      • 한국공무원노동조합 단체교섭에 관한 연구

        한국공무원노동조합의 역사는 일천하다. 「공무원노동조합설립 및 운영 등에 관한 법률」이 2006년 1월 28일부터 시행되었고, 정부수립이후 최초로 2007년 12월 14일 공무원노동조합과 정부간에 단체교섭이 이루어져 단체협약이 체결되었다. 이에 따른 한국공무원노동조합설립과정을 개괄하고, 한국공무원노동조합 단체교섭에 대하여 살펴봤다. 정부와 공무원 노동조합의 단체교섭에 따른 문제점과 그 개선방안 즉, 정부의 단체교섭의 주체, 교섭대표의 권한범위, 그리고 공무원노조의 교섭권 범위와 교섭권 위임, 단체교섭창구 단일화 등의 문제점과 그에 따른 단체교섭 사례를 살펴보고 그 개선방안을 찾아보고자 했다. 그 결과 여러 가지 문제가 있지만 가장 중요한 것은 노사 양측간의 ‘신뢰’구축이 가장 시급하고 그 바탕위에 노사관계가 정립될 수 있다고 보았다. It is only a short time since the Korean Government Employees’ Union opened a new chapter of its history. In this study, we intended to identify problems about the main body of the Korean government for the collective negotiation, the scope of the negotiating representative’s authority, the scope of the Korean employees’ union’s negotiating right, authorization of the negotiating right and simplification of collective negotiating parties, look into cases of collective negotiations and find out an approach to improve them. As a result, it is thought that even though there were many problems, what is most important is that ‘trust’ should be quickly built up between labor and management and labor-management relations could be stabilized on the basis of such trust.

        Exhaust regulations of automobile are being reinforced increasingly as environmental problems issues came to the fore by industrial development. However, it is known that the exhaust emission is not only influenced by the system of automobile but also the fuel properties. In particular, high-performance engines have required high-performance fuels with high lubricity as CRDI engines(diesel engine) have been developed and commercialized. This paper have examined that the fuel property variations affect a major parts and an exhaust gas of automobile. It was confirmed that the high pressure pump, the injector and the DPF(diesel particulate filter) were damaged and fuel efficiency was get worse due to use the fuel of lacking lubricity property(651 μm / quality standard: less in 400 μm). In addition, through an iron component was detected in the broken DPF, it was estimated that the breakage of the DPF was caused by the excessive exhaust of the particulate matter due to the iron component of the fuel.

        시험모드 및 대기온도에 따른 경유자동차의 배출가스 특성에 관한 연구

        Environmental problems are issued throughout all over the world and which are needed the strength management. In case of the diesel cars are also being developing and studying continuously about various after-treatments device such as EGR, LNT, SCR, DPF and DOC etc. which are used for decreasing NOX and PM. The air temperature goes up to 39℃ in summer and goes down to –20℃ in winter because of the location. These changing of the temperature can effect to the engine and harmful exhaust gas discharged and it seems to make the increase - decrease different. The result of the evaluate while changing between the test-mode and the air temperature, which expresses that WLTC-mode is 2.2 times and FTP_75 mode is 4.1~6 times increase to the comparison NEDC-mode of the current regulation. The exhaust characteristic of NOX by the changing temperature increases in the low temperature and 4.3 times in 14℃ and 21.3 times in –7℃ with maximum when it compares to 23℃. The fuel efficiency of the different weight car and engine with same data is about 5.7 % in maximum.
