부천의 박물관 정책과 시립박물관 운영 및 전시 개선방안

This study focused on the establishment process of the Bucheon City Museum, which was established through a museum policy that Bucheon has implemented since the early 2000s. Ways to improve its operations and exhibitions are proposed. Regarding museum operations, the need for an independent operating system was raised from the beginning, when the museum was entrusted to the foundation. There is also the opinion that the consignment operation system of cultural foundations is less efficient because of the triple administrative structure involving local governments, cultural foundations, and museums. If it is difficult to establish an independent foundation, an alternative is to turn the museum into the foundation’s own business to secure operational efficiency and expertise. In the case of exhibitions, it was proposed that the aging display rooms be remodeled and utilized through a realistic improvement plan. The identity of “Bucheon” and “City Museum” can be supplemented with exhibitions that show the changes in history and culture, and the lives of the people of Bucheon, focusing on the modern and contemporary history of Bucheon. By including the policy process of the creation of Bucheon City Museum in the exhibition of modern and contemporary history, we will be able to increase our understanding of how and why Bucheon City Museum’s integrated pavilion was created. Regarding Bucheon City Museum’s role, it is necessary to concentrate on investigating and researching cultural resources. Investigations and research on cultural resources are essential for securing identity and reorganizing local exhibitions. Cooperating or connecting with local cultural and artistic resources or activities is the duty of a museum that has a public interest. 이 연구는 부천이 2000년대 초반부터 진행해온 박물관 정책을 통해 설립된 부천시립박물관의 설립과정을 중점적으로 살펴보고, 그 운영 및 전시 개선방안에 대해 제안하고 있다. 박물관 운영에 관해서는 박물관이 재단에 위탁 운영되던 초기에부터 독립된 운영체계 필요성이 제기되었으며, 문화재단 위탁운영체계는 지자체, 문화재단, 박물관의 3중 행정구조로 인해 효율성이 떨어진다는 의견도 있다. 독립적인 재단을 구성하기 어렵다면 재단 고유사업으로 전환하여 운영 효율성 및 전문성을 확보하는 것을 대안으로 제시하였다. 전시의 경우, 현실성 있는 개선방안으로 노후화된 옹기관 전시실을 리모델링하여 활용하는 것을 제안하였다. 부천 근현대 역사를 중심으로 역사와 문화의 변천, 부천사람들의 삶을 보여주는 전시로 “부천”, “시립”의 정체성을 보완할 수 있으며, 박물관 도시 부천이 만들어지는 과정을 근현대사 전시에 포함하여 부천시립박물관 통합관이 어떻게, 왜 만들어지게 되었는지에 대한 이해를 높일 수 있을 것이다. 부천시립박물관의 역할로 지역문화자원에 대한 조사와 연구에 대한 집중도 필요하다. 정체성 확보와 전시 개편에 있어 지역문화자원 조사ㆍ연구는 필수적이며, 지역문화 예술자원이나 문화예술 활동과 협업 또는 연계하는 것은 공공성을 가진 박물관이 해야 할 의무라고 생각한다

MIRD 法에 의한 內部被曝線量 計算에 對한 考察

When radioisotopes were distributed in the body, the calculation of internal radiation dose was widely used by the Marinelli method, ICRP method and MIRD method, etc. Eventhough the MIRD method was easily calculated and is widely used in the recent studies, the use of this method was limited. As the body weight and the organ weight are not like, the calculation values are not similar. Though radioactivity of source organ is well distributed, the radiated quantity of target organ was calculated, by the mean radiation dose. When internal it is needed to know the body distribution of radionuclide and situation with time-dependent. In consequence, body distribution of radionuclide was tested on urine and blood, it is needed to determine with regard to the physiological characteristics and function of each organs. Further observations to confirm this postulate are under development.

This study set out to investigate the establishment process of Seonbichon and its exhibition organization and utilization. Based on the investigator’ field survey data on how they organized and turned the Seonbi culture, an intangible cultural asset, into a tourist resource, the study examined the values and prospects of Seonbichon as a cultural and tourist resource. Seonbichon was established under the initiative of the concerned national agencies and opened in 2004 to build local identity. For the village, traditional Korean houses were copied on the selected old houses scattered around in Yeongju City that fitted the theme of the village without any dimension changes. Added to those houses were the pavilion, water mill, treadmill, and smithy to reproduce a village called Seonbichon. They were complemented by an educational facility that mimicked the Ganghakdang of Sosuseowon and a resting place called the Jeojatgeori to create a cultural and tourist destination. Programs for visitors to experience were deployed all around the village to put the space to efficient use. Since the houses in the village are models, it is allowed for visitors to go into them and touch anything unlike Hahoi and Yangdong Villages where people are actually living. As a result, Seonbichon generates more exhibition effects than those which only allow for sightseeing with eyes. Its exhibition approach has various effects on the viewers. The reproduced houses do not just stand in a row; they tell stories on topics related to the Seonbi culture according to the architectural features, the personality of residents, size, shape, and furniture characteristics to help visitors to understand the Seonbi culture through the houses and their artifacts. It was intended to have visitors experience the intangible Seonbi culture, run an accommodation and experience program more effectively, and motivate visitors to participate in experiential activities for immersion. The Sosuseowon, Sosu Museum and Seonbichon complement one another for the elements they cannot shot individually as a relic or cultural facility. The whole area was designed to allow visitors to take a look around Sosuseowon whose old conditions are kept intact, view the exhibitions on the local history, culture, and figures at Sosu Museum, and experience the Seonbi culture at Seonbichon equipped with the traditional village, thus receiving great responses from visitors for its fun and educational effects. In addition, the recently added Seonbimunhwasuryoenwon enhances the quality of Seonbi culture experience with its educational programs. Seonbichon offers a place to exhibit and experience the Seonbi culture and, most importantly, runs an accommodation and experience program. It helps visitors reflect on the modern culture, in which the spirit of perfect virtue, righteousness, courtesy, and knowledge is collapsing, through the culture of Seonbi spirit by demonstrating the life aspects of Seonbi and promoting the unique local culture and provides them with a cultural experience space to participate in an educational program for the Seonbi culture and a cultural accommodation and experience program. With additional program developments such as digital content, further convenience, and ongoing housing maintenance, Seonbichon will have values as a sustainable cultural and tourist resource and be able to present its accommodation and experience program as great assets to introduce the traditional Korean culture to foreign tourists as well as domestic ones. In future, they need to develop festivals, performances, dramas, movies, food, cultural relic exploration, educational content, and characters through Seonbi culture-based OSMU to increase its value added and turn casual visitors into happy regular visitors to the village via an ongoing series of things to see and enjoy. In addition, they need to make efforts to develop tourism in connection with surrounding areas.
