The problems of private education within South Korea are serious concerns which are yet to be resolved. This paper raises the question whether these problems are properly examined from the theoretical point of view in education. To this end, we explore the characteristics and presuppositions of the current educational policies. Private education policies in South Korea, under the banner "regulation of private education for normalization of public education," assume two premises: first, private education should be suppressed. Second, private education harms public education. However, these two hypotheses need to be examined independently. Therefore it is not valid to accept them prematurely. In order to discuss these two assumptions, a theoretical analysis of the concept of private education, which takes precedence over the order of logic, is needed. The concepts of private education in current study can be explained by the 'economic definition', 'institutional definition', and 'phenomenal definition' which are the definitions most policies and researches are based on. While each definition has a conceptual weakness, in particular, the phenomenal definition is problematic in terms of (1) regarding private education as negative, (2) positing a hostile relationship between public and private education, (3) and not capturing the comprehensive aspects of private education in South Korea. Given that these prejudices of phenomenal definition affect educational policies and lead to unnecessary assumptions as well as distorted directions, an alternative definition of private education is required. Two ways of reviewing definitions as alternatives to phenomenal definition can be suggested. One is a 'functional approach' which is a negative approach merely correcting prejudices of the phenomenal definition; the other is 'interpretation by educational fever' as a deep approach which explores the essential characteristics behind the phenomenon. Pointing out these approaches still miss educational perspective, we suggest private education for ‘the good life’, through which we can establish an educational perspective and a standard of education on a wider sense. 이 논문은 우리나라에 사교육 현상이 만연하여 문제시되고 있는 상황을 올바르게 탐구하고 있는지에 대한 문제의식에서 출발한다. 이를 위해 기존의 사교육 정책들이 가지고 있는 특징과 논리적 가정을 살펴본다. ‘공교육정상화를 위한 사교육 규제’라는 기치로 표현되는 사교육 정책들은 사교육을 억제해야 하는 부정적인 것이고, 공교육에 방해되는 것이라고 가정하고 있다. 그러나 이 두 전제가 토대를 두고 있는 사교육의 개념은 별도의 검토가 필요한 문제들이다. 기존의 사교육 개념은 ‘경제적 정의’, ‘제도적 정의’, ‘현상적 정의’로 나눌 수 있으며, 현재 우리나라 사교육의주요 정책 및 연구는 현상적 정의에 기반을 두고 있다. 각각의 정의는 개념적으로 약점이 존재하며, 특히 현상적정의는 (1)사교육을 부정적인 것으로 보고, (2)공교육과 사교육의 관계를 적대적으로 보며, (3)사교육의 양태들을종합적으로 포착하지 못하는 문제점이 있다. 이러한 문제점들은 사교육의 연구 및 정책의 방향을 왜곡시키기 때문에 사교육 개념에 대한 대안적인 정의가 필요하다. 이 논문에서는 현상적 정의의 편견을 바로잡는 소극적 접근으로 ‘기능적 해석’을, 현상 이면의 특성을 탐구하는 적극적 접근으로 ‘교육열을 통한 해석’을 각각 검토하고, 두접근에서 결여된 교육적 의미를 정립하기 위하여 ‘좋은 삶(the good life)’을 위한 교육적 접근을 제시한다.

In this study, the effects of differential building wall heating area and street heating on in-canyon flow and air temperature were investigated using a computational fluid dynamics (CFD) model, with a focus on the effects of solar heating. A comprehensive analysis and parameterization process was carried out using both the results from Part 1 of this study and the new findings presented in this paper. The heating conditions of the upwind and downwind building walls were based on the movement of the sun, and differential heating was examined by changing the temperatures of the street and building wall. Results show that differential heating of the downwind building wall had a greater effect on the wind environment inside the street canyon than the heating scenario of the upwind building wall, resulting in the dominance of the updraft in the in-canyon flow patterns. These findings emphasize the importance of various factors, including the differential heating of building components and changes in heating according to the diurnal solar movement and shadow formation, in analyzing the wind environment. The study provides an urban parameterization process for wind environment based on the application of green system and change in the position of the sun, which can be applied to actual urban areas to compare and evaluate various wind environments.
