in each case and compared the calculated values with those of the same vessel running in sea trial tests. The difference of motions between them is great. For example, a VLCC in standstill can achieve a great alteration of heading over 90 degrees within the distance of 0.2L advance while she advances 3.0L for 90 degrees turning in full running sea trial turning test. Therefore whenever a VLCC in standstill meets a vessel approaching in collision course situation in near distance, it is better and recommendable that she should use her ahead engine with full rudder to avoid collision. So “maneuvering trial tests in standstill conditions” should be added to the content of sea trial tests when a newly built VLCC commence to take sea trials, that has not been included until now.
An Experimental Study on Ship-Bank Hydrodynamic Interaction Forces

This paper is mainly concerned with the ship-bank interaction by model test. The experiments for the characteristics of hydrodynamic interaction forces and moments between vessel and bank with a mound were carried out in the seakeeping and maneuvering basin. A series of tests were carried out with ship model in parallel course along a vertical sidewall with a mound with varying lateral spacing between model ship and sidewall, length of sidewall and water depth. From the experimental results, it indicated that the hydrodynamic interaction effects increase as length of sidewall with a mound increases. Furthermore, for lateral spacing less than about 0.2L between vessel and bank, it can be concluded that the bank effects increase largely as the lateral spacing between vessel and bank decreases. However, for spacing between vessel and bank more than about 0.3L, the interaction effects increase slowly as lateral spacing decreases. Also, for the water depth to draft ratio(h/d) less than about 1.5, the hydrodynamic interaction effects increase dramatically as h/d decreases.
