1987년 이후 남북관계의 진척은 놀랄 만 하다. 남북관계의 변화가 헌법개정에 필요한 임계치에 도달했다는 주장이 있는가 하면 헌법개정의 필요성이 없다는 주장도 있다. 남북관계의 측면에서 헌법개정논의를 정리해 보는 것은 매우 의미 있는 작업이라는 판단아래 쟁점들을 분석하였다. 주로 헌법 제3조의 영토조항을 중심으로 전개된 논의들을 다루었다. 과거 남북관계는 적대적인 관계가 압도적이었다. 적대적인 남북관계는 제헌 헌법의 영토조항에 그대로 반영된 바 있다. 그러나 7.7 선언 이후 남북한간에는 비적대적인 관계가 급격히 확장되었다. 적대와 비적대의 이중적인 남북관계의 변화를 헌법에 반영하려면 장기적인국가전략을 바탕으로해야 한다. 국가전략의 핵심은 북한을 헌법상국가로 인정할 것인지 여부이다. 이 같은 맥락에서 영토조항의 대안도 모색해 보았다. Constitution is the Document that has the most universal and future-oriented strategy of the state. Some assert that the change in the North-South relation after 1987 has reached a turning point. The Others assert that the need for change is not desperate. A discussion of Constitution Amendment in terms of North-South Relations has many significant meanings. We have analysed the various view point about Code 3, which tells us the Territory of ROK. Hostility dominates the relations between North and South Korea for the past 50 years. Hostile relation between north and south had influenced the Constitution code 3. But Non-hostile relation has greatly been extended after 7.7 declaration. To project the change between north-south relations to Constitution Amendment, we had better gather the consensus among people. The key word is whether to recognize North Korea as a state in terms of Constitution. In this context, we have tried to substitute code 3 by the alternative.

이 연구는 보호관찰업무의 효율성을 확보하고 증가하는 보호관찰 수요를 충족시키 기 위해 보호관찰업무에 과학기술을 도입하고 그 활용방안을 제시하는 것을 목적으 로 한다. 이를 위해 국외 보호관찰업무에 과학기술을 활용한 사례를 확인하고, 보호 관찰업무의 전략적 관리를 위한 현황 분석을 하여 국내 보호관찰업무에 맞는 과학기 술 적용방안을 제시하였다. 또한 보호관찰업무 관련 전문가 인터뷰 및 AHP 분석 결 과를 바탕으로 보호관찰업무에 과학기술의 도입 및 활용방안의 방향성에 대한 정책 적 제언을 하였다. 그 정책적 제언은 첫째, 빅데이터를 활용하여 재범에 대한 사전적 대응이 가능한 인프라 구축, 둘째, 빅데이터 활용 방안 마련을 위한 조직의 상설화, 셋째, 업무협약 등으로 보호관찰대상자에 대한 관리・감독 방안 다양화이다. The purpose of this study is to introduce science and technology into the probation service and suggest ways to utilize it in order to secure the efficiency of the recent probation service and meet the increasing demand for probation. To this end, cases of using science and technology in overseas probation work were identified, and the status analysis for strategic management of probation work was conducted, and a method of applying science and technology suitable for domestic probation work was suggested. Also, based on the results of interviews with experts related to probation and AHP analysis, policy recommendations were made on the direction of introduction and utilization of science and technology in probation work. The policy recommendations are: first, establishing an infrastructure capable of proactive response to recidivism by using big data, second, making the organization permanent to prepare a plan for using big data, and third, managing and supervising the subject of probation through Memorandum Of Understanding.

지역방송사 경영과 편성의 관계 분석 –춘천문화방송을 중심으로

This study analyzed the relationship between the management and programming, and the changes of production type according to the changes of management situation in the local broadcasting companies. This study found that the operating income ratio has a correlation with the self-production ratio. Meanwhile, analysis of the changes of production types according to the changes of business circumstance empirically proved that the number of performers has decreased while that of the external shootings has increased when the business situation has been got worse in local broadcasting station. 본고는 춘천문화방송의 재무 및 편성자료를 바탕으로 지역방송사 경영성과와 편성의 상관관계 및 경영상황의 변화에 따른 제작 형태의 변화를 분석하였다. 분석 결과, 지역방송사의 영업이익률과 자체제작비율은 정의 상관관계가 있는 것으로 나타났다. 한편, 경영상황 변화에 따른 제작 형태의 변화를 분석한 결과, 경영여건이 악화된 시기에는 프로그램의 출연자 수가 줄고, 야외 촬영 형태가 늘었음이 확인되었다. 지역방송사들은 수익이 지속적으로 감소하는 상황에서 출연자수를 줄이고, 내부 스튜디오 녹화 보다는 외부 녹화 형태를 취함으로써 인건비와 세트 제작비를 절감해온 것으로 분석된다.

Cardiopulmonary resuscitation guidelines are revised based on scientific evidence for emergency treatment of cardiac arrest patients. Refreshing the scientific knowledge of cardiopulmonary resuscitation leads to changes in the social-medical environment for cardiac arrest treatment. It aims to ultimately increase the survival rate of cardiac arrest patients by re-learning with changed guidelines every five years. Most emergency situations that occur to outpatients visits dental clinic are relatively low in risk. However, as the number of elderly patients is increasing and sedative anesthesia is becoming more common, life-threatening environments such as fainting, allergic shock, respiratory arrest, and cardiac arrest are increasing. As a medical practitioner, dentists should be able to provide appropriate emergency treatment. In this article, we would like to discuss the major changes in the revised Korean Association of Cardiopulmonary Resuscitation(KACPR) and American Heart Association (AHA) guidelines in 2020.
