북한의 보훈정책 고찰과 통일대비 한국 보훈정책 발전방안

본 연구는 북한의 보훈정책의 분석을 통하여 통일이후 남북한 보훈제도 통합의 기틀을 마련하는데 그 목적을 두고 연 구하였다. 먼저 북한의 보훈법체계와 보훈제도 전개과정을 고찰한 후 통일기반 구축 및 통일대비 북한 보훈정책의 시사 점을 분석해 보았다. 북한의 보훈정책을 체제수립 당시부터 현재까지 고찰하였다. 고찰 결과를 바탕으로 통일대비 보훈 정책 이념 재정립 문제와 보훈정책 통합방안에 대하여 이념적인 사항과 제도적인 통합방안을 제시하였다. 이와 같은 연 구결과는 통일 후 통합된 국가보훈정책을 어떠한 방향으로 추진하여야 될 것인지 조그마한 지표가 될 수 있을 것이다. 통일 이후에도 상당부분 남북한 구성원들 간에는 다양한 차이와 갈등의 요인을 내포하면서 국민통합으로 진행하는데 있어서 갈등 요인이 노출될 것이다. 철저한 준비와 사회적 공감대 형성이 무엇보다도 중요하다. 국가 보훈정책도 기본으 로 돌아가서 재점검하고 통합의 준비를 하여 할 시기이다. 북한의 보훈제도는 시기를 달리하면서 북한체제의 근간이며 발전의 원동력으로 활용하고 있다는 사실을 알 수 있다. 보훈정책의 재이념은 통일국가와 국민정체성의 상징이며 나아가 사회통합정신의 상징성을 나타내어야 할 것이다. 아울 러서 나라사랑의 정신과 국가안보의식이 반드시 내포되어야 할 것이다. 또한 통일을 대비하는 보훈정책의 통합은 남북 공히 공통의 역사 인식을 공유하는 것이 중요한 사항이며, 이러한 바탕위에서 보훈정책의 통합을 실시하여야 할 것이다. The present study was conducted with aim for establishing the framework of integrated veteran policy for unified Korea through the analysis of the North Korea’s veteran policy. For the purpose, this study reviewed the legal system and implementation process concerning the North Korea’s veteran policy and analyzed the establishment of fundamental framework of unification and the implications from the North Korea’s veteran policy for unified Korea. The review of the North Korea’s veteran policy covered the beginning of the North Korea’s veteran policy to the present. Based on the findings of the review, this study revealed the necessity of re-establishing the principle of veteran policy in preparation for unification and proposed a plan for unified veteran policy. The results from this study are expected to be a meaningful milestone to unified veteran policy after unification. It is reasonably expected that there will remain considerable differences and conflicting factors, which could block the path to national integration, between two countries and their peoples after unification. Therefore, it is more important to make a thorough preparation and form social consensus than any other. In this respect, national policy for veterans should go back to basics and be reviewed to be ready for unification. Although different in time, the North Korea’s veteran policy was and is the base of the nation’s system and source engine for development every period. Re-designing the principle of veteran policy should reflect both symbols of the unified nation and the national identity, but also of socially integrated spirit. Therefore, it must include the spirit of patriotism and awareness of national security. Furthermore, as for the integration of veteran policies for unification, it is especially important for two countries to possess and share common historical consciousness. The unified veteran policy should be integrated on this base.

천해에서 내부파로 인해 생성되는 잔향음에 의한 허위표적 신호 발생 가능성

능동소나 시스템에서 천해 내부파에 의한 잔향음으로부터 유도될 수 있는 허위 표적 신호의 발생 가능성에 대하여 연구하였다. 내부파로부터 굴절된 하향 음선은 강한 해저면 잔향음 신호를 발생시켜 허위 표적 신호를 야기한다. 음원으로부터 송출된 음파는 3차원적으로 전파하므로, 2차원(r-z) 뿐만 아니라 수평방향에 대해서도 고려되어야 한다. 솔리톤(soliton)으로 구성된 내부파 모델링은 음원과 솔리톤간 거리 및 솔리톤의 수평폭과 같이 다양한 조건에서 수행되었다. 음원은 가변심도소나(VDS: Variable Depth Sonar)를 가정하여 모의 환경에서의 최소음속층에 위치시켰고, 음선 기반의 잔향음 모델을 이용하여 시간에 따른 잔향음 준위를 모의하였다. 결과적으로 음원과 솔리톤간 거리 및 솔리톤의 수평폭에 따라 여러 개의 허위표적 신호가 동시에 PPI(Plan Position Indicator) 전시기에 나타날 수 있음을 확인하였다.

북한 신년사 분석을 통한 김정은 시대 지속과 변화

It may be meaningful that analysis of possible continuity and change of North Korea's Kim Jong-un's ruling in its third year. For this analysis, for the application more rational and statistical analysis methods, this study takes advantage of the new years' messages of Kim Il Sung, Kim Jong Il, and Kim Jong-un. In North Korea, the new years' messages are rare enough to give influence to every field of the North Korea's community and the New Year's message performs tutorial role throughout the whole year. The said messages of Il Sung, Kim Jong Il, and Kim Jong-un regimes have been researched and comprehensively summarized. The summarized New Year's Message by Kim Il Sung, Kim Jong Il, and Kim Jong Un are separated, compared and analyzed by the regime by presentation method, configured information, and others followed by New Year message's characteristics and implications of each North Korean regime that have been investigated. Based on the results of this analysis of Kim Jong-un era, possibility of its continuation and change is forecasted. Above all, for possible continuation of the ruling, sticking to the governing socialist way and military-first politics are presented. For possible causes of change, such the four factors as partial opening to overcome economic problems, the North Korean nuclear issue, influx of the nature of capitalism, and Kim Jung-un's control weakness have been presented. Such the factors of possible change and continuation of the North Korea Kim Jung-un ruling are expected to work as a combination of factors. The issue of continuation and change of North Korea Kim Jong-un's control is a key point for us to solve the issues between North and South Koreas. In the situation that the whole people of South Korea have a national consensus in the effort of gathering the public opinion, it is a high time that we needed to have much flexibility to actively cope with the North Korean issues.

김정은시대 개성공단 실무회담 분석을 통한 군사협상 변화 연구

김정일시대 군사협상 분석 모델인 ‘항일유격대식 협상모델’을 활용하여 최근에 실시된 개성공단 실무회담 분석을 통하여 김정은시대에 개최될 군사협상의 지속과 변화를 제시하고자 한다. 특히, 개성공단 실무회담 분석을 통하여 김정은시대의 경제분야 협상에서도 군사회담과 유사한 협상행태가 진행되고 있음을 확인할 수 있었다. 이와 같은 분석을 통하여 유추할 수 있는 사항은 김정은시대 군사협상에서도 김정일시대의 군사협상 범주에서 협상이 진행될 것이라는 사실이다. 근본적으로 북한은 변화의 길을 걷겠지만 현 시점에서는 기존의 전략문화를 변경하기 보다는 그 틀 속에서 군사협상 목적을 달성하려 할 것이다. 이러한 현상은 당분간 지속될 것이다. 향후 북한은 경제난 극복을 위하여 군사협상에변화를 꾀할 것이다. 따라서 우리 정부의 군사협상에 대한 인식의 대전환이 있어야 할 것이다. 우리정부는 대화와 협상을 유도하기 위해서 지속적으로 노력하여야 한다. 북한의 변화를 유도하기 위해서는 군사 협상에 적용할 수 있는 통일전선논리를 활용한 경제 분야 협상 의제를 개발하여야 한다. 이를 이용하여 북한의 군사협상 정책결정자들에게 논리체계를 형성하여 준다면 새로운 군사협상의 틀을 만들 수 있을 것이다. 북한은 변화를 통한 경제적 교류협력을 보장하는길이 생존하고 발전하는 길임을 인식하여야 한다.

6·25전쟁 초기 춘천지구 전투의 재분석과 평가

The purpose of this research is to reevaluate the success factors and significance of the battle through the analysis of the only successful Chuncheon district battle during the defense combat in the early part of the Korean War on June 25, 1950. The research results are the matters that are analyzed from the viewpoint of the armed forces of the Republic of Korea, focusing intensively on the successful aspect of the early defense combat against North Korean army's surprise invasion of the South and on the battle that thwarted the North Korean army's intensive surprise attack intention. This research attempts to reanalyze the Chuncheon District Battle in connection with the Kim Il-sung's strategic course of action in consideration of the operation plan of North Korean invasion of the South. In other words, it is to reanalyze the enemy tactics in connection with North Korean army's plan of invasion of the South. The fact that the 6th Division of the armed forces of the Republic of Korea destroyed the North Korean army's operations plans that were in accordance with Kim Il-sung's strategic plans has more significance than a simple tactical success. The Chuncheon District Battle should be reevaluated as the "decisive battle" which went beyond a successful early defense combat in a Chuncheon region, and which fundamentally defeated North Korean army's war plan itself by thwarting the Kim Il-sung's strategic plan.

신 존재와 인간의 문제에 대한 고찰

The moderns regard human reason and scientific rationality as an barometer of value. So the problem of the existence of God causes many questions to the moderns. According to circumstances, the people who believe and worship God encounter that problem as well as the people who do not even think of God. In this paper, I dealt with understanding methods on the existence of God from the viewpoints of theism and atheism. And then I handled the ontological, teleological and historical proof of the existence of God. Lastly I dealt with the problem of the existence of God and human beings, the problem of death and human beings as an existence of hope. What is the object that human beings pursuit God? The answer is so to speak briefly, humanization. They seek for and confirm humanity through God. They will achieve the common good and acquire the happiness of all people through humanity. If there is a hope to human beings, it will be a terrible disease more than death. God is the source of the future and hope to human beings. Even though the hope has been a moment afflicted with deception, we can surmount the deception and the question of the existence of God will continue hear after.

DMZ 평화적 공존을 위한 신뢰구축 방안

비무장지대에 대하여 정전협정 문헌적 고찰을 실시한 후 군사비밀에 문제점이 없는 범위에서 현재까지 집중되어 있는 군사력 배치 현황을 언급하였으며, 이러한 강력한 군사력은 한반도의 평화적인 통일에 있어서 저해요소로 판단하였다. 향후 한반도 통일시대를 대비하여 중무장된 비무장지대를 비무장화하기 위한 군사력 감축방안을 정치 및 경제적인현상과 연계하여 제시하였다. 남북한의 군사적 긴장완화의 필요성은 평화통일 기반을 구축하는데 있어서 필수적인 요소이다. 남북은 이제부터라도그동안의 교류협력 사항을 점검하고 다시 한번 재도약의 길로 나아가야 할 것이다. 평화적 공존을 위한 비무장지대 군사적 신뢰구축 방안은 정치 및 경제적인 현상을 고려하여야 한다. 우선적으로 비무장지대의 군사적 신뢰구축 방안으로비무장지대의 경계는 첨단화, 과학화하여 병력을 최소화 하여야 할 것이다. 나아가 남북 직통전화 수도 최대한 늘려서우발상황 발생시 긴장완화에 기여할 수 있어야 한다. 정치적인 측면과 경제적인 측면에서는 북한의 이익 등을 보장하면서 군사적인 불안감을 주지 않는 방안이 제시되어야 할 것이다. This article reviewed the status of military force on the DMZ(demilitarized zone) without any confidential problems after literature reviewing on a ceasefire agreement and these powerful military force is judged to be a very serious setback to peaceful reunification of the Korean Peninsula. Also it suggests the ways to reduce inter-korean military force based on the political and economic phenomenon to preparing for an era of reunification of the Korean Peninsula. The easing of tension on the inter-korean military force is an essential element in building infrastructure of peaceful reunification. From now on, both Seoul and Pyongyang might check inter-Korea exchange cooperation Project and reconcile their differences. Primarily, The troops of DMZ would be minimized by Modernization for Military confidence-building. Increasing North-South hotline as possible further, it could contributes to ease of tension in case of emergency. Political and economic plans should be presented that do not arise the military tension simultaneously with ensuring political and economic aspects in the North Korea's regime.
