The purpose of this study is to identify professional development needs of Extension professionals and to evaluate competencies essential to be a successful Extension professional. For the purpose of this study, quantitative capacity data of extension professionals were collected from the survey instrument based on Extension Professional Evaluation Scale in Utah state university. Descriptive statistics, mean difference analysis, IPA(importance-performance analysis) analysis were used to analyze the data. The main results of the study are as follows. First, it is necessary to first reinforce education on specialized technical capacity among the three extension capacity areas. The current status of the professional capacity of extension professionals in the three areas was found to be at the average level, and the level of professional technical capacity was relatively low. In addition, the importance was evaluated that professional technology capacity is more important than the project development/evaluation capacity and communication capacity. Second, Second, in order to reinforce communication capacity, it is necessary to strengthen education on 'development of joint educational materials with colleagues'. Third, in order to reinforce project development/evaluation capacity, it is necessary to strengthen education on 'project planning'. In the IPA analysis results, the importance was high, but the capacity with relatively low performance were analyzed as 'project planning'. Fourth, in order to reinforce professional technical capacity, it is necessary to develop an education program for 'crop expertise' first. In the IPA analysis results, the importance was high, but the competencies with relatively low performance were analyzed as 'crop technology expertise'.

Currently, rural labor markets are undergoing a structural change in which the proportion of non-agricultural industries is increasing, instead of decreasing the proportion of agriculture. The purpose of this study is to propose policy for job creation in rural areas through analyzing the employment situation in Rural Korea in the context of this structural change. Using the Census of Agriculture, Farm Household Economy Survey, we analyzed the increase of low income farmers and self-employed farmers. We analyzed the changes of non-farm employment in rural areas using the Census on Establishment. The main results of the study are as follows. First, farms' pathways are very diverse by the levels of income from their own farming and other gainful activities. It is necessary to implement policies that take into account the development pathways of farm household. Second, most of the farms are in low-income and self-employment status. In order to increase their incomes, it is necessary to increase non-farm income earning policy. The rural non-farm economy is becoming increasingly important in rural Korea. The growth of the non-farm economy will be crucially important when it comes to creating new jobs in rural areas in rural Korea. Third, it is necessary to provide systematic support for rural entrepreneurship as a core policy for expanding jobs beyond agriculture. Rural entrepreneurship has the potential to drive innovations that can reduce poverty and create employment. Fourth, there is a need for measures to increase jobs in the welfare field, which is growing fastest in recent years. In the welfare field, we can find vigorous collective actions in some rural communities such as community business, cooperative movement and various community development activities. Those activities will help increase the employment of aged farmers and low-income farm household.
유압 트랜스포머를 이용한 에너지 절감형 유압시스템에 관한 기초연구

In order to reduce energy consumption, secondary controlled system has been applied to many types of equipments. In lifting equipments or press machines using hydraulic cylinder, a hydraulic transformer is used as a control component instead of a valve for motion control and a component for recovering potential energy of load. The transformer is combination of a variable displacement pump/motor as a secondary controlled element and a fixed displacement pump/motor. Based on the nominal model derived from mathematical model, the feedback type two-degree-of-freedom controller is designed and implemented. From simulation results, the disturbances including nonlinear friction torque, leakage flow and load force can be compensated and good positioning accuracy is obtained. It show that the proposed controller is effective.

This paper proposes a snubber circuit for flying capacitor multilevel Inverter and converter The proposed snubber Circuit makes use of Undeland snubber as basic snubber unit and has such an advantage of Undeland snubber used in the two-level inverter. Comparing conventional RCD/RLD snubber for multilevel inverter and converter, the proposed snubber keeps such a good features as fewer number of components, improved efficiency of system due to low loss snubber, and reduction of voltage stress of main switching devices due to low overvoltage Furthermore, the proposed concept of constructing a snubber circuit for flying capacitor 3-level inverter and converter can apply to any level of them. In this paper, the proposed snubber applies to three-level flying capacitor inverter and demonstrates Its feature by computer simulation and experimental result.

지금까지 멀티레벨 컨버터 및 인버터에 적용되어온 기존의 스너버는 턴온 스너버로 RLD 스너버, 턴오프 스너버로 RCD 스너버를 사용하였으나, 이틀 RCD/RLD 는 많은 소자를 필요로 하며, 스위칭시의 overvoltage와 스너버 손실이 큰 단점을 지니고 있다. 이와 같은 문제점을 해결하기 위해 본 논문에서는 Diode-clamped 4-레벨 컨버터 및 인버터를 위한 새로운 스너버를 제안한다. 새로 제안하는 스너버는 Basic snubber unit 로 특성이 좋은 Undeland 스너버와 수정된 RCD/RLD 스너버를 사용한다. 따라서 제안하는 스너버는, Undeland 스너버와 McMuray 스너버가 갖고 있는 특성, 즉 사용소자의 수 의 감소, 과전압의 감소, 스너버 손실의 감소 등과 좋은 특성을 지니고 있다. 또한 본 논문에서 제안하는 4- 레벨 컨버터 및 인버터를 위한 스너버 회로를 구성하는 방법 은 다른 레벨의 멀티레벨 컨버터 및 인버터에도 적용 가능하다.
