현 참여정부의 지방분권정책의 일환으로 2005년 보건복지부 국고보조금중 13개 노인복지분야를 포함하여 67개 사업을 지방으로 이양함으로써 지역중심의 복지정책을 추진하고자 하고 있다. 이에 본 연구의 목적은 노인인구 및 복지욕구의 증가와 함께 대구시의 주요 노인복지현황을 분석하여 그 문제점과 정책과제를 모색함에 있다. 그 결과 첫째, 저소득 노인들의 소득보장과 사회참여를 확대하여야 한다. 둘째, 양․질의 재가서비스 및 시설요양서비스를 확충하여야 한다. 셋째, 중․장기 노인복지계획수립과 시행 및 지역민에 대한 적극적인 홍보가 필요하다. 넷째, 아동복지수당 등의 적극적인 출산장려정책이 필요하다. 다섯째, 노인복지예산확보를 위한 적극적인 노력이 필요하다. 이상의 정책과제를 제시하였다. We are driving welfare policy by transferring 67 projects to provinces, including 13 welfaresupporting sector for senior citizens financed by national treasury subsidies of Ministry of Health and Welfare, as part of efforts by current participation government to decentralize the authority to provinces In response to this, this study aims to explore the problem and the task of policy by analyzing the current major status of welfare provided by senior citizens in Daegu city, along with the increase in the silver population and their desire for welfare. As a result, first, the income of silver population, who earn low income, has to be guaranteed and participation into the society by them has to be expanded. Second, the quantity and quality of rehabilitation service and facility medical treatment service have to be expanded. Third, the plan to ensure the welfare of seniorcitizens over mid and long-term has to be established and carriedout, and an active promotion for the local residents has to be launched. Fourth, an active policy to encourage pregnancy, such as child welfare benefits, is required. Fifth, an active effort should be made to secure the budget for the welfare of senior citizens. We presented the above-mentioned tasks of policy.

치매노인 가족보호자의 노인의료복지시설 이용만족도에 관한 연구

The purpose of this study is to find out the influence of family support for the old with dementia on the degree of satisfaction at the medical welfare facility use. For this study, a questionnaire was conducted to 98 guardians whom we got approval for the interview out of 173 guardians who took care of the old. Who were more than 65 years old, had dementia, and resided in the medical welfare facility in Daegu. The support of family guardians has been related to the four factors: (1) the symptom of the old before entering the facility, (2) the condition of family support, (3) the awareness of dementia symptom and the d of education, (4) the awareness of medical welfare service and the degree of satisfaction at its use. The results of the study are as follows: First, the family guardians who use the medical welfare facility for the old without realizing the seriousness of the symptom of dementia do not feel the satisfaction at the facility, its personnels, and its use. Second, the degree of seriousness of family conflictions influents significantly on the satisfaction of use. Third, the guardians awareness of the behavior of the old with dementia and of the ways of care to some extent influences significantly on the satisfaction at the use of medical welfare facility for the old. Forth, depending on the degree of the change of life before and after entering the facility, on the way to come to know the facility, and on the reason to use the facility, the degree of satisfaction at the use of the facility varies. Based on the results of this study, some suggestions are presented to increase the degree of satisfaction at the use of medical welfare facility for the old with dementia, and to run the facility practically well for the better quality of the old’ s life.

노인의 재가복지서비스 이용의향에 영향을 미치는 요인에 관한 연구

노인인구의 증가와 함께 다양한 복지서비스에 대한 욕구도 증가하고 있다. 노인들은 시설복지보다는 재가복지서비스에 대한 욕구가 더 크며, 앞으로 실시될 노인수발보험제도에서도 재가복지서비스가 중심이 될 것이다. 그러나 재가복지서비스에 대한 욕구는 증가하고 있는 반면에 서비스 이용의향에 영향을 미치는 요인에 관한 국내의 선행연구는 매우 부족한 실정이다. 본 연구에서는 재가노인 본인을 대상으로 재가복지서비스의 인지여부 및 이용의향을 파악하고, 그 이용의향에 영향을 미치는 요인을 규명하고자 한다. 본 연구는 2004년 대구광역시에서 2000명의 노인을 대상으로 조사한 노인생활실태 및 욕구조사 자료를 이용하여 요인을 분석하였다. 영향요인으로는 선행요인, 가능성요인, 욕구요인으로 나누어 살펴보았으며, 재가복지서비스에는 가정봉사원파견사업, 주간보호사업, 단기보호사업, 방문간호사업을 포함시켰다. 로지스틱 회귀분석결과 가정봉사원파견사업에는 유배우자상태, 유자녀상태, 소득, 서비스 인지도, ADL과 IADL이 영향을 미치는 요인으로 나타났다. 주간보호사업에는 교육수준, 유배우자상태, 유자녀상태, 소득, 서비스 인지도가 영향을 미치는 요인으로 나타났다. 단기보호사업에는 교육수준, 소득, 서비스 인지도, IADL이 영향을 미치는 요인으로 나타났다. 방문간호사업에는 유배우자상태, 유자녀상태, 서비스 인지도가 영향을 미치는 요인으로 나타났다. The purpose of this research was to examine the factors affecting the elderly`s preference for utilization of community care services. The respondents were 2000 old men residing in Daegu. The data were analyzed by statistical methods such as frequency and logistic regression analysis. The results of this study were as follows. 1. The presence of spouse, presence of adult children, income, recognition of services, ADL, and IADL were significantly associated with homemaker service. 2. Education, presence of spouse, presence of adult children, income, and recognition of services were significant predictors for adult day care service. 3. Education, income, recognition of services, and IADL were strongly associated with short-term institutional care service. 4. The presence of spouse, presence of adult children, and recognition of services were significant predictors for visiting nurse service. Implications of the findings were discussed and the recommendations for the future directions for education and research were presented.

우리나라 재가노인복지서비스와 종교사회복지의 역할과 과제

본 연구는 우리나라 재가노인복지서비스와 종교사회복지의 실태를 분석하고 문제점을 파악하여 고령화 사회에 있어서 재가노인복지서비스의 발전을 위한 종교사회복지의 역할과 과제를 검토함에 그 목적이 있다. 이를 위해 먼저 우리나라 재가노인복지서비스의 실태를 급여대상, 급여내용, 전달체계, 재원을 중심으로 분석하고 동시에 종교사회복지의 실태분석과 문제점을 제시하였다. 이를 통해, 우리나라 재가노인복지서비스의 역할과 과제로는 다음과 같다. 첫째, 재가노인복지서비스에 보다 역점을 두어야 한다. 둘째, 종교계의 사회복지관련 조직의 정비를 통한 전달체계를 확립하여 전문성을 확보하여야 한다. 종교계의 종교사회복지연구소 설립을 통하여 재가노인복지서비스의 발전을 위한 연구 노력 등이 요구된다. This essay aims to research on the actual condition of Korea s community aging care service and religious social welfare system and to grasp the point of issue and examine the roles of religious social welfare system for the development of community aging care service in the aging society. To perform it, first of all, the actual condition of our nation s community aging care service is analyzed by subjects of benefits, contents of benefits, means of deliver, source of revenue, and at the same time the actual condition and problem of religious social welfare system are presented. Through the research, the roles and issues of our nation s community aging care service are as follows: First, we rather focus on the community aging care service. Second, we have to secure professionalism by establishing the means of deliver through the religious social welfare system. It is necessary to put significant efforts on the community aging care service development by establishing religious social welfare research institute in the religious world.
