        Synergistic Interactions Between Social Policy and SSEs in Developing Countries: Interfaces in Discourse and Practice

        This study sets out to discover the potential linkages creating synergies between the expansion of social protections and the emergence of various forms of social and solidarity economy (SSE), both of which have been proactively identifiable within development discourses and practices for developing countries over the recent decades. These two expansion processes have also been producing interfaces where social policy and SSE are able to interact with each other. Focusing on the interfaces created by development strategies, participation and partnership, the study not only explains actors, institutions, and processes involved in the interactions between social policy and SSE, but also identifies opportunities and challenges created by specific tensions in each interface, and strategies to scale up both social policy and SSE in a synergistic way.

        Linking State Intervention and Health Equity Differently: The Universalization of Health Care in South Korea and Taiwan

        This study sets out to compare the process of the universalization of health insurance in South Korea and Taiwan, with a particular focus on the similarities of the commercial elements, such as the dominance of a private provider and user fees. What were both the constraints on, and the challenges to government policies to establish universal health insurance with commercial elements? Are there differences between the cases of these two countries? If there are, what caused those differences? What role have the state, market and civil society institutions played in shaping the health systems of these countries? To answer these questions, this paper analyzes the roles of historical institutional legacies, competitive election, active civil society, the education of doctors and nurses, the allocation of medical human resources in the labor market, the medical device industry, public and private hospitals and inter-sectoral policy measures, with a focus on the linkages within and between the health system and other sectors. It is fair to argue that the different modes of government interventions in various sectors and their varying degrees, in terms of enforcement, resulted in the universal health systems of the two countries being qualitatively different, and resulted in different consequences as regards health equity.

        Post 2015 Development Goals(SDGs) and Transformative Social Policy

        After the Second World War, development strategies which could significantly reduce poverty and inequality and enhance quality of life invariably involved some forms of solidarity-based redistributive social policy programmes as a complement to industrialization and economic growth. However, this role of social policy, and in particular, the redistributive component of social policy that had underpinned these successful development models, has often gone unrecognized. One of the policy consequences of this neglect has been the proposal of social policy as a remedial action, which just ameliorates the adverse social effects of economic policies that often regressively redistribute wealth and income. Informed by an understanding of social policy which highlights its multiple transformative and developmental roles and functions in production, redistribution, protection, reproduction and social cohesion, this paper argues for a move away from the residualist conceptualization of social policy as a “safety net” and suggests a transformative social policy approach as a core of a new developmental conceptual framework or strategy for the Sustainable Development Goals (SDGs). Based on historical and empirical evidence, this paper argues that for the global overarching strategy for the SDGs, a transformative social policy approach can be a better fit than the residual social policy approach, since the former works in tandem with other policies to ensure socially, economically and politically sustainable and equitable development.

        The Evolution of Fragmented Systems of Welfare Provision: The National Health Care Systems of Japan, the Republic of Korea, and Taiwan

        The national health insurance systems in Japan, South Korea, and Taiwan are considered to have shown successful performance. These three countries achieved universal health coverage through systems with different degrees of integration and the unification of disparate schemes. Japan still maintains a fragmented system based on occupational and residential insurance schemes, while Taiwan and South Korea have achieved a unified system with single payers and are moving toward a more integrated system in terms of transfer across the different schemes within the system. By focusing on institutions, policies, and actors, this study highlights diverse forms of inter- and intra-sectoral integration mechanisms and pathways that have been used to achieve health equity in these countries. We show that the experiences of these three countries offer good cases for comparative research on how countries with rapid industrialization facing the task of developing their welfare systems have overcome fragmentation and unified their systems of welfare provision in equitable and sustainable ways.

      • 남성의 화장행동과 화장품 구매에 관한 연구

        The objective of this study is to investigate the perception of males about make-up and the make-up process, analyze principal factors affecting their decision when purchasing cosmetics and, ultimately, to provide basic data for further survey and research into features of cosmetics and their satisfaction. The subjects of the study a.e male adults living in Jeonju, Iksan and Gunsan cities of Jeonbuk province. Surveyors made direct interviews with the subjects from October 21 to 30, 2003 and collected 174 questionnaires from them, which were subsequently put to the final analysis. The demographic characters of the surveyed showed that 60.9% of them were in the age ranging 30 to 39, 75.3% married, 69.5% undergraduates or graduates, 39.1% self-employed, 25.9% earning more than 3.01 million Won monthly and 43.7% spending less than 10,000 Won a month for cosmetics. Their make-up and purchasing pattern of cosmetics featured that 54.0% of the surveyed use cosmetics for skin care, 54.0% for cleanness and health, 84.5% for foundation(lotion or skin lotion) only, and 60.9% once a day. Out of the surveyed males, 79.3% haven't experienced any adverse side effects after make-up. Of those who experienced, 80.5% named disagreement of cosmetics with skin for the reason. As for kind or symptom of the side effects, 38.8% set forth itching. Among those who had aftermath or intoxication from make-up, 52.8% said they could recover naturally. According to the survey, 57.5% felt somewhat awkward after make-up, but not quite bad though. Thirty-seven point nine percent of the males surveyed replied they cared little about the purpose of male-oriented cosmetics. Quality was raised by 31.0% as the foremost issue to improve. Television turned out to be the main source for 56.9% of the surveyed to get information about cosmetics. For 56.35%, general discount shops are preferred to buy cosmetics and 24.7% of them take ones recommended by salespeople. When buying cosmetics, 47.1% considered color and fragrance most seriously.

        Aid Effectiveness and Institutional Complementarity: Comparative Study of the Philippines and Republic of Korea

        This paper aims to contribute to the discussions on the development effectiveness through the examination of the two Asian cases of the Philippines and the Republic of Korea (hereafter, Korea) with a focus on aid and non-aid policy coherence and the mechanisms to create synergies of donors and recipients from a comprehensive perspective encompassing social as well as economic policies. Both countries were often compared with each other in the literature to describe and explain the developmental success of South Korea. This paper focuses on the interactions between the recipient and donor on the one hand and between aid and social and economic policies of recipient countries in the period 1945 – the 1980s. We show that institutional complementarity is a result of interactive process of politics and policies arguing that interactions between policies intermediated by political interests in recipient countries and interests and objectives of donor countries’ foreign policies also shape the nature, forms and degree of institutional complementarity. We also highlight historical legacies and institutional initial conditions lay institutional environment where institutional complementarity is formed and developed.

        The Purposes of this article are to find Christian religion and Germany expressionism which were background of Nolde's art and analyze formation and special quality, expression mode of holy picture. If synthesize contents of these analysis, we could know that faith is giving religious inspiration continuously during his lift to Protestant experience through the Bible. Though there is some difference by time but we could foretell that he accomplished modern holy picture of new sensitivity by doing individual expression with equal Bible subject traditionally in 20th century that change unlike existent holy picture with these motive power. That is, with new trend which religious inspiration as imagination which spring up in experience that is not experience of artificial Christian religion is then expressionism various that historically, he accomplished unique holy picture to related each other with the historic event.
