안산신길2지구 도시건축통합 마스터플랜 - 설계공모 당선작을 중심으로

한국토지주택공사(LH)는 2018년에 기존 도시계획의 문제점과 한계를 극복하고자 가로공간 중심의 ‘도시건축통합계획’을 3기 신도시 및 신규 공공주택지구에 적용하기로 하였다. 이 설계기법은 초기 기획 단계부터 도시 · 건축 · 시설물을 아우르는 입체적 도시 마스터플랜을 통해 도시계획과 건축계획을 결정하는 방식으로, 안산신길2지구는 과천지구에 이어 두 번째로 이 방식을 적용한 대상지로, 현상설계공모 후 2020년 9월 심사를 통해 ‘Interactive Flow: 다층적 흐름의 공간구조 제안’이 당선작으로 선정되었다. 당선작은 물과 녹지를 따라 경험하는 도시의 ‘흐름’, 자유로운 도시의 흐름을 따르는 ‘리듬’, 발걸음을 따라 마주하는 곳곳의 ‘장면’ 등 다양성을 기반으로 걷고 싶은 도시, 다층적 흐름의 공간구조를 제안하였으며, 가로공간 중심의 커뮤니티 활성화 계획과 인근 시흥거모지구와의 교통 · 녹지 체계 연계성, 역세권 및 제기천변과 주요 도로를 아우르는 활성화 계획의 창의성이 공모취지에 부합한다는 평가를 받았다. 본 설계공모과정에 대한 연구를 통해 도시계획가 및 건축가들이 과거와는 다른 협력체계가 필요하다는 것을 제안하였다. The Korea Land and Housing Corporation (LH) invented an “integrated urban and architecture masterplan” strategy in an attempt to overcome the problems and limitations of existing city planning system, and applied this approach to the third-generation new town and new public housing projects. This new design approach aimed to create an intergraed plan with urban and architecture design based on a three-dimensional city master plan that covers urban structures, buildings, and facilities together from the initial planning stage. The Ansan Singil 2 district was the second design competition in September 2020 to apply this approach, The prize winner, “Interactive Flow: Proposal of spatial structure of multi-layered flow”, attempted to create pedestrian friendly urban structure based on diversity, such as the “flow” of urban experiences along the water and greenery, the “rhythm” following the free flow of the city, and the “scenes” with diverse landscape along pedestrian walkways. The winning project proposed the horizontal space and a transportation green area system cooperation with the neighboring Siheung Gomo district, and a comprehensive plan that covers the area around the station, riverside and the main roads. This paper pointed that needs to collaborate between architects and urban planners in a different way than before through analysis of the competition process.

자연재해에 따른 문화재 피해 저감을 위한 제도적 개선 방안에 관한 연구

최근 기후변화에 따른 자연재해의 증가는 우리사회에 다양한 인적ㆍ물적 피해를 발생시켰으며 방재계획의 중요성을 부각시켰다. 그러나 민족의 오랜 역사를 간직한 채 국가적ㆍ민족적ㆍ예술적ㆍ학술적ㆍ경관적 가치가 큰 문화재의 경우, 자연재해에 무방비하게 노출되어 있음에도 불구하고 이를 보호하기 위한 체계적인 대책마련이 미흡한 실정이다. 이에 본 연구에서는 자연재해로부터 문화재의 위험정도를 파악하고 문화재의 자연재해 저감을 위한 제도적 측면의 현황을 분석한 후, 연계성을 마련하기 위한 개선방안을 제안하고자 한다. 이를 위해 자연재해 저감과 문화재 보호와 관련된 법률, 계획 체계 및 내용을 검토하고 상호연계성을 분석하였으며, 주요 분석 대상지로 서울시의 안전관리기본계획과 풍수해저감종합계획, 문화재기본계획 현황을 분석하였다. 그 결과 자연재해로부터 문화재 보호를 위한 방안으로 ‘문화재 방재의 중요성에 대한 인식전환, 자연재해와 문화재 관련 법령 및 계획의 연계성 강화, 문화재의 자연재해 저감을 위한 구체적 계획안 마련’을 제안하였다. Recently, the increase of natural disasters due to climate change has caused various fatal human and physical damages to our society and highlighted the importance of disaster prevention plan. However, cultural properties with national, ethnic, artistic, academic, and landscape values are not sufficiently systematic to protect them, even though they are exposed to natural disasters. Therefore, this study identifies the risk of cultural property from natural disasters, examines the status of institutional aspects for natural disaster reduction of cultural assets, and proposes improvement plan. For this purpose, we reviewed the system and contents of laws and plans related to natural disaster reduction and cultural property protection, and analyzed the interconnectivity. We also reviewed the general plan for safety management, comprehensive plans for the reduction of damage from storm and flood and cultural properties general plan of Seoul. As a result, for improvement plan for the protection of cultural assets from natural disasters, this study proposes to ‘change the awareness of the importance of disaster prevention for cultural properties, enhance the linkage of laws and plans related to natural disasters and cultural assets, and prepare specific plans for reducing natural disasters of cultural properties’.

문화재 보존 및 활용을 위한 CPTED 적용 방안에 관한 연구

본 연구의 목적은 문화재 정비계획 및 보존관리에 관한 지침과 기준을 분석하여 문화재 보존 및 활용을 위해 적용 가능한 CPTED 요소를 도출하고 중요도를 분석하는 것이다. 따라서 본 연구에서는 우선 문화재 정비계획 및 보존관리 지침과 기준에서 CPTED 관련 내용을 조사하여 CPTED 5가지 원리인 자연적 감시, 자연적 접근통제, 영역성 강화, 활용성 증대, 유지 관리에 입각한 24개의 문화재 CPTED 요소를 도출하였다. 이후 문화재 행정, 현장관리, 계획 및 설계, 보수등 96명의 전문가 집단 설문을 수행하여 적용가능성과 중요도를 평가하였다. This study was aimed at reviewing the patterns of crime in regard to the cultural properties, and thereupon, analyzing the guidelines and criteria for their maintenance plan and conservation & management, and thereby, determine the factors of the CPTED (Crime Prevention Through Environmental Design) applicable to their conservation and presentation, while assessing their importance. First of all, this study surveyed the details of CPTED in reference to the Guideline and Criteria for the Comprehensive Maintenance and Conservation & Management for the Cultural Properties, and thereupon, determined 24 factors of CPTED based on its 5 principles: natural surveillance, natural control of access, reinforcement of the territoriality, enhancement of availability and maintenance & management. Then, a questionnaire survey was conducted for 96 experts at administration, spot management, planning and design, maintenance, etc., to evaluate the applicability and importance of each CPTED factor.
