Meaning and Role of Culture in Sustainable Developmentand the Practice of SDGs·ESG Changeon Lee* Abstract: This article provides a forum for various stakeholders, including citizens, to identify as subjects aiming for a sustainable society and to think together about how culture can contribute to a “sustainable society”. This means that young people, citizens, and various stakeholders of society are not passive customers of social activities, but are actively involved in the politics, economy, and society of the earth-state-city and play a role as producers and policy actors of a sustainable development culture aimed at a sustainable city. This article discusses the role of culture in improving citizens’ well-being and realizing a “sustainable society” through democratic development while identifying citizens as a sustainable city-oriented policy or a subject of cooperation and governance. 일본의 ESG 투자 현황과 시사점

본 논문은 기업뿐만 아니라 국가 차원의 지속가능성을 개념으로 하는 일본의 ESG 채권에 관한 제도 및 운영사항을 살펴보고 한국 지자체에서 발행하는 ESG 채권 운영과 제도 활성화에 관한 시사점을 얻는 것을 연구목적으로 한다. 향후 지자체에 의한 ESG 채권 발행은 시장 규모가 확대됨에 따라 용도와 계획이 증가될 것으로 예상된다. 이러한 상황에서 ESG 채권 시장의 건전한 발전을 위해서는 환경 및 사회 개선 효과의 신뢰성을 확보하고 발행자의 비용 및 행정 부담을 줄여야 할 것이다. 본 연구는 ESG 투자의 활성화를 위한 제도 설계와 정책 수립, 기관의 설립, ESG 투자 방법, 임팩트 평가 기법을 확립하고 보급해야 함을 강조한다. 또한 정부와 지자체의 ESG 투자와 관련 이해관계자 간 연결 강화와 커뮤니티 형성 촉진 노력을 제언한다.

중국의 ESG 연구 및 정책 동향 분석

This study is about research trends, government systems and policies, and systems and strategies related to ESG. The study seeks to analyze and understand the performances and vulnerabilities of each and by doing so, aims to use the results as a theoretical and policy argument in establishing ESG policies and strategies in Korea. This study collected major ESG-related studies in China from 2015 to 2022 and classified and reviewed them by subjects and years. The results showed that the topic of ESG intensive research in China has changed, and it has been confirmed that the Chinese government recognizes ESG as an important measure for the high-quality development of the country. This study can be said to be the first study in Korea to consider the ESG-related research trends and policy implementation by the government of China.

도시가스(NG) 설비에 대한 CAPSS NOx 배출계수의 타당성 검토

Using the measured data obtained from domestic natural gas (NG) facilities, this study investigates the validity of CAPSS NOx emission factor estimated a few decades ago and the calculation procedures utilized. Consequently, two major errors were identified in the calculation procedure of NOx emission factors: i)the weight of NOx per dry exhaust gas volume and ii)the amount of dry exhaust gas per fuel volume. Owing to these errors, the NOx emission factor of the present CAPSS is inflated by 1.3~2.3 times compared with the values of AP-42, and by 5 times compared with the actual values estimated by considering the current NOx emission regulation trend in Korea. Therefore, the currently reported CAPSS NOx emission factors need to be adjusted using newly measured NOx data and the new calculation method presented in this study.

캐나다의 社會政策과 少數民族 移民史

요약문현재 지구상에는 역사와 문화적 배경을 달리하는 여러 민족으로 구성된 국가가 대부분을 차지하고 있다. 이런 국가들은 그 특성에 맞는 사회정책을 구현하고 있으며 그 대표적인 것이 다문화주의정책일 것이다. 이 정책은 상호존중, 인정, 관용 및 인내의 정신을 바탕으로 사회를 구성하는 모든 문화집단의 다양한 가치관의 조화를 이끌어 풍요로운 사회를 지향한다는 취지를 담고 있다. 원주민을 제외한 사회 구성원 대부분이 여러 이민집단으로 구성된 캐나다의 사회정책은 국가설립 이후 오랫 동안 지배적 민족집단인 영국계와 프랑스계 중심의 이중문화주의와 이중언어주의에 기초한 사회정책에서 근래 다문화주의정책으로 변경되었다. 이처럼 캐나다에서 정책이 변경되기까지 변화하는 국제사회의 조류와 더불어 이중문화주의 아래에서 민족차별적 관행으로 어려움을 겪었던 소수민족 스스로의 위상제고를 위한 노력이 크게 작용하였다.캐나다에서 소수민족의 적응 양상은 소수민족 각기의 배경에 따라 다양하게 나타나고 있다. 사실상 캐나다의 두 지배집단인 영국계와 프랑스계를 제외한 모든 소수민족의 이민생활은 순탄하지 않았다. 사례를 통하여 일본계와 독일계 캐나다인들의 이민사는 지배적 민족집단에 의한 차별로 근래 민족활동이 과거에 비하여 상당히 위축되었음을 알 수 있다. 그러나 이탈리아계와 우크라이나계 캐나다인들은 이들의 문화적 특수성에 기초한 生活樣式을 보존하면서 이민생활에 따른 많은 어려움을 극복하여 왔다. 또한 이들은 민족정체성 보존을 위한 적극적인 활동을 전개시켜 왔으며, 이러한 노력은 현재 캐나다의 다문화주의정책하에서 소수민족집단의 위상정립에 유리하게 작용하고 있다. 이처럼 캐나다에서 다문화주의정책과 일부 소수민족의 위상제고를 위한 노력에 따른 사례는 다문화공존의 상황에서 민족정체성의 보존이 이질적인 집단들 사이에서 공존과 공영에 보다 유용한 의미를 지닐 수 있다는 점을 예증하고 있다.

비선호시설의 건설에 따른 지역사회의 변화와 갈등:원자력발전소 인접 두 어촌의 사례

한국에서 원전개발사업이 진행된 지 반세기를 넘겼고, 그동안 원전이 들어선 지역사회는 모든 면에서 커다란 변화를 경험해 왔다. 이 글에서는 원전이 들어선 두 어촌마을의 사례를 통해 한국에서 국가적 규모의 개발사업이 초래한 지역사회의 총체적인 변화양상을 살펴보고자 하였다. 원전 인접한 두 어촌에서 토착민은 떠났고, 그 빈자리를 이주민들이 채우면서 사회적 구성은 복잡한 양상을 보이고, 다양한 이해관계가 표출되었다. 이러한 이해관계는갈등의 요인이 되었다. 갈등은 마을과 마을 사이에서 나아가 마을과 더 큰 지역사회 사이에도 야기되는 등 그 양상은 넓어지고 복잡해지고 있다. 이러한 갈등은 원전이라는 특수한 사정을 고려할때 향후 심화할 여지가 있다. 특히, 두 어촌의 사례에서 나타난 내외부적 갈등은 마을 내 관습과 관행을 통해 자연스럽게 해결되기를 기대하기는 어려운 실정이다. 이러한 측면에서 공공성을 담보한 원전과 같은 대형 국책사업에서 야기되는 지역사회의 갈등은좀 더 거시적인 관점에서 논의되어야 할 필요가 있으며, 더불어제도적 노력과 학문적 논의가 병행되어야 할 것이다.

갑오개혁 이후 해안관방 지역사회의 동향과 그 유산-부산과 울산지역을 중심으로-

This study attempted to examine the perception and practice of the times of a specific class in a rapidly changing situation in the modern period, and the current meaning of their memories and traces. To this end, this study tried to examine the collective practices taken during the modern transition period and discuss the current meaning of the legacy by the clerk officers(吏任層) and military officers(武任層) who lived in charge of practical affairs in Eupchi and Gunyeong located on the coast. The clerk officers and military officers, who were in charge of practical affairs in Eupchi and Gunyeong located on the coast, reacted faster than any other class in the rapidly changing times after the Gabo-Reformation. They inherited the existing elderly organization and actively responded to the destruction of the existence-based collapse while continuing the offer, which was a symbolic asset of solidarity. The collective perceptions and practices of those who relied on the methods accumulated over centuries in traditional society and responded during the modern transition period are acting as a legacy that cannot be forgotten even in late modern times. Dongnaegiyounghoi, which functioned as an elite group in Dongnaebu, still continues to serve as an invisible public opinion agency in the local community. The descendants of the Gyeongsangjwabyeongyoung, who led the national liberation movement in Ulsan area, continued to form a discourse of resistance during the colonial period and inherited their unique regional identity. In Gyeongsangjwasuyeongyoung, rituals for the people who protested during the Imjin War presided over by the descendants of former military officers, the transmission of national intangible cultural properties, and rituals for Cheomsa who died in Dadaepo during the Imjin War are also acting as local identities. The legacy of awareness and practice based on social relations that continued from traditional society in the process of modern times of Gabo-Reformation and colonization and modern times of war and confusion is illuminated as an identity based on local history and culture, consistent with modern political and economic interests.

한국 SDGs 연구 동향에 대한 체계적 고찰

전 세계적 차원에서 SDGs 연구는 확산으로 이에 따른 연구 현황이 분석되고 있다. 이에 본 연구는 2015년부터 2023년 7월까지 게재된 논문에 대하여 체계적 고찰을 통하여 연구 동향을 분석하고, 향후 국내 SDGs 연구 확산과 발전 방안을 모색하기 위한 기초자료를 제시하고자 한다. 이에 SDGs 키워드로 학술연구정보서비스(RISS)에 게재된 541편 중 최종 192편을 검색하였다. 선정된 192편에 대하여 발행 연도별, 주제 분류, 연구방법, 주제어, 주제 분류별 결과 분석으로 진행하였다. 발행 연도는 2020년 35편, 주제 분류는 사회과학 98편, 연구방법은 질적연구, 주제어로 지속가능발전목표가 가장 많이 진행되었으며, 주제 분류별 동향에 관한 결과로 ① 지속가능한 사회와 미래의 인문학적 고찰을 위한 사회과학의 역할, ② SDGs와 교육의 미래를 위한 인문학적 고찰, ③ SDGs의 융복합적 접근을 위한 SDGs 목표와 인문학적 해석, ④ 공학과 지속가능발전을 위한 환경, 인프라, 의료의 복합적인 역할로 나왔다. 본 연구는 한국 SDGs 연구 활성화와 관련해 ① 한국 SDGs 역사사와 쟁점 발굴 ② SDGs 참여 동인 연구 ③ 한국 SDGs의 특수성과 보편성 규명을 위한 비교연구 ④, ‘4차산업혁명시대’의 SDGs 전망 ⑤ SDGs의 실천 다면화와 사회적 동의를 확보하는 새로운 의제 발굴을 제안한다.
